Carmarthenshire Quarter Sessions. The Carmarthenshire Quartea Sessions were held on Friday. Col. Drummond presided, and there was a large attendance of maj s trstea, including J.ord Dynevor, Mr John Hinds, M.P. (Lord Lieutenant) and others. NEW MAGISTRATES The Clerk of the Peace was engaged for considerable time in swearing in some 60 new magistrates. o ASYLUM VISITORS. The following were appointed Visitors lo Private Asylums: Major Dowdeswell, Dr D. G. Lloyd, Mr David Williams (Llanelly), Dr Evan Evans, and Lady Howard. CLERGY DISCIPLINE ACT. The following were appointed assessors under the Clergy Discipline Act: Col. Drum- mond, Mr Mervyn Peel, Col. Hughes, Mr n. II. Sampson, and Mr Neville. FOOTPATH DIVERSION.' An application was made on behalf of Sir Owen Philipps for the diversion of part of the footpath between Sarnau and Llanybri. All the formalities had been complied with, and the Rural District Council had consented, and the application was allowed. SENT TO BORSTAL. Stanley Storey (16) pleaded guilty to lar- ceny. He had been convicted by the Llan- dovery Bench and sent to the Quarter Ses- sions for sentence. He had stolen t119 in Treasury Notes from a farm house The Court sentenced the defendant to two years detention in a Borstal institute. TWO MONTHS. 'iho.s. John Hoskins (37) was charged an indecent assault on a married woman t Pwll. near Llanelly. Mr Clarke Williams appeared for the pris- oner and Mr Ll. Williams, K.C., for the dele lice. The case for the "prisoner was that the fle- iondant called at the house of Mrs Brazell, a young married woman and the wife of <' neighbour and whilst in the house was guilty of the conduct complained of. Defendant gave no evidence on his own behalf, but Mr LI. Williams suggested that the woman was a consenting party and t'iat therefore no legal offence was committed. Ihe Jury found the defendant .guilty, "rid he was sentenced to two mrmtlio imp-risojuuie: t with hard labour. -v" DESERTED BECAUSE NOT ENT TO THE FRONT. H. A. Burton (19) pleaded guilty to hr2(.k- I ing into a farm house in the parish of Conwil and stealing 9s. Su.pt. Jones's report showed that the defen- dant was a, native of Nuneaton. He joined the Army and afterwards deserted. Since deserted lie had been leading a wandering life about the country. The report of the Acting Governor (Mr Turner) showed that the defendant deserted the Army because lie was not sent to France when the regiment went, be being under 19. He appeared to be frank and truthful and not of criminal tendencies. What lie re- quired was supervision. The Chairman bound the defendant over to be of good behaviour for'12 months. He re- commended the boy to apply to the Secretary of the D.P.A.S. for assistance when leaving. HOUSE BREAKING. John Whittakor (3G) was charged with house-breaking. Mr Frank Davies (instructed by Mr H. Brunei White) appeared for the prosecution. He was in 'prison at present serving a sentence. The matter had come to light whilst he wais, in custody at Llandovery for a similar offence. He admitted the bur- glary and the theft of £ 12 in the Carmarthen Division and also, asked that the theft of n., bicycle with which he was not charged should be taken into account so a, to clear himself of that. The. Court sentenced him to four calendar months imprisonment with hard labour 0 commence at the expiry of the present sent- ence. SBOOXD COTRT. The cases above-mentioned were tried by Col. Drummond and other magistrates. The following cases were. heard at the second court presided over by Mr E. Milner Jones. ASSAULT CASES. Pees Davies (47). butcher, was charged with I unlwfully wounding J. W. Davies. Mr Bowen Davies appeared for the prosecution, and Air Trevor Hunter for the defence. The charge was reduced to one- of common assault, and the defendant was fined P-1. This case came from the Llandilo Division Emlyn Phillips (30), collier. Ammanford, was charged with maliciously causing grevious bodily harm to Albert Carood. The ease was reduced to one of common assault, and the defendant was fined £;j. Owen Harries (21). Penrheol, T'alyg, a de- mobilised soldier, was charged with mali- ciously wounding David Tom Bowen, farmer, Hafodhialog,. Talog. Air Bowen Davies (in- structed by Mr T. lio-vell T):avies, Carmar- then), appeared for the prosecution, and Mr Trevor Hunter (instructed by Mr W. J. Wallis-Jones, Carmarthen) defended. The Chairman, a.fter the evidence, said there was no doubt that the prosecutor struck the first blow, but ode of the wounds inflicted by the accused was caused by .,I. h:ow from behind, and that could not have been done in self-defence. The jury found accused guilty of common i y assault only, and Harries was fined £ o. CONVICTION UPHELD. ..Frederick Davies, of T fandcbie, appealed against his conviction by the Ammanford magistrates, when he was fined £ 3 for buying sheep for slaughter otherwise than at a mart. Mr Clarke Williams (instructed In Mr G. C. Porter, Llandilo) appeared for the respon- dent (Deputy Chief Constable Evans, dilo), and Mr Trevor. Hunter (instructed by Mr J. R. Kidwelly Town Council. The monthly meeting of the Town Council was held at the Town Hall on Friday the 19th inst., the Mayor (Coun. J. Morgan) in the chair. There were prcnt Aldermen S. H. Anthony and D. Rowlands, Councillors W. A. Davies, Thos. Davies, Hy. Wilkins, David Phillips, J. Harries (Castle), John Morgan (Water street), and E. Cole; together with the Town Clerk (Mr W. R. James), and the Surveyor (Mr D. Edwards). VOTE OF CONDOLENCE. • The Mayor moved a vote of condolence with Mr John Morgan (Rate Collector) on the death of his father,<»Mr J. Morgan, Gwenllian, a former member oT the Corporation. This was carried, all present standing. HOUSING. The Housing Commissioner wrote, to the effect that the .Inspector who had recently visited Kidwelly had reported in avour of the Hillfield site. It is proposed to build 24 houses immediately. A letter from the Ministry of Health inti- mated that the Board would expect the Coun- cil to consider the matter of replacing dwell- ings which were unfit for habitation. WATER. The Clerk to the School Managers wrote with reference to, the lack of water at the Mountain School and School House, and pointed out the urgency and importance of improving the supply. Coun. J: Morgan (Water street) said that many people were using the water at Ffynon Diana, which the analyst had condemned. Conn. Cole complained of the delay in in- teniewing Mr Brigstocke, and said it was time the Council woke up. Ihe Clerk explained the cause of the delay, and on the motion of Ald. Rowlands, seconded by Coun. J. Morgan, it was decided to inform the Schoof M anagers that a scheme was under consideration and that it ii-as, hoped to im- prove the supply almost immediately. Göun. Cole moved that a. special meeting be com eJied to consider the whole wafer ques- tion-Town and Mountain. Coun. WiiJvHis remarked that the fact that 1'15 non fc-ul had not run dry was a cause for thanksgiving. Coun. J. Harries, seconded, and it was car- ried, the meeting to be held on the 24th inst. at 77 p.m. CITIZEN GUARDS. A communication from the Chief Constable of the County re the formation of a Civio Gunrrl i3<v.¡L., on emergencies was read, and it was resolved that, as the crisis was past, consideration of the matter be deferred. HALL KEEPER. The HaU-keeper having, resigned, it was re- solved to invite applications for the vacant post, and to specify that preference will be given to ex-service men. PROFITEERING COMMITTEE. The Secretary of the Trades and Labour Council wrote that his organisation had pre- vailed 011 Covin. H. Wilkins to withdraw his resignation from the Food Control Committee It was understood that all four members would continue, to act on the Committee. The Mayor having reported that the Dis- charged Soldiers & Sailors Federation desired representation 011 the Profiteering Committee it was decided to enlarge the Committee* from seven to 11 members, and to invite the Federa ion and the Labour Party to nominate two respectively. RATE COLLECTOR. Five discharged soldiers applied for the vacant post of rate collector—Messrs Thos. Protheroe, Glannant road, Carmarthen Wm. Thomas, 40, Water street; E. H. Rees, Castle Stores; Morton AA ilcl, Angel House; and T. L. W illiams, Alstrect street. Alr Clarence WilliMns was an applicant conditionally on there being no application from ex-service men. The voting, which WjJ,S by ballot, resulted in Mr Wild receiving 4 votes, Mr Protheroe 2, and Mr Williams 2. rhe second vote was as follows: Prothesroo G, Wild 3. Coun. Cole moved, Coun. W. A. Davies seconded, and it was unanimously carried that Mr Protheroe be appointed. RESIGNATION. Ald. Rowlands intimated his intention of resigning his aldermanic seat in order to be- come a candidate at the November election. He expressed his appreciation of the honour the Council had conferred on him by elevating him to the aldermanic bench. He then paid the fee-Ils. Ail SCE LLA N ROUS. It was decided to purchase a quantity of oats from Pembrokeshire. Coun. Wilkins soid lie was in error in stat- ing that Mr Jo,.ph Wild was present at a certain meeting, and asked the Mayor to accept his apology. It was resolved to re-make the pavement in lront of Pinged Hill Stores on condition that when removed they would become the pro- perty of the Council. The thanks of the Prime Minister was con- veyed to those who had sat on the Borough Military Tribunal. ^Exception was taken by Aid. Rowlands and Coun. Cole! to the concluding sentence of a letter from Messrs Stephens and Co. promis- ing to abate a nuisance near the Brickworks and referring the Council to "the state of Station road, which sadly seeded attention." It was decided to allow Mr C. R. Reynolds to -let for habitation a house in Pinged Hill which he had recently purchased 011 condition that it was repaired to the satisfaction of the Surveyor. It was resolved to grant the use of the Town Hall to the Ladies' Choir, per Miss «Gravell, Nelson Rote).. on payment of the charge for the piano and hall-keeper's fee.
