Some discussion a.ro&e over the case of Miss Piun- ter, who was the lieadteacher at the Haadilo Pupil Teachers' Centre, but who was now, owing to tho discontinuance of the centre, out of employment, who a-sked that some post. be found for her. The Chairman asked whether the Committee, had not reeotnmfnded the managers to retain the ser- oi theso Tbo Cicrk did not think so. Mr. W. N. Jones thought it a very hard case. If they could not retain her services he thought that possibly she might- be given any vacancy that oc- curred in the neighbourhood. She had been uuder the otd School Board, and under the Education Authority in the elementary sch<x)ts. She. had served them for the best part of her liIe. It was an* exceptional ease and something ought to be done .for her. The Chairman was of tho ot'inion that they Imd decided to recommend that ihee tearhers be re- tained. Professor .tones agreed that it was a very hard case, but thought that if they asked the managers to IkCep Mias Painter on they would turn round and ask the committee to contribute something towards her salary, as they had not got the money. The matter was left in the hands of the Clerk. GARNANT SCHOOL SITE. With regard to the sn.< for a. new school at Gar- nant. for winch a p!ot of land had been offered by Lord Dynevor, the Clerk said that he had written to the Board of Education a.-king for their approval of the site. He had since heard from Mr. Bishop, solicitor, L!andilo, Lord Dymwor's as'ent, that the site was being re-considered. that Lord Dynevor offered another plot of a square acre. which he (Mr. .Bishop) understood the Committee would prefer. The Clerk had said nothing about a square acr< -QUARTER-BACH .ROAD COMPLAINT. A letter was received asking the Committee, to make a contribution towards having the road )ead- ing from (Jefnybrain to Quarter-bach Council School put right. The road was in a very bad state, and the ctuiciren had to go to school through water and ankle-deep in mud, which was very injurious to their health. The' inhabitants of the. district, had <o)Iected J620 towards the cost of improving the road, and the COlllmittee were to hlp. The Chait'tnan said that the road also ied to som<' furms, and the farmers ought to pav. the .U,an(ii!o I)Iitri-i District Council ought to take the. matter up. Co!. Morris thought It was th duty of the Edu- cation COlDmittP-f" to put the approach riirhr. The farmers had :)o nioney to spare, they simply lived -from hand to mouth. He proposed that the Com- mittee contribute somethings towards the costs. If t,ht,y saw the piace they would not object, to open their hearts ami contribute I!aug-hwrl. Tilt* Bench having intimated that they wou!d like to hear tho facts, Mr. Morgan Grimths said that sahnon-roe p--st4, was a. moat destructive nie-tbod of hsn'ng and most dimcutt to detect: It was rarefy it was detected. In this cas4,, the Supt. Water-BaHin' (Mr. H. 0. Long Price) was suspicious that a good quantity was sotd in Carma.rthen, and a good quantity uH<*d. Tho negotiations leading to the. detection of this case began many trioiitil,; ago. As far back as last August the Superintendent received .information winch led him to betiev<* John Thomas, the defen- dant, was setting sahnon-roe, and he thereforo in- structed Bailiff WiUiams, in the employ of the BoarH, Hut a stranger in Carmarthen, and not known as a water baitin. to vtsit U)e house and find out whether salmon-roe wass oM or not. On the 19th August Williams went in the evening and in order to make it appear he was an ordinary Bsherman he went on his bicycte to which he. attached a fishing rod. When the defendant opened the door he nut on a. hesitating manner, and aid he was Joth to give his message in case the defendant was not the rig'ht man. John Thomas sai<L "Oh. i see what you want, you are a nsherman, you Want. saimon roc." He added. "I have none at present, hut if you come at Christmas time I shall have a good quan- tity." The bailiff catted -on-w time in September, but missed him. On Christmas Ev?*Ae called at the house again, when Thomas said he had no salmon roe then because the rivers were too ful), and they couldn't catch salmon at that time. Correspondence followed between defendant Thomas and the bailiff. who posed as a Ssherman from Ua-ngenncch, and afterwards Pontardu)a.is. On March 7th BaihfF WiHIams went to the house of John Thomas, who produced salmon roe paste, and after panic haggling as to price, one jar was sold at. 14s. to the bailin. who then took it away. ome conversation took p)ace as to defendant Thomas having gone to Brecon to buy the stuff, when he said he didn't go himself but sent his daughter, and he had some stufT at his daughter';o. house, because people- were beginning to suspect him, seeing men coming there on Mundavs to purchase this stun". He said he. had sold a lot of stuff to various gentlemen in the p)ace. jinctuding some of the biggest met' to he found in Carmarthen. Mr. Morgan Grimths a(1(4(,d "1 am not sure he didn't mention names, but I won't go further than that." He hoped the magistrates wou)d look upon this method of fishing as most destructive to nsh, and not impose such a nenatty as might lead poople to mt'er they regarded this as s trivial oti'cnce. The Fishery Boaru went to great expense for the very largo and increasing number of men who takft out licences to fish for trout in a legitimate wav. Licenses were taken our year after year by thou- sand-; who expected to have good .sport, and he dare- say some of the magistrates might know from hear- say and have read in books that this was really a most destructive- way they m)ght adopt, to destroy nsh; they coutd not speak of sport in connection with it; but of destruction. With reference to the. case agaiti,t Mary Ann Hawkc, the daughter. Wit Hams went there on the 4th March. and a cupboard was ued which showed a targo Dumber of pots, and smaU. pot was sold at 7s. 3d. The bailiff then it and appiied for ;t search warrant. After having obtained it he went with P. PhiHips. P.C. Davies and the Superintendent of Water bailiffs to the house, and in justice to Mr. Hawke he would say the. latter sa)d at once the pots of roe were in tho cupboard, and toid his wife to givo them to the gentietnan. The Superintendent accepted his word that there was no more in the house, and took possession of those seven pots produced. Mr. Price Wi))ia.ms said it was true on the 3rd a. bottte was sold by the defendant John Thomas, and on the 4th by h;s daughter. Mrs. Hawke. and that tho stufF was fourxi a.s .tutt" it might, bo there were difterent degree's of cutpa-biiity, but none of them wished to take advantage at the expense of the others, and were each prepared to accept fuii respon-stbiliry in respect of such offence, !'u< thLr might be one or two mailers which might be mrn- tioned in mittgation. Burry Pr;rt were present, but no decision having been given neither would take part hi the proceedings. The Clerk read the returns of the recent flection. and in regard to the North Ward, Pembrey, where there was a tie between the old member, Rev. J. II. Rees, and Mr. Da-vies, Sta.r Inn, Trimsaran, stid that unless cither candidate petitioned, the Council couid or<Jer another ejection. Dr. Thomas asked if they could bind these two gentlemen without consent until the da.tc for ladg- ing a petition expired. Rev. Fuller Mius—Have bodi power to vote? The Cterk—Neither of them. The Cierk read letters written by Mr. Edmunds, sohcitor, acting for Mr. Thomas Kvan Da vies, with respect to the position, in which It was alleged that the tatter undoubtedty had a majority of the votes po]ted, an<) stating- that a man named John Lewis had personated another vote. -Sir James HiDs-Johnes said the correspondence was very interMting, but he didn't se.e that they were called upon to give a decision on the matter. In repiy to Mr. W. B. Jones, the Ck-rk said he did not think they could cal! for the disputed voting- paper to be produced before the Council. He had written to the Locul Government Board on the sub- ject of the tie. and their view was that it was open to either of the candidates to petition, but fading that a new election would have to be hetd. He did not ask whether the County Council could see this parucuiar voting paper, but he would a."k if de- sired. ELECTION OF CHAIRMAN. Mr. Tom Jones in a speech at the outlet of the business referred. to the. increased work of the County Councit. and caused much merriment by observing that he hoped Lord Robbery would in- <tude in h)s proposals dtat a portion of the House shou)d be elected by the County Council. He paid a high tribute to the abdity and courtesy of tiw t ierk. and concluded by moving that Mr John Johns, Parceithyn. be elected chairman. Mr. David Evans seconded, and the motion was earned Professor Jones humorously asking whether the oid chairman or the now chairman was to repre- sent them m the Gilded Chamber. DEATH OF MR. WATERS, CARMARTHEN It is wirh profound regret we hn,ve this week to chronicle the '<teath of one of the o)de-<t. and most highly esteemed citizens, in the person of Mr. Wm. Water- forema.n printer, of Emrys House. Darn't<- roatt, <*a.rmai'thpn. who passed peaoefutly away at his rcsidenco on Sunday morning last, in his 66th year, leaving a widow, son, and two daughters, to mourn hi-< !os- lk'cea.ed wa-) born Mav 29th. 1343. at Penlun. Tr('.vau}¡a.n. being the eidest son of the late -%fr. and Ir. John Waters. On July 1st, 1858, he was apprenticed to the printing trade at the establishment of the late Mr. WiHiam Spurrel!. J.P., an eminent Welsh scholar, and here he laboured faithfully up to last August—a period of 52 years, beating tho record of tho oldest of the threo "veterans" referred to in the Ccntenai-v Num- ber of die JCURS-AT.. In October 18th, 1866, he mar- ried a graIH!-<.laught.'r of Mr. John ,¡¡vies, wool merchant, Pound, of Danyrallt., near armn.rrhen. by whom he had issue five children—two sons and three daughters. Decea&ed was a devoted member of the English Congrc>gatidnaI Church, passed through the various oniocs, and for close 1m 20 years was cotiditeto- of the choir. He was atso a Sunday School teacher, deacon, trustee and up to his death hek) the omce of treasurer.
