I Geirionydd Rural District Council. I BENEFIT FROM THE BUDGET. I WHO SHOULD PAY FOR BRIDGE IMPROVEMEXT? This Council met on Tuesday, Mr. Hugh Hughes, J.P., presiding. There were also pre- sent Rev. J. Ll. Richards, Messrs. D. G. Jones, LI. G. Jones, J. Richards, and W. Evans; to- gether with Mr. T. Hughes (Clerk), and Mr. H. P. Evans (Surveyor). WATERLOO BRIDGE. Communications were read from the County Councils of Carnarvonshire and Denbighshire intimating that the Joint Councils were prepared to strengthen the Waterloo Bridge at a cost of 112. ()o k. o provided the Bettwsycoed Urban Council and the Geirionydd Rural Council each paid th of the cost, the remaining to be defrayed by the two County Councils interested. The Chairman in reply to Mr M. Roberts said the Geirionydd Council's share would be about £35°' Rev. J. LI. Richards Can the County Coun- cils call upon us to contribute anything towards the repairing of this bridge? It is a part of the main road, and as the County Councils are re- sponsible for the main roads they are equally responsible for the repair of the bridges which are a part of the roads. It is in every sense of the word a county bridge. I understand that Bettwsycoed now are against strengthening the bridge, as the traction engines would use it and injure their roads. Mr. LI. G. Jones: 1 move that we reply to the letters "That we regret our inability to con- tribute anything towards the cost of repairing Waterloo Bridge. Rev. J. Ll. Richards It is time we should tell them to carry out their own work and not try and thrust it upon the shoulders of others. Under Section 11 of the Local Government Act, 1894, the County Councils are responsible for the maintenance of the bridges on the main roads. Mr. Mathew Roberts Is it of advantage to this Council to have the bridge repaired? If so, we had better do something other than neglect this opportunity, or probably it will be left as it is. Mr. J. Richards The County Councils admit that the bridge is not in condition to bear all kinds of traffic. Rev. J. LI. Richards Has not the subject been raised owing to the fact that trade from Pen- machno has gone from Bettwsycoed to Llanrwst owing to the condition of the bridge? Mr. J. Richards seconded the motion. Mr. Mathew Roberts moved as an amendment, "That the matter be adjourned to the next meet- ing." Mr. D. G. Jones seconded. On being put to the meeting the motion was carried. TREFRIW RECREATION GROUXD. A letter was read from the Local Government Board relative to the application for powers to borrow C500 for the purpose of purchasing the Trefriw Recreation Ground, intimating that one of the Board's Inspectors would shortly hold a public enquiry touching the application. It was decided to send the letter to the Trefriw Parish Council. I SO I .AT I OX HOSPITAL. The Local Government Hoard wrote suggesting that the Council should consider the advisability of procuring an Isolation Hospital, either for themselves or in conjunction with other local public bodies. The Clerk was instructed to reply that the letter would have the consideration of the Council. GOVERN7 ME XT AID. The Sunevor was instructed to draw out a list of roads under which the Council could claim grants under the Development and Road Improvements Act, 1909. DAMAGIXG THE ROADS. A letter was read from Messrs. Green, from whom the Council claimed £ 23 15s. 8d. for dam- age done by their traction engines to Ty'nyberth Road, stating that they considered the amount out of all proportion to the damage done, and that they were not called upon to keep the Council's roads in repair. On the motion of the Rev. J. LI. Richards, seconded by Mr. D. G. Jones, it was decided to accept £ 20 in settlement of the claim. ('HILDREX'S ACT. A letter was read from the Clerk of the Car- narvonshire County Council asking the Rural Authority to peruse the bye laws subjoined under the Employment of Children's Act, 1903, which he suggested should be adopted in the district. The letter was laid upon the table. THE MAEXAX DISPUTE. The Rev. J. LI. Richards reported that he, to- gether with Messrs. Mathew Roberts, \Y. Evans, Id. G. Jones, th eClerk and Surveyor, had in- spected the culvert in dispute at Maenan, and found that the natural course of the water was to the road. Mr. Edwin Jones informed them that the culvert was there before he ever cleared it. They considered that the best thing to do was to allow the water to run into the road, so the deputation suggested that the water should be cleared by the means of pipes through Rhiw- dafna land to Bont Isa, provided Mr. D. G. Jones agreed. The Surveyor intimated that his men ex- perienced more trouble with this culvert than any other in the parish. If Mr. D. G. Jones allowed them to run the pipes through his land the only cost would be the value of the pipes and their carriage, as he could do the work with the Council's men. Mr. D. G. Jones It is very evident that you do not want plain facts. The Chairman: The deputation suggest a good way out of the difficulty, and I hope h D. G. Jones will see his way clear to accept it. Mr. Mathew Roberts: We were all very anxious to settle the dispute amicably, and the suggestion offered to the Council is the best one we could arrive at. If the parties interested are not -repared to accept it we can drop the whole matter and let them take the initiative. Rev. J. 1.1. Richards Is Mr. D. G. Jones pre- pared to grant our request. Mr. D. G. Jones This is the first time I have heard of it. Mr. W. Evans moved that the matter be ad- journed for a month to enable Mr. D. G. Jones to have time to consider his position. The Chairman seconded the motion, which was carried. ROADS IN GOOD CONDITION. The Surveyor reported that the district roads generally were in excellent condition. TREFRIW MAIN ROAD. The Surveyor reported that he had received intimation from the county surveyor to the effect that provided the Rural Authority placed a man on the Trefriw road three days in the week the County Council would place their man for the remaining part of the week. It was decided to accept the offer. RECTOR OF TREFRIW AXD THE BYE LAWS. The Surveyor reported that the Rev. John Gower was converting a stable into a house without first having submitted a plan for the alteration. On the motion of Mr. J. Richards, seconded by Mr. D. G. Jones, it was decided to ask Mr. Gower to submit a plan of the proposed altera- tions.
