CIAMORGAN COUNTY COUNCIL ELECTION Monday, Mar. 7, 1904. TO THE ELECTORS OF BLAEN- GWAWR WARD, ABERAMAN. LADIES AND GENTLEMEN,— On the 7th March each elector will be called upon to vote for the election of a member to represent the Blaengwawr Ward on the County Council. I am a candidate for the seat, and respectfully ask for your support. The duties of the Council are important, and during the last six months have been considerably increased by the education work being taken over by that body. As an educationist, I am in favour of (1) an effec- tive public control of all schools receiving rate aid (2) All new elementary schools to be provided by local authority (3) Non. sectarian majority on the Education Com- mittee (4) The abolition of sectarian tests for teachers; (5) The safeguarding of secon- dary schools under the management of local authority from the intrusion of sectarian claims; (6) The national system of unsec- tarian education under complete public con- trol. Also that our local technical classes should have the attention of all teachers provided for the work by the County Council, viz.: Mining, Drawing, Music, Cookery, Physical Instruction, &c. Also that diplomas should be granted at our Universities to students not having the necessary financial means to qualify them for degrees. As an engineer and architect, I venture to think that my experience would be of value in guiding me when engineering matters (which I may say are important and costly in County work) would be brought before the Council. The road, side paths and pave- ments between Aberaman and Aberdare (which I think is as important a road as there is in the County) should have imme- diate attention and not be any longer ignored, and any differences there may be between the County and District Councils should be at once cleared up for the benefit of the public. ] The numerous committees and sub-corn- j mittees which transact the County business, viz.: Education, Technical, Local Govern- < ment, Finance, Roads and Bridges, Sanitation j Standing Joint, Asylum, &c., require to-day, each member's regular and careful atten- dance for the necessary progress consistent with economy of rates. SATURDAY, MARCH 5, 1904. The industrial prophets in South Wales who prophesy evil, are no means few in number, and their predictions is by no means cheerful reading. From a reprint of an article which appeared in the Iron and Coal Trades Review sent to us, we cull the following:— There is no doubt that the quality of the coal raised in other countries is improving, and if the South Wales colliers continue to send up dirty coal as they do now, without a word of remonstrance from their leaders, although the complaints from the owners- are numerous, the quantities of the foreign and South Wales coal will soon approximate closely. The cost of production will then become more and more a question of impor- tance, and a revision of colliers' earnings will be imperative. Reducing to an English equivalent the money of other European countries, it will be found that in Germany overmen and officials at collieries receive but little more than 20s. per week for a longer number of hours than are worked in this country. The writer maintains that foreign coal becomes every year a stronger competitor to South Wales coal, and that something must be done to meet the situation. It is evident that the" something" the writer suggests is the levelling down of the wages- here to the Continental rate. Whether the situation is as gloomy as he wishes us to believe, or whether his policy is a diplo- matic ruse exercised with the view of pre- paring the Welsh colliers for a claim for re- duction on the ground of trade depression, we do not pretend to know. But is it a fact that the Welsh colliers fill dirtier coal than they used to fill ? This is a question that the miners' leaders should pay serious attention to.

Election Intelligence. .Our Mountain Ash correspondent writes: In an interview I had with Mr Tidman I learnt that both he and his committee were surprised that there should be any need cf a contest in the Darran Las Ward, the. interests of the Nonconformist Education Committee, whose nominee is Mr Tidman, and the workmen being identical. Mr Tidman stated that being a minister in the town and coming in contact daily with the workmgmen, his vote and sympathy would certainly be to the advantage of the working classess. Why," he said, "I am a working man myself. Furthermore, at a united con- ference of the Workmen's Electoral Coun- cil and the Nonconformist Education Com- mittee held last year, the Council repeatedly assured us that their aim was to get one man in in each ward. On that under- standing the Nonconformist Education Committee felt that in choosing a candidate for this ward, there would be no possibility of clashing, because of the successful return of their candidate last year, and their desired representation being effected." In con- clusion, Mr Tidman said, "I hope that some understanding will be arrived at, else this suicidal policy may mean the loss of the seat." 000 In two Wards only out of the seven in the Aberdare Valley, will there be contests. in the County Council Election In the Gadlys Ward Mr Parker and Mr Griffith George are making a very determined fight. Meetings will be held in support of both this week. 000 In the Blaengwawr Ward, Mr Treharne has already held two meetings and to-night, (Thursday) another will be held at Bryn Sion Vestry, Cwmbach. Mr John Howell commences his campaign this evening at Saron Hall, Aberaman. To-morrow (Friday) evening, a meeting in support of Mr Howell will be held at Bryn Sion, Cwmbach, and. on Saturday evening at 5 o'clock, at Ynys" lwyd Vestry. 000 With reference to the District Council Election, it is uncertaiu how many Wards will be contested. In No. 4 Ward the Trades Council have nominated two can- didates, which of course make a contest, inevitable. In No. 3 Ward, Mr R. H. Miles has consented to stand in response to the request of some progressive young men in the town. Other candidates for the Ward are Mr Stephen Lloyd, Mr F. E. Stansfield,, and the retiring member, Mr Edward Morgan. 000 Mr E. M. Hann will not seek re-election for the Guardians, but is going to make a- strenuous fight for the District, should he be opposed. 000 The following resolution was passed by the Aberdare Branch of the Railwaymen's- Amalgamated Association, at their last meeting That we heartily support the candidature of Mr Evan Parker, and pledge ourselves to do all in our power to secure his election on the County Council." 000 A meeting to support the candidature of Mr F. E. Stansfield was held at the Black. Diamond Coffee Tavern on Wednesday evening. There was a good attendance.. Mr Stansfield spoke at some length. He offered to withdraw if the Trades Council substituted Mr John Davies, Aberamar, or- Mr J. Bruton, for Mr Stephen Lloyd. Mr Bruton and others spoke.
