PWLLHELI COUINTY SCHOOL. PRIZE DISTRIBUTION. There was a large attendance at the prize dis- tribution in connection with the Pwllheli County School on Friday. The Rev Canon Davies pre- sided, and in the course of his opening speech said that he had been asked to preside on that auspicious occasion, and he used the adjective auspicious advisedly, for it was surprising what rapid progress their County School was making under hitherto very disadvantageous circum- stances. As they knew, they were still in tem- porarv buildings where neither the pupils nor the teachers got fair play. as the rooms were much too small. They hoped, however, to be in full swing in their new buildings by Easter. Notwithstanding the disadvantages, they would find from the report that the number of pupils at present was the largest they ever had, and that the results of the examinations were most satis- factory. There were several things that. neces- sarily contributed to the success of a school of that'kind. First and foremost, they required a good staff of teachers. He thought they would agree with him, that they had an excellent staff at Pwllheli. They also wanted an active, energetic, governing body, as a great deal de- pended on that. He thought he might venture to say—although he was one of them—-that they haxi an intelligent, fully representative governing body—embodying the various classes of society and* the various religious opinions of the town and neighbourhood, and this body was honoured by the presence and refined by the influence of two ladies. Last, but not least, they wanted the whole community, the whole neighbourhood to appreciate and support the County School. If they could weld together these three elements they were bound to get a. most. flourishing and successful school. That day they had met to- gether for three purposes—to hear the head- master's report, to see the distribution of prizes, and to witness the performance by the pupils. HEADMASTER'S REPORT. The Headmaster then submitted his report as I follows:—"There were in the school during the past year -Chritmas terms, 59 boys; 68 girls; total, 9?. Spring term. 55 boys 36 girls total, 91. Summer term, 44 boys; 33 girls; total, 77; thus giving an average of 88 per term for the whole year as compared with an average of 75 for the previous year. This increase in our numbers, together with the demand for further laboratory accommodation, made it very diffi- cult satisfactorily to organise the work. and madie the strain upon the pupils and the staff all the more severe. This strain was most noticeable in Forms IlIa. and IV., that is to say. in the forms I in which the work begins to get harder and in which the need for good ventilation and plenty of open space is most felt. Nevertheless, the health of the school as a whole was wonderfully good, and the work and tone perhaps better than that of any previous year. The results, too, I judging from the various published lists of Central Welsh Board Certificates, show that we maintain a satisfactory position among the schools of the county. We obtained 2 honour, 7 senior and 8 junior leaving certificates with 30 distinctions and 1 junior Oxford local certificate I taken instead of the law preliminary. One pupil, W. C. Evans. gained an exhibition of £10 at the University College, Bangor, but elected t.o return to school for another year. Of the old pupils. Hugh John Owen has passed his final examination in law, and John Richard Owen has obtained a place in the second division clerkship in the Civil Service. We have now been re- cognised by the Board of Education as a Second- ary Day School for Science. Our time table has been modified to meet their requirements, and the inspectors who were sent down by the Board to inspect the provision we had made for a four year's science course, and the work done during the year reported that "the instruction is on good lines, the course has been carefully worked out and the students' record of work shows thorough and systematic progress." The ex- aminers also report on the science work as follows "In practical physics, the work of this school under the circumstances was ex- cellent." "The practical chemistry, considering the difficulties under which it was carried on was excellent." "In Botany, the pupils work was fairly good throughout the school, and the pupils possessed a sound elementary knowledge of the subject." I would point out that we are now subject to inspection or examination by the Central Welsh Board in return for the treasury grant, by the Board of Education for the science grant and by the County Council for the technical grant. For each of these bodies separate voluminous returns have to be prepared and the clerical work of the headmaster is being so increased that there is a serious danger that the tune which. Lie would otherwise be giving to teaching or school organisation will be taken up in seeking to meet the requirements of these various bodies. I can only ,express the hope that when the new Education Bill becomes law, a strenuous effort will be made by the County Council to ensure that all returns shall be made direct to it, so that the unnecessary multiplica- tion of clerical work which now exists may cease. Temporary help was secured during the year in the teaching of drawing and woodwork. The woodwork was inspected by the Central Welsh Board examiner who reported as follows :—"The instruction is given in temporary premises, but the equipment is thoroughly good. Great care has been bestowed1 upon the teaching and the practical work has been accurately and in- telligently performed." I regret to say that we have now lost the services of the manual in- structor, and owing to our increased numbers we I have been obliged to seek accommodation outside of the school premises. The Town Council has kindly come to our assistance and placed the old I Town Hall at our disposal until the end of the year. We were very much disappointed that we were unable to begin work in the new building in September last., and still more so to find that we shall be unable to enter in January. I sincerely hope that the contractors will do all they can to hope that the contractors will do all they can to allow us to enter at the beginning of the summer ) term. Our present premises are badly adapted for a long and exhausting examination in the heat of July. The following alterations took place in the permanent staff. The place of Miss Young was taken by Miss Amy Fox, and Mr G. Pryse Williams again joined our staff, after having spent three years in reading for an honours degree at Aberystwyth. Miss Nodes, who had been sent out to Germany with a Gilchrist Travelling Scholarship, resumed her work in January. The endeavour to develop the social side of the school life, though carried on under difficulties, has proved a great success, and I is largely responsible for the increase in our numbers. Finally, it gives me great pleasure again to ackaowledge the uniformly encouraging support I have received both from the staff and from the members of the Local Governing Body. Davies, .who dwelt upon the great need that existed in Wales for greater sociability. He feltha,t this element in our life was being lost in our narrow sectarianism, and he rejoiced that this school was trying to do its share towards uniting young people of different shadtes of opinion and making itself a centre of influence and interest in the district. The vote of thanks was seconded by Mr Jones, the postmaster (two of whose sons had gained; certificates and prizes), and was unanimously carried'. In proposing a vote of thanks to the chairman, Mr O. Robyns Owen (two of whose children also came in for prizes and certificates) expressed his pleasure as chairman of the School Board, that the headmaster in his report stated1 that the pupils who entered last year were the K --t. pre- pared of all those who had1 as yet ente- ed the Intermediate School. It showed that progress was being made both in Elementary in the County Schools. The vote of thanks was seconded by the Rev David Roberts, and carried unanimously. THE ENTERTAINMENT. A short Welsh play, illustrating Welsh faam- life, from the pen of Mr D. H. Davies, was then performed by the following pupils: —Enid Robyns Owen, Gladys Williams, Sidney Evans, Myfanwy Evans, William Robyns Owen, Richard J. Williams, Gwilym Evans, and W. C. Evans. The piece was well done, and greatly appreciated by the audience. NEW PIER AT MENAI BRIDGE THE MARQUIS OF ANGLESEY LAYS THE FOUNDATION STONE. AN INTERESTING CEREMONY. On Saturday, the foundation stone of the new Menai Bridge Promenade was laid amidst scenes of great rejoicing, by the Marquis of Anglesey, who also drove the first pile of the new pier proposed to be erected without delay. The work is being carried out by Mr Alfred Thorne, of Westminster, from designs specially prepared by Mr J. J. Webster, M.I.C.E., the engineer. The history of the undertaking, and the progress of the bill through Parliament have already been fully recorded in our columns. The cost of the pier and promenade is estimated at something like £7000. The new landing stage and pier are situated on the spot once occupied by the old St. George's Pier, and some distance nearer Bangor than the existing Prince's Pier. It will be about 100 yards long, and erected in a position to enable the longest steamers to land passengers at every state of tide. The whole town was gaily decorated with bunting on Saturday, and prior to the ceremony the members of the District Council formed into a procession to meet Lord Anglesey, near Britannia, and to offer him a formal we'come. Punctual to the minute the Marquis and his house party arrived upon the scene They were Madame Coquelin, with the Marquis in the first carriage; Miss Sarah Coquelin, the Hon. Mrs Pegys, M. Coquelin, and Mr Frank Hilton occu- pying the second carriage. Mr Cadwaladr Davies, the chairman of the District Council, was introduced to the Marquis by Dr R. M. Williams, and then the procession re-formed, and marched to the town in the following order: —The Menai Bridge Prize Band, the members of the Urban District Council, Lord Anglesey's carriage, the Anglesey Castle house party, the Boy's Brigade, the Fire Brigade, the member of the Menai Bridge Lodge of Oddfellows, and the school children (carrying flags). In Uxbridge square there was a short stoppage, when Miss J. Davies, B.A., the daugh- ter of the chairman, was presented to Madame Colquelin by Mr J. Davies Jones, the ex-chairman of the Council, and she handed her a beautiful wreath. Miss Katie Jones, Graig, also presented another to the Hon. Mrs Pepys. Thousands of people had congregated near the site of the new pier to witness the interesting ceremony, and after the arrival of the party the chapman read the address of the Council to the Marquis, which was as follows:— This a red-letter day in the history of Menai Bridge. After lagging in the background for a quarter of a century, while other towns on ( the North Wales coast have been forging ahead, the Urban District Council decided, some twelve months ago, to take a bold step forward. Being firmly convinced that the future prosperity of the district depended entirely upon the erection of a new pier, at which the largest coasting steamers might land their passengers with safety and comfort at all states of the cide, and withal I at a reasonable charge, they applied to Parlia- ment for powers to enable them to proceed with the work. In the face of almost insurmountable difficulties, and in spite of adverse influences well-nigh inconceivable, they at last attained their object. The construction of the pier, with I the necessary promenade has now been com- menced, and the Council desire that the inaugu- ration of the work shall be marked by such a ceremonial as will impress the minds of the inhabitants generally, and especially the rising generation, with the importance of an under- taking which is fraught with such possibilities for the future. In this ceremonial, it is thought fitting that your lordship, as the largest land- owner in the district and virtually the lord of the manor, and as a nobleman occupying such an exalted social position, should be asked to take the chief part. We therefore beg your lord. ship's acceptance of the accompanying trowel, with whioh to lay in its place in the promenade, a stone which shall remain as a memorial of the greatest work yet undertaken by the Council, and also to drive into position a pile of the pier, t which is, as we believe, to commence a new era ) in the history of Menai Bridge. It is a matter of sincere congratulation to us that the cordial relationships which have always existed between the noble house of Anglesey, and especially your late father, and the people of Menai Bridge, are being maintaired, and more than maintained, at the present time. We trust ttoat your lordship may be spared for many happy years and that you will evince in the future, as in the past, a lively interest in the welfare and prosperity of our little town." The address, which was dated December 20th, 1902, was signed on behalf of the Council by the choivman (Mr OadwntiiAr Daviosj) and the clerk (Mr Thomas Hughes). The Marquis having accepted the address, handed to the chaiaman a written reply, whioh was read midst loud cheering by Mons. N. de Tchitcbagoff as follows: It is scarcely necessary for me to say I cor- dially hope that the aspirations of the Council and inhabitants may be realised, and that their enterprise may be rewarded with a full measure of success. I appreciate your kindly reference to my dear father, the late marquis, who was greatly attached to this county and its inha- bitants. In this attachments I follow him. I love Anglesey and its people, and I look upon Anglesey Castle as my home. It shall always be my endeavour to benefit the county to the best I. of my power and ability. It was not far from this spot that my gallant ancestor, the first marquis, landed, and was welcomed home on his return from Waterloo, as my informant had it from an eye witness only lately deceased, so that, without presumption, I venture to think that such a long connection may perhaps justify my presence" (applause). His Lordship was then presented with a silver trowel by Mr J. J. Webster, the engineer, on be- half of the District Council, with which he laid the stone, and declared it to be well and duly laid." The next part of the programme was the driving of the pile, which his lordship did by the manipulating of a rope from the Bhore which moved a lever with the result that a heavy weight fell each time upon the pile, and drove it into the bed of the Straits. The procession then re-formed and escorted the Marquis and the party back to Britannia, whence they drove home midst the hearty cheers of the crowd. THE BANQUET. In the evening, the Chairman of the Urban Council (Mr Cadwaladr Davies) gave a banquet at the Anglesey Arms Hotel, to celebrate the laying of the memorial stone of the new pier and promenade. A large company assembled, the attendance including the Marquis of Angle- sey, Mons, Coquelin, Madame Coquelin. the Hon Mrs Peppys, MonsN. de Tchitagoff, MrW. E. Jones, Graig, the Anglesey Castle estate agent; Mr Roland Williams, barrister; Mr J. J. Webster, engineer ot the new work; Mr Alfred Thorne, the contractor of the pier, and the members of the Urban District Council. An excellent menu was provided by Mr Knight. The toast of The King was proposed by Mr Cadwaladr Davies, and Dr R. M. Williams five "The Queen and the rest of the Royal amily Mr Walter R. Jones, solicitor, was entrusted I with the toast of The Marquis of Anglesey," and in the course of a highly interesting and well-delivered speech, said that the people of Anglesey were greatly privileged in having a peer of the realm living among them and taking an interest in them and in their affairs (hear, hear). He was not sure, knowing that they were so accustomed to see Lord Anglesey driv- ing past, whether they really appreciated his exalted rank. If they could oonoeive of a pro- cession being formed in which people took their proper places in the order of precedence, in such a procession, out of the fourty-one millions of people inhabiting the United Kingdom, the Marquis of Anglesey would take about the 34th or 35th place (hear, hear). He remarked that marquises were not very plentiful (laughter). There were only twenty-two of them all told, and if they were divided equally among the 117 counties of Great Britain and Ireland there would be only one for each five oounties, whilst in Anglesey they had one all to themselves, and that not in name only, like the Earl of Carnar- von, who, he belived, lived in Hampshire, and whom the people of Carnarvon had never seen (laughter). He was not going to talk politics, but the question of the nobility and the House of Lords was one upon which there were extreme and very divergent views. The Duke of Rat- land, when Lord John Manners, had expressed himself thus, Let laws and learning, wealth and commerce, die, but leave us still our nobility." That was one extreme view. VALE OF ULWYD AGRICUL- TURAL SOCIETY. The annual meeting of the Society was held alL Denbigh, on. Saturday evening, Mr Griffith Jones, one of the retiring vice-presidents, in the chiar. The secretary (Mr J. Ll. Williams) submitt-edf the balance-sheet, which showed total receipts of L421 from the last show, leaving a balance of P,21 after paying all expenses. The accounts- were confirmed and adopted). It was unanimously resolved to hold the show- again next year either in the last week in July- or the first week in August. I Messrs Edward Rowlands (GalchMllf and T A. Wynne Edwards were elected vice-presidents, the selection of a president being left to a sub- committee. Messrs F. Clough and J. LI. Williams were- appointed secretaries, and' Mr W. James (North and South Wales Brunk) treasurer. Mr W. Parry (Denbigh) was, elected chairman of too Executive Committee. After some discussion, it was resolved by 81 large majority to establish a. horticultural section in connection with next year's show.

LETTER TO THE EDITOR. Sir,—The -present position of affaiirs at the Rethesda quarries was quite recenltly brought to the notice of some members of Parliament. But between these two extravagant views of the question, he believed that the great bulk of the commonsense people of England were able to strike a happy medium (hear, hear). They estimated the House of Lords, like every- thing else, at its true worth They considered that every institution that was allowed by Pro- vidence to continue for a long period was not al- together bad, and seeing that the House of Lords had weathered the storms of nearly a thousand years, it must undoubtedly have a great deal of good in its constitution. The House of Lords, like every other body, had its defects, but whatever its faults were, the people of Menai Bridge had no cause to complain. He appealed to the chairman of the Council and to Mr Webster to support him in saying thr. during the progress of their bill in the lata session of Parliament, the Council had received better and fairer treatment at the hands of the Lords than at the hands of the Commons (hear, hear). He felt certain that had they been left to the tender mercies of the House of Commons they would not have been assembled there that night on the joyful occasion. Apart from his rank in the nobility, Mr Jones asserted that Loid Anglesey was entitled to the gratitude of not only the district, but the county at large, on account of the great services rendered by his greatgrandfather, when the country was threatened with a foreign invasion. The first Marquis of Anglesey then played part second only to the Iron Duke himself, and by assisting in frustrating the machinations of Napoleon Bonaparte, he showed himself a true patriot (cheers). But what appealed to him personally in the character of Lord Anglesey more than his rank or the traditions of his family was his kindness of heart. It was said that "kind hearts are more than coronets, and simple faith than Normaa blood." Lord Anglesey had both (load applause). The English nobility not having to work for their daily bread (loud laughter) had a good deal of time on their hands, which they naturally spent in recreation and pleasure. Some of them went to the gaming tables of the Continent, and others on to theturf others were devoted to hunting, and some to yachting. Some of these pursuits were utterly bad, and others without being actually wrong, were at any rate selfish, they pundered to all pleasure without regard to others, But Lord Anglesey's tastes lay in the direction of histrionic art, in which, while pleasing himself, he gave pleasure to those around him. It was impossible to estimate the amount of innocent pleasure he had afford to the people of the district during the last two winters, and the brightness which hiii lordship's entertainments had bronchi into the lives of tnose wEo otherwise would have but a dull, weary, and monotonous existence (hear, hear). For his high rank, tor his noble ances- try, and for his manifold benefactions, both secret and public, he gave them with aU cordiality, and asked them to drink with enthusiasm the health of the Marquis of Angle- sey, which the company accordingly did with musical honours. on behalf of the Marquis of Anglesey, Mr W. E. Jones, Graig, returned sincere thanks for the magnificent reception. His lordship would only be too glad to do all he could for Menai Bridge and the county generally. Dr R. M. I ."The MenailBridge Urban Council, coupled with the name of Mr J. Davies Jones," was en- trusted to Dr Roland Williams, who dwelt upon the importance of the scheme undertaken by the Council, by which it ,was hoped a larger number of visitors would spend their holidays at Menai Bridge. Mr Webster had designed a beautiful pier, and Mr Thorne was building the same, Mr Isaac Evans being engaged on the promenade. There was one thing lacking in Menai Bridge, there was an insufficient number of lodging- houses to receive the visitors when they did come. There was no manufactories at Menai Bridge, so that every effort should be made to attract visitors to the place (hear, hear). Responding, Mr J. Davies Jones said that the members of the Council had done their duty in connection with the promotion of the bill. For a good many years it had been felt that Menai Bridge was seiriously behind, whilst places like Llandudno and Colwyn Bay, which came into existence many years after Menai Bridge, had forged ahead, but now they were getting ahead. He stated that the town of Beaumaris and Car. narvon-ancient though they were-had not got Parliamentary powers or harbour powers. Mr R. G. Thomas tendered success to the new pier, coupled with the name ofIMr Griffith Williams." Mr Thomas stated tbat the Council was not able to lay hands on a stone of the old St. George's Pier without spending something like 25680. The sum of 23180 was expended before the Council was able to lay hands on a U brass farthing." The cost of running the bill through Parliament was E2500 (shame). It was a disgrace. He thought it a disgrace to any Parliament that a small place like Menai Bridge should be so heavily burdened with practically half the ratable value, and that money must be paid in five years. The contract for the new pier was 27600 and the whole scheme would involve an outlay of about £ 13,000. That meant that a good deal of money must be made to make the pier pay, and he had not the slightest doubt that providing everybody put their shoulders to the wheel the substantial revenue would be secured. Fourty years ago steamers called at Menai Bridge three times a day, landing hundreds of passengers, who, of course, spent a good deal of money in the place. Then the St. George's Pier fell into a state of delapidation, with the result that steamers refused to come alongside. Now they had got over that difficulty (cheers). About 30 "So they did not have Llandudno, Colwyn Bay, or Penmaenmawr as competitors, and now they must offer such inducements as would serve to attract visitors from those places. During the last thirty years substantial improve- ments had been carried out at Menai Bridge, but other things were needed as well. He was a strong supporter of the pier movement, and firmly believed that it would be a source sf revenue (hear, hear). In replying Mr Webster remarked that a big fight took place over the Council's bill, and he thought that it should be commemorated in some way. First of all they had a struggle with the Local Government Board, then the Board of Trade, the Houses of Lords and Commons, after- wards having a dose of it in committee. He had been to a great many committee-rooms, but never to such a one as where the Council's bill was discussed. He quite agreed with Mi* •Thomas that it was not fair that such a small place as Menai Bridge should be oalled upon to pay so large an amount for promoting the bill, but he could not suggest any remedy, because they had the lawyers in London to contend- with. It should be altered however. Mr Thorne also responded. The President was given by Dr R. M. Wil- liams, who stated that Mr Cadwaladr Daviea combined several virtues—the fiery elements and enthusiasm of the Celtic, and in some degree the bulldog tenacity of the Saxon. Mr Davies was to be complimented for introducing, the social element into the Council, for it would-, ertainly conduce to much good. The President briefly responded. Mr D. Sir,—In reply to your letter of the 26t& ulto., I am directed by Mr Stafford Howard, to state that the words to which you refer, provide that the Act shall not by itself authorize the Council to exercise any powers with respeot to Prince's Pier, they were inserted in the Menai Bridge Urban District Council Act, 1902, in order to protect the interests of the (Jrown after the expiration or sooner determination of the current lease of the pier, so as to make it quite clear that when that event arises the Crown may be in a position to use the pier without inter-- ference by the Council.—I am, sir, your obedient, servant, "(Signed) CHAS.
