A little while ago we urged in t^e notes that more attention should be givc-n. to the opportunities, for young Welshmen and Welsh- women offered by the Civil Service. \\e are glad to and that the question is., now being taken up with a will, and we hear that an asso- ciation. is to be formed with this object in view. At present the educational' institutions of Wales are engaged in flooding the teaching and preaching professions, both of which are easy to enter. The Rector of Aberffraw be- lieves that Wales may follow the example ot Scotland, and send her welt-qualmed sons and' daughters out to all parts of the world. The alternative, of course, is thai we should sea- that ability is as well paid in Wales as else- where. Knowledge of the Welsh language should be a test for civil servants in Wales- By insisting upon that,, we might regain the. smart Welshmen who. get into the employ ot: the Government. 4

IS THE ORGAN A CURSE? Mr Lloyd-George's remarka in regard to the organ as an aid to congregational singing raise a question which is the subject of much diff- erence of opinion in Wales. Speaking in Lon- don on Monday, on: the occasion of the opening of a new organ, the Chancellor of the Ex- chequer said that the only valid objection to instrumental music in religious services -was that it might help to depreciate the congrega- tional singing. la that oase instrumental music might be a curse. Apart from that, anything, that helped to stir up the higher emotions in connection with religious services I helped the soul along the road to better things. The soul in the organ, the soul transferred to it by the hands of the player, was a valuable help to religious praise, but it must not be a substitute for the vocal praise of the human heart. Every- attendant at church or chapel should join in the singing. He would almost be inclined to make a willingness to sing a test of church membership. It might spoil the melody, but it would add to the inspiration. On the other hand, if it helped, sustained, and inspired, then he would say, "God bless the organ." It is an opportune moment to ask: Has the introduction of the organ into Welsh chapels benefited the singing? Organs have beeome general during the past twenty years or so,. and instrumental music is regarded in most places as desirable, if not essential. Its in- troduction has not been effected without a old-fashioned prejudices and new-fangled ideas. Indeed, a disagreement of this kind has occasionally developed into open strife, causing irreparable injury to hitherto flourishing causes. Organs have been de- scribed as "engines of the devil"—and not al- ways without reason. Chapel-goers of the old school resent the introduction of mechanical aids to worship. They resent any new de- parture whatsoever. We even know of in- atfances where the introduction of new hymn- :Oo.ks has been regarded as desecration. The average chapel-goer is a conservative of con- servatives. But the point is:: Has the intro duction of instrumental musio improved con- gregatonal singing in Wales? Comparatively few people will reply with an unqualified "yes." Is our congregational singing better now than it was twenty years ago? Many will say that it is-te.chnic.ally. But that is a matter which we will leave to the judgment I of cultured musicians; and should they wish, to air their views, well, our columns are at their serrice. Whether the organ is of advantage bo con- gregational singing is1 however, another mat- ter. It may ox may not have improved it artistically. It is possible that the organ amply drowns the voices of the congregation to such an extent as to make faults difficult of detection,. Dat the great- objection <Jj the organ is that it kills the soul in the singing. The volume of song may be increased by its. aid; may be more refined than unaccompanied I music; may jar less iu th9 trained ear, But r does the congregation, as a whole, put much feeling into the einring? Mr Lloyd- George's "plea that eh should join in the sing- ing would have been unnecessary years ago, and there does 8eem f-wme ground for objecting to the organ on the score of its tendency to make the singing mechanical. Ony congrega- tional singing is losing much of its old-time fascination. It is not so hearty, not so jovfulr not so soulful. Whether it has improved in a technical Sellt3e is beside the point. The best singing, judged from the critic's stand- point, is not necessarily the best praise.

Our attention has been drawn to an attempt. which is being made to prove tfeat coaching out of school hours is undertaken in Carnarvon and district, with the object of giving some- elementary school children special facilities for securing county scholarships, and a table is published giving what purports to be a sum- mary of results obtained at the last examina- tion. Now, it will be agreed that the num- ber of scholarships obtained' should be the real test of comparison-if a comparison is to be drawn at all and the table referred to makes no mention of the scholarships won. It even goes the length of including in the figure,, children not eligible for scholarships, in consequence of their age. The prophets declare that Llandudno is only in its inifancy—that with capable municipaB administratis and due attention to the needs of the visiting puiblic the town will, in the near future, achieve a reputation which will be the- envy of all lite rivals. Some neoeasary im- provements were enumerated at a meeting at Cbraigydon on Friday. The extension: of the promenade will no doulbt be takea in hand in. due course. Meantime, cannot the Council get the landowners to .give land to widen the main road from M-. Seiriol as far as Penrhyn Hill? Until the promenade is extended the unem- ployed might be engaged to level the rough ground Ibetween ISt. Seiriol and the end of Cmigside Hill. There are several paths and by-roads in the town which should be repaired forthwith. The Council might be persuaded to fix finger posts notifying, the situation of footpaths and other places of interest. Groundl landlords should be asked to open up new paths. There should be no deficiency in way- side seats. The proposaj to construct a "Vio- toria Pier" in the middle of the bay will not, we are afraid, become an accomplished fact until the next 'generation. Meantime, the local authority might overcome t/he difficulty of erecting a boat, jetty at Craigydoir. If Lord Mofityn were disposed to present, lease, or seIl the upper portions of the Happy Valley to th& town it might be converted' into. 4«a gardens, pavilions, and dancing rooms, etc. It would! not only be a great source of revenue, but, also, the greatest attraction in Llandudno. The ad- visability oft constructing a. system of tram- ways around the Great Ofme might be con- side red. That would be a gold mine. One of the needs of Llandudno is- a smaill park in the centre of the town, say. the Council Field. iPulblic baths would, probably, be an attrac- tion, but we do not think they would ever be a financial success, ^Something might be done to do away with the unsightly hoardings whicfl* disfigure the town. The local land question. still remains unsolved. Why should Llandudno go, cap in hand, to Lord Mostyn? Llandudno is, to-day, what the people have made it.

He has issued a. letter to the architects of Lancashire, Cheshire, and the West Riding, rmtii a view to counteracting the many attempts which are made by unscrupulous vendors of slates and slating contractors to induce architlects to accept other than the specified article. The practice, we are informed, is resorted 'to on the merest pretext, and, the spirit and the wording of specifications are, often perverted.
