The Board of Agricultur.e. and Fisheries, I by virtue and in exercise of the powers vested in them under the Diseases of Ani- mals Acts, 1894 to 1909, and of every other power enabling them in this behalf, do order, and it is hereby ordered, as follows Wearing of Collars by Dogs. 1. Every dog while in a highway or in a r place of public resort in any of the Districts I of the Local Authorities mentioned in the Schedule to this Order, shall wear a collar with the name and address of the owner in- scribed on the collar or on a plate or badge attached thereto: Provided that this re- quirement shall not apply to any pack of hounds, or to any dog while being used for sporting purposes, or for the capture or destruction of vermin, or for the driving or tending of cattle or sheej. Seizure of Dogs where Order is Contravened. 2. Any dog in respect of which an offence is being committed against this Order may be seized and treated as a stray dog under the powers conferred by section three of the Dogs Act, 1906. Offences. 3. If any dog found in a highway or in a place of public resort is not wearing a ) collar as (pde^aribed by this Order, the owner of the dog, and the person for the time being in charge thereof, and the per- son allowing the same to be in the highway or in the place of public resort in contra- vention of this Order, shall, each according to and in respect of his own acts and de- faults. be deemed guilty of an offence against the Diseases of Animals Act, 1894. Extension of Definition in Diseases- of Animals Act, 1894. 4. Dogs shall be animals for the purposes of the following section* of the Diseases of Animals Act, 1894 (namely):- Section forty-three (powers of police) Section forty-four (powers of inspectors); and also for the purposes of all other sections of the said Act containing provisions relative to or consequent on the provisions of those sections and this Order, including such sec- tions as relate to offences and legal proceed- ings. Local Authority to enforce Order. 5. The provisions of this Order shall be executed and enforced by the Looal Autho- rity. Commencement. I 6. This Order shall oome into operation on the first day of April, nineteen hundred and ten. Short Title. 7. This Order may be cited as the Dogs I (Wearing of Collars) Order of 1910. THE VEN. ARCHDEACON EVANS The death of this venerable dignitary of the Church will cause widespread sorrow. He was more than the distinguished Churchman we all knew and esteemed; he was a most fervent nationalist. Sir T. Marchant Wil- liams told the Welshmen of Chester on St. David's Day that nationalism is wider than sect, and deeper than party. It, is true, and the Ven. Archdeacon proved it in a thou- sand different ways. He had made a pro- found study of the literature and the lan- guage of his country. He was a Celt of the Celts. He loved his Church-he devoted more than half a. century to the promotion of her highest interests—but the mundane side of the man was Nationalist to the core. It is on this side of his life that those who knew him best will most love to dwell. We havo had more eloquent preadbars, and many riper scholars, but no Welsh clergy- man of our day and generation has left a more enduring record of good work. In the sixties and seventies nepotism, plural- ism in high places, love of ease, indifference to the interests of the people, characterised the Welsh Church. When the Rev David Evans was moved by preferment, he at once tranformed the services of his Church. He opened it at all hours for quiet medita- tion he. held fvequent services in English and in Welsh he visited the sick without res- pect of creed and he made the personal ac- quaintance of every parishioner. His deep catholicity of feeling did much to endear him to the laity of all denominations. A corres- pondent points out that happy as he was in his life. he was thrice happy in his death, for full of years, tired with the weariness of long suffering, he passed peacefully away on St. David's Day-the day on which of all others he would most desire to be remem- bered.
NEW GUIDE TO CARNARVON.
NEW GUIDE TO CARNARVON. We have this week received a copy of the new guide to Carnarvon which has been issued under the auspices of the Ratepayers' Association. No town in North Wales hav- ing any pretensions to the distinction of being a fashionable visitors' resort was ever in such need of a guide of this class as Car- narvon, and now that the need has been sup- plied it is to he hoped that no effort will be spared to make the fact known among likely visitors. The guide is sold at the low price of twopence, and the Ratepayers' Associa- tion will foe able to supply copies free to intending visitors. The guide is one of the series of "Borough Pocket Guides" which are known the world over, and greatly sought for by tourists. Excellent illustrations, ooncise description, and convenient size are features which com- mend them to the public, and in the&e res- pects the Carnarvon guide is quite equal to any of its predecessors. It is most conven- iently arranged for reference according to the plan followed by each of the "Etorough Guides," and there is no need to wade through a mass of uninteresting matter be- fore finding the information which visitors desire. The illustrations, fourteen in num- ber, have been specially prepared from photograplis by Mr Debenham, and the views are fresh and unlike the stereotyped pictures one is accustomed to see on post- cards. There is also a map of the district and a plan of the Castle. We have no hesi- tation in saying that if this guide is put into circulation through the proper channels, it will be the means of attracting a great number of good clam visitors to the town. As a visitors' resort, Carnarvon has natural advantages which no other town in the king- dom can boast of, and once these attractions become known there will be no dearth of visitors.

THE COUNTY COUNCIL ELECTIONS. As a local governing body the County Council has attained to a very high sphere of usefulness, and it is destined to occupy a still more imrortant position in our local public life in the near future. New Acts of Parliament are being passed year by year, and their administration casts a continually increasing burden upon the county authority. It seems tolerably certain also that powers at present vested in other public bodies will before long be transferred to the County Council, all of which means that interest in their proceedings will continue to develop as time .goes on, and that the choice of councillors will likewise continue to become of greater importance as each election comes round. There are some who argue that the county authority has already greater respon- sibility cast uron. it than it can properly bear, and that it would be folly to give it additional duties with which it cannot cope, but be this as it may, the unmistakable ten- dency is to increase the powers and duties of the County Council. It. follows, therefore, that the privilege of voting at County Council elections is be- coming more and more valuable, and the day cannot be far distant when a County Council vote will be considered of almost equal value to a Parliamentary vote. Education and other important question.% having become pawns in the political game, the County Council election is essentially a party fight, and the debates in most County Council.- are conducted on political lines, if it be in any way possible to regard the matter nndar consideration from such a standpoint, in srite of this tendency, it is clear that the representation of a good many places does not faithfully reflect the views of the elec- torate, for which, of course., the electors themselves are to blame. Carnarvon town is a glaring instance of an electorate of cne political colour returning representatives of another. Carnarvon Nonconformist-s and Liberals have a great deal to win or lose in the administration of the Education Acts. They are in a majority of three or four to one on the voters' list, and yet in the last County Council they were represented by three Conservatives and only one Liberal. To-morrow night, we ought to be able to say, "We have changed all that." Only one of the Conservative candidates has been given a walk over, and. it is confidently ex- pected that two of the remaining Conserva- tive seats will be captured. The Liberals have been fortunate in securing men of sound business abilities to champion the cause. and it is generally admitted that they ill be an acquisition to the County Council.
