There shall not be conveyed m the same; carriage with any Explosive, anything of the nature of Lucifer or other Matches, Acidls or other Chemicals, Petroleum or other inflammable liquid. Calcium Carbide, Oily Goods, Charcoal, Lamp Black, or any other article or substance of an infbmmablenature or liable to spontaneous ignition or to cause or communicate fire or ex- plOsion. 9. On each sidle1 of every carriage containing, any Explosive there shall be affixed in con- spicuous characters, by means of a. securely at- tached label or otherwise, the word "Explosive, or the name of the Explosive with the word ''Explosive," except when containing Explosive packed in metallic cases or cylinders as. provided: for in the 6th of these Bye-Laws; and every carriage containing Explosive shalll be placed as far as practicable from the engine attached to the train. 12. Explosive, .unless contained in metallic cases or cylinders, shall be conveyed only in a Gkinpowdter Van. 14. In loading or unloading alny Explosive, the packages containing the same shall, as far a« practicable, fee passed! from Wand to hand and not to be rolled upon the ground, and in no case shall any such packages be rolled1 unless clean bides, cloths, or sheets have been previously laid' diown on the platform or ground over which the same are to be rolled. Packages containing Explosive shall not be thrown or dropped down. but shall be carefuUy deposited and stowed in such manner as to prevent any displacement of the packages during transit. 15. No person while employed 'in loading, Btowinc in any earria'ge, or unloading any Ex- plosive0 sih all wear boots or shoes with steel or iron nails, steel or iron heels, or metal tips of anv kind, or have about his person any lucifer màtcb., explosive, or means of striking a. light.; (und all persons employed in the loading, stow- ing, or unloading of any Explosive shall, while such loading, stowing, or unloading are going on abstain from smoking. 19 The Company miy refuse to receive, ior- •ward carrv, or allow to be brought, or carried jCpon their Railway, any carriage or package (which they suspect to be paciked or sent, or to contain 'any article or thing patckedl or sent in cont raventiion of the ISaIÍd Act or of any of tihese Bye-Laws, or not in accordance therewith, andi 5ncase any carriage or package which the Com- pany suspect to be so packed or sent. Sweat THE THOMAS E. ELLIS MEMORIAL, AT the funeral of Thomas E. Ellis it was re- solved to form some Is iod of National Mem- orial, worthy of Wales. A General Committee was appointed, and 91960 were colleoted. Of this some 21200 were given to something con- nected with the University that would help to perpetuate Mr Ellis's memory. The rest was transferred, with the unfulfilled promises, to a Local Committee for the purpose of Erecting a Statue at Bala. The Soulptor, W. Gosoombe John, is now busily engaged with the statue. It will be placed in an open space in the Stryd Fawr at Bala. Its material ia bronze. The figure, of heroio size, is admitted tc be a faithful and strik* ing likeness. Around the base of the momu- ment there are scenes in Mr Ellis's life,—at School, in College, in Parliament. It has been taken for granted that at least a thousand pounds will be contributed. We beg those who have not yet paid the sums promised, and those who have not yet had an opportunity to give, and those who wish to add to what they have already given, to eend their contributions to any of us as soon as possible.
