NOTICE IS HEREBY GIVEN that at a Special Meeting of the Council held at the Council Chamber, Pentre, on Friday, the 25th day of November, 1904, at 5 o'clock in the afternoon, the following resolutions were duly passed:— Resolved,—That the Council do apply in the next Session of Parliament for an Act for the following purposes :— 1.—WATER. To extend the time limited by the Ystradyfodwg Urban District Council (Gas and Water) Act, 1896; the Rhondda Urban District Council Act, 1899; and the Rhondda Urban Dis- trict Council (Tramways, &c.) Act, 1902, for the purchase of lands and construction of waterworks. To alter and increase the existing rates, rents and charges for the supply of water, and to make further pro- visions in regard thereto. To empower the Council to enter into agreements, &c., with public authorities, &c., for acquisition of lands, &c., for purposes of water-works. 2.—TRAMWAYS, STREET WIDEN- INGS, Ac. To extend the time limited by the Rhondda Urban District Council (Tramways, &c.) Act, 1902, for the purchase of land and construction of tramways, new road, street widenings, &c. To amend, extend, or repeal the provisions of that Act with respect to the terms and conditions upon which the Council may lease the tramway undertaking. 3.—GAS. Power to the Council to erect, &c., further gas works. To make further provisions with reference to their gas undertaking. 4.—STREETS, BUILDINGS, &c. To provide that the approval of plans shall be void after certain intervals. Power to the Council to require the deposit with them and to retain drawings, plans, &c.; to define future line of streets; to vary the position, &c., of new streets to require the fencing of vacant land; to prohibit the washing of soil, &c., into streets; to require watercourses on building land to be culverted; dangerous places to be enclosed; approval of Council to elevations of buildings yards, &c., to be paved and enclosed; to regulate the level of ground floor of new buildings, and to make provision as to temporary and moveable buildings. 5.—SKY SIGNS, HOARDINGS, &c. Power to Council to control sky signs, hoardings, &c. 6.—SANITARY. To make further and better pro- visions with regard to sanitary mat- ters, including conveyance of infected persons; carrying on of business by infected person; prevention of in- fected children attending school; medical exan i nation of school chil- dren furnishing lists of customers by persons engaged in washing, &c.; dairymen to notify infectious diseases amongst servants and furnish list of source of supply of their milk; cleansing infected houses; removal of infected persons; and provision of nurses. To make provision as to spread of disease by sale of milk, taking of samples, inspection of cowsheds, &c., and examination of cows. To make provision with regard to registration of common lodging- houses, &c. To empower the Council to make further provision with regard to test- ing of drains; to empower the Council to prohibit blowing of carcases and selling of unsound food; to require the conveyance of offal, &c., in proper receptacles; the drainage of houses by a combined operation, and old drains to be laid open for examination, and to amend the provisions of Section 41 of the Public Health Act, 1875. 7.—FINANCIAL & MISCELLANEOUS. To empower the Council to borrow money for purposes of intended Act, and to grant and issue mortgages, stock, debentures, debenture stoclc and annuities. To confer upon the Council all such powers, rights and privileges in refer- ence to the aforesaid matters or other- wise as may be considered expedient. That the costs, charges, and expenses of or in relation to the promotion of the Bill for the said Act be charged on the General District Rate, or other the Public Funds or Rates under the control of the Council.
