As then indicated, the scthool, wbicili is a new OJICV was provided to a-cooaiu modate a. number of oh I Lure n hitherto com- ]>ttlled to walk about a mile &nU a hall to the infants' school at Oolwyn Bay. It is, there-lore, all infants' school pure and simple, and, acwixlin-g to the official report, presented to Denbighshire Education Authority Oil Friday, is at present attended by about twenty-live childuciu. From the information jrivon a" a me^biiiLg of the. Local education committee it ar>'x:ared as though the school curriculum were carried out oji- iar-el" in the Welsh language, "Ila it was thorefoie naturally assunwxl that the l'jnglisli-sp.Eakiiig c-ini:h on of whiom thore arc afe w- subjected to a consider- able amount of injustice. Representations to th.a.t effect wore made to the County Authority, anU the viws of the Organiser yK-^jduoatiofn were so-light. Mr J. C. Davits flow presents tihe ease in a much more favourable, yet not quite fativractory, liajh-t. He states t liat the district is a Welsh-speak- ing one, and therefore the school came under the scheme for Welsh teaching which had been adopted by the Education Com- mittee." Of the twenty-five childrell4 at present attendiimr the school t were marked as Ivngli«i'I-speaking," but lie under- stands that there "are only three who 'Jo not understand \Veikh, the ether five being brought up at Mjctil.<iiv. Finally, it its added 41 that bet'eve the school was opened in the beginning of the year, mil the children at- teaided the Colwyn Bay Council School, and, as that school is only about a mile and a half distant, any children who wish for instruction in English, or English and Welsh, may go to tihe Colwyn Bay sdhool, where that instrwotioin is still available." It will, therefore, be realised that the complaints against the methods in force at Moohdre have been to some extent ground- less. Nevertheless, it is, difficult. to undier- efcand how tho Kduoation Authority can con- sistently pursue the present policy. The Welsh inst-ruction scheme framed by them Rifts the 'direct outcome of the cry that xnonoglot WeMi ohiklron sutfored from jusI- Buoh an injustice tftrs they are now imposicng on the throe English children. The following ii clippod from the West- ern Maal: — i'hijiking that "the nail is tic pupii would do better in reporting a concert, the oditor of the little South Wales weekly ventured to give him another chance. This j,<J what he -,vi-ote was a fine COIHXd at iiabylon Sdhoolrcom ilight befciro kiftt, Mr David Jones, Esq., The Towore, took the chair, and said a few words vo,-y ably, Miss Susan Jane Lewis came on and sang a piece on the piano very ably. Mr Clifford Habaduck, scientific teaohen- at the County School, came up and nang the fiddle very ably: next Master Henry Williams some reciting very ably. There was then a half-time for re- freshing. In the second half the -Babylon Choir, with Mr John Williams as captain, sang several pieces, a resolution of thanks was carried to the chairman for saying a few words, after which Ap Donkin said n englyn that he made in his own house. We aro bound to add that Mr Jack Watkins saiig the piano to the singers with great co'.wtesy and very ably." • » » # The passing away of Mr Joseph Williams hao deprived hhyl of calC of its oldest, most conscientious and popular public men. Ho has been honoura, bly associated with tho -aduvhii-sh-ation of local government affa.Lr.-j for a quarter of a century, and when in 1897 I¡;' v. ;s elected to tho highefsfc civic I position his fellow councillors conM con for upon him, na.re.lv, the diamnanshlp of tho Tlrba-n Di-t.'iet Council, it was generally felt that no ni-an had more worthily gained gt. that distinction. Unobtrusive and fair- minded, he was always ready to listen to a. •reasonable opponent, and though a man of comparatively few wot-ds himself, ho was as quick to discern a weak point in an argu- ment as to acknowledge; the strength of another. In a word, Mr Williams was an admirably sane, levelheaded, and useful public man. The town generally has. lost a. faithful servant, and manv of the poorer inhabitants a generous benefactor. < The much-discussed Lkmeiian KOIIOO! trouble has at length been s.atLsiactcir'iIy settled. It will bo recollected that the Denbighshire Edneation Anthority refused to pay the full salary of a male head teacher at this non-provided school, their contention being that mistress at a. lower I salary would be quit. ,apab)e of carrying out. the work. A lioa-rd of Education in- quiry wias held, and one of the strongest advocates cf the County Anthority was the present. Secretary' of Welsh Education. Nevertheless the managei-s of tho school, who were veay ably led by the Hector, the Rüv. Pownall Owen. pre-etited an unusually strong case, and nothing further was heaAl of the question until Friday, when the Count v Authority—impressed by il the gced work done by the headniuetor (appointed by the managers), the satisfactory report upoai the school and the inorea-a in the attend- arice"—agreed to pay tho full salary origi- nally denxandbl. There being no objection from the police the application wae granted. A music licence on the same occasion was also applied for. The Chairman said this was the first ap- plication of its kind that he had heard at that court. Inspector Bagshaw opposed the applica- tion. and the magistrates declined to grant it. DAVID OR DANIEL?—Daniel Lloyd, a tra- velling pedlar, was charged by P.C. Rowlands, before Messrs J. W. Lurnley and James Wood, on Monday, with being drunk and disorderly in Abergele-road, Old Colwyn, on Saturday aftcr- noon. The Constable uaid that huj attention was drawn to the state of the man by some pedestrians. Witness spoke to him, but he became very disorderly. Ho was "mad drunk." and witness took him to Old Colwyn lock-up. While there defendant once more became very violent, and he (the constable) had to hold him down whilst P.C. Owen searched him. Whilst, in the cell defendant was very violent, and threatened to commit suicide. Inspector Bag- shaw faid he knew the man an David Lloyd, and he had been up on four previous occasions. The last occasion was on August 4th, 1906, a-t, Aber- gele, when he was fined 10B 6d and 8s 6d costs, which had not been paid. There was a warrant out for his arrest on that account. Defendant denied that he was David, and said that the inspector must be mistaking him for his brother, whose name was David. P.C. Rowlands asserted the defendant was the man the inspector stated him to be. as it was on his information that he had been charged. Defendant was fined 20s and costs, but as he was unable to pay he was sent to gaol for one month with hard labour. DE A'l H.—It is with regret that wo announce tho death of Mr John Hughes Parry, SOill of Mr and Mrs Parry, of Rhos View, Greenfield- road, which took place on Saturday night, after an illness lasting only nine days. De- ceased, who was only 18 years of age, was very popular in tho town, and moro especially with his employers and brother-em ji'oyees on the pier. The interment will take place at Bronynant Cemetery to-day (Thursday). TRAMPS.—Year after year as Wbitsun ap- proaches tramps commence to arrive in the district., and housekeepers are continually pes- tered with their attentions. Tho local ser- geant of police has, however, adopted special measures this year. Constables have been specially selected to attend to the visitors, with the result that they give Uolwyu Bay a wide berth at present. GENERAL HOLIDAY.—As is usual on the oocasicsi of the annual United Sunday School excursion, the business premises of the town wiil be closed on Wednesday next. It there- fore behoves householders to see to" their shopping on tho previous dav. A FORGOTTEN DONKEY—The Railway Oonipana.ee have year after yoar large- numbers of articles left on their hands, and unclaimed, but seldom docs it fall to the lot oi anyone to have a. donkey thus feft. Such a, case, how- ever has occurred at Colwyn Bay. A don- key arrived ait the station on Mairoh 20th, and up to the time of writing no claimant has eonie forward for it. As is in such caees the company are now offering the ani- mal feir tuile. FORTNIGHTLY CONTRACTS.—With the advent of May 1st, the fortnightly coitract tickets issued by the Railway (J :m lany once moro onnic into operation, and at small ex- pence one is enabled to tour the whole of the ocos-t. Fuiill advantage was taken of these tickets dinning last season. ITJESDAY S STOR-M.—The Promenade for- ti.riate!y withstood Tuesday's storm well. A high tide ran, and 1,he waves r sh- d the promenade along almost its entire length, and a severe strain was placoa upon the sea wall, but luckily it did not give Avav at any po nt. Some 10ns of shingle were, however, thrown on lo the footway. At Old Colwyn tho storm was severely, and i-rosien is reported between the station and Penmaenrhos, and the Railway Company are concerned for the safety of the line at 4his point.. The tide washed over the sea wall which supports ihe high embankment, on which the ra.lw:iv procwds to the tunnel, and as this has not been so substantial!v built en most of tho eomr.ar-i's sea walls, there is some risk of ihe wall giving way. R.E., conducted an 111- quiry on behalf of the Laded Government Board at Cohvyn Biv. yesterday, concerning an ap- plication made by th local authority for 6anction to borrow £394 for the improvement of the old reservoir at the Rhiw Waterworks. There were also present: Councillors J. Wil- liams (chairman), W. Davies, G. Be van, Rev. W. Hughes. T. E. Hutchings, the clerk (Mf J. Amphlett), the assistant clerk (Mr J. H. Roberts), the engineer (Mr William Jones, C.E.), and Mr T. B. Farrington (engineer tc the Oowlvd Water Board).—Mr Amphlett- ex- p'ained that the reservoirs which the Council now prold to improve were C<ri,Ï1bco¡J]'y con- structed by tho old Water Company to sui'ply t.he town with water, but they had been dis- used KECft the scheme, now governed by the Oowlvd Water Beard, and which supplied the district, camei into existence. However, the Council had found it necessary to requisition the reservoirs again in consequence, of the in- adequacy of the present system to supply the higher love's of the district. Unless the work was carried out speedily there would be a scarcity of wa.ter in the town during certain hours of the day. He urged the inspector to call the attention of his Board to the matter as scon as jxwsible, because the question was an urgent one. The Engineer (Mr W. Jones) stated the capa- citvof the two reservoirs was 300,000 gallons and 400,000 gaJlo.n» i cspeotivejy. They had noi been in use for about twelve years, and they had been found unsatisfactory on account of tho deposit of mud, etc.. at the rot, tom. It Was now proposed to clean them out, a,nd re-cement them, and otherwise improve them generally. Councillors Wiliiam Davie., and John Wil- liams supported the application. The former remarked that a grave complaint had reached the Council on the previous day with regard to the scarcity of water in the upper level of the district,, and if the work were not pro- ceeded with at once the health of the town would suffer. At the close the inspector was. thanked on the motion of the Chairman of the Council, seconded by Mir George Bevan.
