SIIL,-The circumstances of the affair conneoted with ourselves as they were reported in your issue of October 20th, are as far removed from the truth as the north is from the south. BOILERMAKERS' SOCIETY IN WALES. RESIGNATION OF MR FRANK FOX. COUNCILLOR J. H. JOSE, J.P., AND THE VACANCY. ALREADY APPOINTED PRO TEM. An Executive Committee of the Boiler- makers' Society was held at the Angel Hotel, Cardiff, on Monday last, at which, among other important business transacted, was the con- sideration of the resignation of Councillor F. A. Fox as delegate—a position which he has held with great credit to himself and considerable benefit to the Society for many years past. Councillor Fox explained at length his reasons for resigning and declining to accept the position of general secretary of the Society in succession to Mr Knight, and to which he would undoubtedly have been appointed. Mr Fox has alieady accepted a position under the newly-constituted Employers' Federation, and the members of the Ixecutive, after accepting his resignation, wished Mr Fox every success in his new sphere. With regard to the appointment of a suc- cessor, the matter was discussed at some length, there being a unanimous feeling expressed that Councillor J. H. Jose, J.P., of Barry, should be selected. Considerable pressure was brought to bear upon that gentlemen, who eventually accepted the position pro tem. The point as to the residence of Mr Jose at Cardiff, instead of at Barry—an insuperable difficulty-was over- come in favour of Mr Jose, who will undoubedly be appointed. The numerous friends of Mr Jose will be delighted to learn of the elevation of that gentleman by his fellow-workmen; an act impelled by the splendid service he has rendered the Boilermakers' Society in particular and the Labour cause generally.

The Soldiers and Sailors' Families' Association. In view of the pressiog need amongst the woman and children deprived of their bread earners through being called up to serve with the Colours in the Transvaal, the local committee of the above Association now appeal to the public for donations to enable them to carry on the work of relief that may be needed amongst the wives and families of Army Reservists. Subscriptions or donations will be thankfully received and acknow- ledged by the above.

PLEA FOR POPULAR CONTROL. THB Hospital Reform Association has met in London. Since it must be patent to everyone who has given the matter a moment's con- sideration that much reform is wanted in the administration, the finance, and general conduct of our hospitals, it was naturally expected that this Conference would have afforded some practical help towards the attainment of that end. Unfortunately (says the New Age) the Conference merely waxed indignant at the thought of people who could afford to pay for a private practitioner betaking themselves to hospitals, and then passed to the consideration of provident dispensaries as a substitute for hospitals. Now it is time a plain word was said on this subject of hospital reform. We have grown somewhat tired of the imper- tinences of the medical profession, concerning the fitness of those seeking hospital relief. The medical and surgical staffs at our hospitals are appointed to certain work, are paid their due wages for attending to that work, and comment on the income and worthiness of their patients is mere insolence. We have known instances of men and women who have subscribed for years to their local hospitals, and who have subsequently, on their admission to the said hospitals, been treated as objects of charitable relief by the medical authorities. The truth is, the day has come for the hospitals to be placed under public control, and for every citizen to be assured of bis right to adequate treatment in them; to be assured, in fact, that he has as much right to hospital treatment as to a seat in the Parish Church, a book from the public library, and a place in the nearest School Board for the education of his child.

BARRY DISTRICT COUNCIL. THE NEW RATE. A special meeting of the Barry District Council was held at the Council Chamber, Gas and Water Offices, Barry Dock, on Wednesday evening, for the purpose of affixing the rate for the coming half-year. Mr J. H. Jose, J.P., presided, and there were also present Mr W. Paterson, Mr D. Morgan, Mr Evan Jones, Mr J. A. Manaton, and Mr E. B. Smith-Jones. The Chairman explained that the new rateable value was E167,311, and that a rate of Is 6d would bring in £ 12,548 6s 6d a Is 7d rate £13,24598 Id and a Is 8d rate £13,942 lis 8d. Mr Smith-Jones proposed, in view of the fact that there was a considerable amount of property in the district which would be assessed before the expiration of the ensuing half-year, that a rate of Is 6d in the £ be declared. Mr Manaton seconded. The Chairman explained that a rate of Is 6d meant a deficiency of JE761, the estimated expen- diture being 413,309. Mr Morgan then moved, as an amendment, a Is 7d rate. The Clerk pointed out that there was an over- draft of about £ 1,800. Mr Morgan's amendment remaining unseconded, a Is 6d rate, which realises E12,548 61 6d, was declared.

UNMUZZLING DAY. The following resolutions, passed at an emer- fency meeting of the Executive and members of the National Canine Defence League on Friday, 27th October, have been forwarded to Lord Salisbury :— 1st.—Proposed by Colonel Gordon, R.A., secon- ded by R. Dawson-Yelverton, late Chief Justice of the Bahamas That this meeting rejoices at the with' drawal of the muzzling order from the Metro' politan and other districts, and sincerely hopes that such withdrawal indicates an abandonment of a method useless for the purpose designed, cruel in its operation, and involving personal indignities and expense to dog-owners. 2nd.—Proposed by the Viscountess Haberton, seconded by Mrs James That this meeting desires to reiterate its conviction as to the desirability of the retire- ment from office of the Minister responsible for such useless, crntl, and irritating measures for the extirpation of a disease whose existence in the Metropolis and elsewhere has never been ad< quately attested, the figures adduced to prove such existence having been collected by means of a test which the Department last year con- demned and discarded as unreliable."

NEILSON OPERA COMPANY AT CADOXTON. Residents in the district ought not to fail in their attendance at the Theatre Royal next week, when the well-known Neilson Opera Company pay a vu-it, which it is to be hoped will be an unusually aucceasful one. The best known operas in the re- pertoire of the company will be produced, namely, on Monday and Wednesday, Wallace's romantic opera in three acts, entitled Maritana." On Tuesday and Saturday the Bohemian Girl will be produced and the Daughter of the Regi- ment and II Trovatore on Thursday and Friday respectively. There will be a full chorua and augumented orchestra.

[SPECIAL TO THE "BARRY HERALD."] Telegrams received in London to-day confirm the news that Boers are advancing on Colonso, near Ladysmitb, with a view of cutting off British forces. It is feared that telegraph communication has been stopped; very little news coming through this morning. That the Boers are not the mean, contemp- tible men it has been the fashion to paint them during the present circumstances it, we think, a fact which the last few days' events suffi- ciently prove. Old Paul Kruger's face has not much in it of smartness and energy, and how far the stay-at-home Britisher has judged the race by this single specimen is an open question. Latest information on the subject show our eninlies to be good soldiers, and it is the ain- cerei-t wish of all right thinking people that we may soon shake hands and live in unity and peace, contented with having given the Boers a lesson, which justice certainly requires of us.
