DOCK DEVELOPMENT IN SOUTH WALES. THE imposing ceremony in which the whole population of Cardiff is invited by the CHIEF MAGISTRATE of the borough to take part to- day will, no doubt, give a fresh si-uit to the increasing prosperity of the district. The unflagging enterprise of capitalists who have tapped the practically inexhaustible mineral basin of South Wales throughout its whole extent has put too severe a stram upon the existing docks, and Caruiff has for years been in want of a larger channel through which to send out into the open seas the coal and iron brought down to it by rail, to be for- warded to various parts of the world. The I proceedings of to-day wul be nothing but ceremony, though by no means useless ceremony. The real work will begin when the spectators have returned from the inau- gural display, and slowly but surely that which to-day may seem to the untutored eye to be impracticable, will bo developed into a new dock. The growing prosperity of South Wales needs no further proof than is demand every where for more dock accom- modation. Swansea has already added to its importance in tin's direction, and Newport had its turn yesterday, not in opening a dock well finished and ready for service, but in taking that initiatory step which has fallen to the lot of Cardiff to-day. The three ports will, of course, be rivals, and yet it is not necessary to suppose that the growth of the one will diminish or C, paralyse the other. IVe are rather inclined to the opinion that they will all find enough to do. It would be matter tor very bitter L regret if one of them sbould, like PHAROAH'S lean kine, swallow up all the othei'3 in the vain attempt to become the Liverpool, Lon- don, Hull, and Newcastle of South Wales and Monmouthshire rolled into one. A plurality uf interests is essential to the well-being of the whole. What would have become of Eng- land if Liverpool had been its only port ? Even Liverpool itself would have perished from a surfeit of work. Great national en- :1. 1 terprises must be unrestricted in their out- puts. England has become great, not bo- cause it ha3 granted letters-patent, so to ¡ speak, to this town or the other, giving it the complete monopoly of a particular I' trade. There was, wo believe, a period when Newcastle-on-Tyne enjoyed exceptional pri- II vileges in the exporting of coal to London and other place?, but we do not know that even Newcastle flourished much then. Certainly it knew little or nothing of its present pros- perity. There is a deepening conviction throughout South Wales that the superior quality of its coal is only beginning to be duly recognised. For a considerable period the coals, like the people, had uphill work. My Lords of the Admiralty could not be persuaded that the great sheep walk and rabbit warren, foolish enough to. call itself a I country and to speak a language of its own, could produce anything worth their notice. It was also the misfortune of South Wales during a portion of that period not to have the means of export which it required in order to put down such a foolish notion. Even after that, a time of compromise sprang up. Dr. LyoN PUATAAR, as aa honeat chemical | analyst, had to speak in most favourable term of the Weldi Coal, and the Admiralty were bound to listen to him. But even then, the battle did not come to a termination. Some genius—we do not recollect whether his name was ever divulged —discovered that the best thing in the world for the navy was a mixture of Welsh and North of England coal, and accordingly this was next attempted, though without success. mixture'' may not be so popular a3 "GREGORY'S, but it ;3 fairly entitled to be classed among the black draughts which may serve in small doses for medi- cinal purpose?, but which are of no use whatever where smokeless coal is needed. But more recent enterprise has driven the Welsh coal up in public estimation. It is, to be sure, not all of one hind, but it is generally good throughout. It is now able to command the sea. The open, unbounded sea is its highway. It only needs outlets, and Newport, Curdi.T, and Swansea are the did ports to which it look.?. Wo hope these three ports will enter into a healthy, fricnliy emulation. We are not quite pre- pared to say that there is no bitterness whatever in one or another of them, but we are satlsSled that, so far as any such feeling exists, it is detrimental to the general interest. Wales La^, in ail probability, a glorious future before it. It is rising rapidly from comparative obscurity. It is being admitted to its right place among the integral parts of the Lingdoni. It is spoken of and written about more frequently now than ever. Even the London Press can take some notice of its affairs and transactions. But in all this, we see the greater occasion for opening it up freely round ail its available coast-lino to every legitimate enterprise. WTe will not quarrel with Sir GEORGE ELLIOT with regard to the claim put in by him yes- terday on behalf of Newport to be considered the best situated port in the kingdom for the manufacture and export of steel and iron, or the import of timber and iron ore, any more than Swansea is likely to quarrel with him for putting Cardiff second. It is natural for men to think must of, and to praise whatever they are personally interested in. There is no to wn or village which lias not its champion. Dr. bAMUEL JOHNSON would not have sold Fleet-street for all the cities of the world. WHiT'fiNGXOX could not be tempted to sell his cat. These little weaknesses, common to all men alike, are readily allowed for and overlooked by the generous InnJ. But even Sir CEOIGI ELLIOT, we will be bound to say, wculd not like to see Cardiff lapsing into decay or Swansea becoming bankrupt. He is too shrewd a man not to know that when traces of decay are observable in any one of them, such is their relationship to one another that the worst fears may be entertained respecting them all. When one community attracts wealth or trade to it. it docs not become necessary that it should do so at the expense of others. There is plenly of scope for the hCilitLy de- velopment of eveiy interest. For this reason, both Swansea and Newport may very well afibrd to congratulate Cardiff to- day on the initiation of the new enterprise at which the Marquis of BOTH is to officiate. The Marquis is about to bury a further and considerable portion of his capital in the mud but it will not rot there. He has before him the prospect of a rich return, and it must be the hope of everyone that he will reap not only what he sows, but much more. The enterprise which he is to put in motion to- day is one which lias, unfortunately, not reached this stage without interruption. Such fortune seldom attends upon any great undertaking. But while this is quite truo, it would serve no purpose to conceal the fact that there arc numbers of freighters and shipowners who, though not at all opposed to the work which is to be commenced to-day, will not look on so heartily, if at all, as they would have done if their interests and claims had been treated with due respect. Unfortunately some of those gentlemen who have taken an active part in promoting the scheme which has already become, and necessarily become, popular in Cardiff, seem to have come into life with one idea in their heads which has proved itself the bane of their existence. But for their most unaccountable and, happily, rare con- duct, there would have been nothing unpleasant for any one actively engaged in seeking dock extension to regret. We still hope, however, that the course which we have all along strenuously advocated will yet be adopted, and that sores, unneces- sarily made, will yet be healed by all parties making common cause.

DEATH OF OWAIN ALAW, THE WELSH BARD. On Tuesday, Mr John Owain Alaw, musi- cal composer, who was well knov'n through- out both North and South Wales, died at hi3 residence, Lonic-stre-st, Chester, in his 63rd year. For many years he had taken an active part in the furtherance of Welsh musical educa- tion, and has been chosen an adjudicator at nearly al] the eisteddfodau held in the Princi- pality. lie was also a favourite conductor at other choral gatherings, and his musical compositions wsre received with great favour in Wales. An oratorio, entitled Jereruiah," of which ho was the author, elicited very favourable comments in Wel-h musical circles, and a second edition of the work has been published. The deceased had latterly conducted the musical services at the Welsh Church at Chester. As a musical instruc- tor he was very successful, some of his pupils having attained prominent positions as singers or instrumental musicians. Madame Edith Wynne was one of his pupils. The title of Owain Alaw" was conferred on the deccassd some 21 year., a £ o by an assembly of the Welsh bards, the word Alaw meaning" chief singer."

THE BISHOP-DESIGNATE OF LLANDAFF AT BROMSGUOVE. j On Tuesday afternoon the Ven. Archdeacon Lewis, Eishop-dseignate of Llandaff, was present at the opening of the new school buildings at BrOmsgruyo, comprising library, laboratory, hail, kc., built to supply the increasing wants of the school. The opening ceremony was preceded by a service in tlr; school chapel, at which a sermon was preached by the Rev. G. T. Blore, of Canterbury, late head master of Broins- grovo School. The present head mas- ter, Mr H. Millington, gave Archdeacon Lewis a hearty welcome, and said they were all glad to see one of the newest bishops on the bench amongst them, and that as an old Bromsgrovian he should receive from his old school the first words of welcome. Subsequently addressing the Jarg company assembled, Archdeacon LEWIS said he had great pleasure in addressing a few words on behalf of the old Bromsgrovians because he had the opportunity of witnessing the gratifying proceedings of that in- teresting occasion. When tha invitation to be present reached him he was overwhelmed with the contemplation of tha great responsibility of the great and important work he had just undertaken, and with that responsibility upon him he at first thought he could not be present, but the invitation gave him promise of a day of such intense pleasure that he could not resist. In the first place he had the pleasure of visiting the school where he had passed four and a half of the happiest years of his life next, h3 had the pleasure of shaking by the hand many of his old friends and thirdly, he had the great pleasure of witnssing the marks of improvement in the school, presented by the proceedings of that day. It was just forty years that month since he came, a boy of fourteen years of age, to that school, and when he told them that the school then consisted of fifteen boys, his brothers and himself making eighteen, that there were then only five studies, and all the fur- niture they possessed was a deal table and chair, and that there was then no beautiful chapel in which to meet and worship God, they would see what great signs of improvement were pre- sented by the present aspect of the school. He was persuaded that the opening of these buildings was the beginning of another year of prosperity for his dear old school. He had briefly alluded to the life before him, and he would conclude by asking all boys and elders to think of him in their prayers. Archdeacon Lewis, who was received enthusias- tically, was greeted with loud applause during the delivery and at the conclusion of his briet ad- dress.

A SHIPWRECKED MAN.—A man not old with age, but bending under infirmity, was induced by a friecd to take Hop Bitter^ for a week. LONDON LETTER. [SPECIALLY WIRED. J (BY OUR GALLERY CORRESPONDENT.] LONDON, Tuesday Night. There is some talk of the Prince of Wales opening Parliament on behalf of the Queen. There would be nothing remarkable in such a. procedure, seeing that the greater part of the ceremonial duties pertaining to the Crown are delegated to the heir apparent. But the suggestion does not seem likely to be realised, as such a step would, in a too marked manner, indicate the withdrawal of her Majesty from the duties of her station. The reasons urged in favour of this step do not of .themselves commend its probability. It is regarded as a matter quite settled that the present Parliament, however long it may last, will not be honoured by the presence of the Sovereign on the opening day. As such abstention, standing in comparison with the frequency of the appearances of the Queen through successive sessions, of the late Parliament, might be thought to be a little too broadly marked, it is thought it will be a happy compromise that the Prince of Wales should represent the Queen, and that thereby the duties of the Sovereign would be performed without the Queen's personal feeling being hurt. I do not think anything will come of it, in which case it b the more pleasing to reflect that, for all practical and businesslike purposes, the session is better opened by commission than m the presence of the Sovereign. For spectacular display in the streets, Mr Bradlaugh has undertaken to supply what would be lacking in the absence of Royalty. There will be no brilliant uniforms of the Life Guards, nor any cream-coloured horses, < but the procession of the deputations from all parts of the country which Mr Brad- laugh has organised will present an impos- ing spectacle. It has been stated somewhere that the police have decided not to interfere with the demonstration. If this is taken to mean that the procession will be allowed to go anywhere nearer the Houses of Parliament than Trafalgar-square in support of petitions, it is misleading. The square being within the limits of one mile, will bo jealous of the legislation it draws around itself; but there is no disposition too strictly to construe the act, and if Mr Bradlaugh's friends like to make speeches to each other in Trafalgar- square, no objection will be offered toy "the police, but adequate steps will be taken to keep the approaches to the House of Com- mons clear. Mr Bradlaugh meets with his usual good fortune in the assistance exten- ded to him by the chairmen of tho various lailway companies, who have decided not to run excursion trains on the 15th of Feb- ruary. Nothing plays his game better than violence of action on the part of his oppo- nents, or any proceeding which looks like persecution. The best fviend he ever had in his life was Lord Randolph Churchill, and next to him Sir Henry Wolff. These were gentlemen who were chiefly instrumental in lifting him out of comparative obscurity into one of the most foremost figures of the day. The chairmen of the railway companies, walking by the same light, have given him another lift at a time when it was much needed. Persons to whom his opinions are most abhorrent will not fail to see that these gentlemen have gone out of their way to strike a blow at an undesirable personage. It is their business to meet on commercial terms the demands of the public for loco- motion—not to decide whether a popular movement is right and should be encouraged, or is wrong and should be checked. The condition of affairs in France is deepening in gravity. Difficulties, which a little show of common sense, and the exer- cise of a little firmness might have checked a fortnight ago, have now reached propor- tions which make it impossible to forecast the result. The safety of the Republic still rests upon the accidental circumstance that there is no strong man ready to oust it. The fact that the personage with the is the Count de Chanibord is striking evi- dence of the depths to which mismanage- ment has brought the country. Fortunately or unfortunately, according as preference goes for Chambord or Clemonceau, king by descent or a dictator of the Reign of Terror, the Count is too well satisfied with his pre- sent position to make any effort to seize the throne. He lias plenty to eat and drink, keeps a large establishment of priests and hounds, hunts daily, attends mass regularly, and re- ceives hia limited court with regal honours. If he could get back to Paris without any trouble he might go. In the meantime he is very happy, and will stay. The proposal made to-day by a Dublin newspaper for a deep-water canal from Dublin to Gal way is not new. It is a pro- ject on which Sir Edward Watkiqha3 had his eye for some time. Early last session, as I informed you at the time, M. de Lesseps came over to discuss that, and an- other equally grand scheme for a tunnel connecting Ireland and Great Britain. British intervention in Egypt being just then decided upon, M. de Lesseps abruptly left this country, and the matter remained in abeyance. When Lord Beaconsfield cited in proof of a revival of trade that the demand for chemicals had increased, persons of frivolous mind were inclined to laugh, a tendency in. creased by the oracular manner in which the Premier of the day delivered himself of this axiom. But Lord Beaconsfield knew very well what he was talking about, and perhaps the discovery of this "point" surprised no one more than the great manufacturers, who would naturally wonder how a gentle- man of Lord Beaconfield's temperament should thus have seized upon this abstruse fact. The simple explanation is that in many trades and manufactures, chemicals, in 'whatever small quantity, form an indis pensable element. The market is a small and compact one, and when there is a large demand for chemicals, It is an unerring sign of activity of trade generally. Bearing this in mind, it is not encouraging to read in a business circular that the trade in chemicals is at a very low ebb, a proof of slackness of trade which unhappily find concurrent testi- mony elsewhere and nearer the surface. This declaration of Lord Beaconsfield about chemicals is a striking, but fair, illus- tration of his manner of preparing his pub- lic addresses. The real propounder of the proposition was Sir George Elliot. Sir George was a great favourite with the states- man who was at the time Mr Disraeli, and more than once he had him down at Hughen- den. On the occasion of one visit the state of trade came up for discussion, and Mr Disraeli, after his habitual manner, did not neglect so favourable an opportunity of making himself acquainted with the actual state of affairs. Sir Georgo Elliot there let him into the secret of the trade in chemicals, and a few days later the Premier, with accustomed sententiousness, and gravity deeper than usual, communicated it to the public. It was in the same way he prepared his addresses to agricultural meetings. The last time lie spoke at the farmers' ordinary at Aylesbury, he arrived nearly an hour before the appointed time, asked for a well- known tenant farmer, invited him to a chat in his private room, and subsequently dis- coursed with remarkable erudition on cross- breeding and the rotation of crops in Buck- inghamshire. I had from Sir Elliot himself the story about the che);: :-118. It is from a third party comes the delightful story of Sir George's "simple question." It was after dinner at Hughenden, and the portly baronet disposing himself in his accustomed manner over two chairs, turned to his host, and in confidential tone, and with a look of profound interest, said, And now, Mr Disraeli, what is your candid opinion of Mr Gladstone ?"

FATAL COLLIERY ACCIDENT IN DEAN FOREST. Mr Carter, the divisional coroner, received formation on Tuesday of the death of Edwin Butler, 18, of Miikwall, Coleford, who way killed by a fall of roof at Speech House Hill Colliery, where he was engaged on the previous day. It appears that a quantity of coal fell from the roof and crushed, the young fellow to death. When the body was rescued, it was conveyed to the Speech House, and followed by some 200 colliers. An enquiry will be held.

NEWPORT DOCK EX- TENSION. -+- SIR GEORGE ELLIOT ON I THE DEVELOPMENT OF THE PORT. The cuttiug of the sod of the di-ek exten- sion works, authorised by the act obtained last session by the Alexandra (Newport and South Wales) Docks and Railway Com- ,iy pany, took place on Tuesday afternoon. That chief factor in all out-door cere- monies, flic weather, was, marvellous to tell, propitious, and although cold, the afternoon was one of the few really line ones the district has been favoured with during the first month of the new year. Shortly after three o'clock the neighbourhood of the head of the Alexandra Dock began to assume an unwonted appearance. Here assembled members of the cor- poration, of the harbour connnisioners, of the pilotage commissioners, members of the borough magistracy, and of the leading- mercantile and trading classes, and shortly afterwards Sir George Elliot, accompanied by Sir George Walker, Mr G. W- Elliot, M.l\, and Mr J. C. Parkinson, arrived, and a procession was formed with as little delay as possible, and proceeded to a point on the lands below the present dock, where a pavilion was erected. There the mayor, on be- half of the corporation, and Colonel Lyne, on be- half of the harbour commissioners, presented ad- dresses to Sir George Elliot, and the hon. baronet delivered an address, which was fol- lowed by the mayor presenting to him a silver-bladed, pde, with handle of rich carved wood,With which Sir George proceeded to cut the first sod. The accomplishment of this act was greeted with loud cheers and waving of hats, and formed the signal fo- the discharge of cannon from the vessels in the dock. A dozen or more steam whi"tTe3 were also sounded, and :il:1i.1,;t cheers renewed and renewed again, from the hundreds of people who lined the rising ground in the locality of the pavilion, the work in con- nection with the extension was fairly inaugu- rated. The scene, made gay with it background of shipping decked with flags and streamers and the rays of the setting sun, was then photo- grapl-ied. aiid-tlioso who had taken an intimate part in the proceedings wero invited to partake of refreshments. The trade of the place was developing so rapidly that more accommodation had become absolutely necessary, and he thanked Sir George and his co- directors for coming forward and providing for its requirements. Elliot, Bart., M.P., and the other directors of the Alexandra (Newport and South Wales) Docks and Railway Com- pany. —— We, the commissioners of the port and harbour of Newport, in the county of Monmouth, being the re- presentatives of various persons and public bodies, all deeply interested in the welfare of the said port, beg most heartily to congratulate you and your jproprie- tary upon the extension of the Alexandra (Newport) Docks, so auspiciously inaugurated to-day; and we trust that the works in question will be not only bone- ficial to the trade of the borough and port of Newport, but also to the shareholders hi your great undertaking. LYSE, ill presenting the memorial, pointed out that the port was still in its infancy, or at least that it had not yet arrived at maturity, and said thatJiC could retqenjber tllS tip)0, 30 years ago, when four-fifths, if not nve-si^th?, of th» trade was done at the wharves in the ri ver, Tlitt had all been changed. Docks with deep wa £ er had supplanted these wharves to a very great ex- tent, but ho believed the time was Jcoming when the docks, ample as they seemed, would be in- sufficient to meet the demand, and then conse- quently there would be plenty of business for the wharves of their noble river. He was sure the steps which had recently been taken to com- bine the docks had not been with the view of cre- ating a monopoly, but for the purpose of extend- ing- and facilitating the traffic, and he trusted that the Great Western Railway Company would show a desire to meet the proprietors of the docks in a fair and liberal spirit. (Hear, hear.) Sir GKOKC.K ELLIOT said it was with profound satisfaction that he observed among the large assembly the chairmen and representatives of all the important public bodies of the town. He observed the mayor aqd leading members of the Newport the chairman of the pilotage bpard, the magistrates of the town: the chairman of the harbour commission, the chairman of the Newport Old Docks, the chairman of the local board, and lus first duty was to welcome them all, and at the same tune mention to ithem that the duty of commencing that great work devolved upon him in consequence of the sad bereavement which had befallen the chairman of the Alexandra Dock Company, Lord Tredegar, and his family. In reply to the invitation to be present, the follow- ing telegram from Lord Tredegar had beenreeeived: "Cannot come on Tuesday. Have refused all engage- ments just now. Hope you will have a successiul day." He (Sir George) had also received a very kind lettar that morning from Mr Octavius Mor- gan (one of the trustees of the Tredegar estate) wishing all success to that great work; and Sir George Walker (the other Tredegar trustee) was e' il there to show by his presence the sympathy of the noble family of Tredegar with their proceed- ings. He thanked those present, and the int, rests which thsy represented, for being present, there- by assuring them of their confidence and sym- pathy iu that great undertaking, which he had no doubt, whatever might be the result to those who found the money to execute the works, would be of enormous advantage to the town of Newport, and to the surrounding mining and manufactur- ir.g interests 01 the district, and of the country at large. Speaking of dock interests throughout this country, they had not proved a highly remunerative in- vestment for those who had from time to time found the capital for the construction of docks. He especially alluded to the enormous dock property in the Bristol Channel, the capital of which he estimated at not much less than nine millions sterling, including that which had already been expended, and that which was now autho- rised by Parliament to be expended. At the present moment and, he believed, for some time past, that enormous capital had yielded a very inadequate return. The explanation was that several of those dock works were constructed in anticipation of traffic which had never been realised. It was fair, h nvever, to remark that 011 that side of the channel they were somewhat better off than they were on the other, although even on the Monmouthshire side they had not realised all round more than four per cent. on their investment, and even that return arose mainly from the important circumstance that they had the great advantage of having coal and iron in the immediate neighbourhood, and of the first quality. But although dock property did not realise any fancifully high rate of interest, it possessed a degree of solidity and progressive development which, in his judgment, should place it on a par with first-class railway stock. He referred, of eourse, to such docks as the Alexandra Docks, and others which were not exposed to the incur- sions or tempestuous action of tho sea. He re- gretted that they did not yet possess the amount of imports which must in time necessarily follow when suitable accommodation was provided for them, because it must bo cheaper to bring the imports to docks and harbours where outward freight could always be relied upon with certainty. Tlie timber trade was one to which he attached great, importance, and he believed where they- stood would be found a most fitting and suitable position in all respects for the largest importation of timber. This Alexandra Dock Company pos- sessed the great advantage of having a large extent of land, amounting to between 400 and 500 acres, which was all upon the level and accessible to the noble river which flowed past them, the value of which he believed had never been thoroughly understood or appreciated. 33ut as time passed on the security that river afforded, together with the great facilities it con- fered for the passage of vessels in and out, would be recognised as a leading feature in the interest.3 of the district. They were at Newport so situated as to have easy access to almost every important coal field in the district of South Wales and Mon- mouthshire, by numerous railways possessed of a practically unlimited capital to give ready des- patch and transit to their natural products, and for all imports which might be drawn there, by the faciiities tiny gave. The Alexandra Dock Company obtained authority to construct those works of extension in the last session of Parliament. They intended, by the hearty co-operation of, he believed, every interest in Newport, to amalgamate the Old Dock with tho Alexandra Dock, and, when combined, they would, with the present extension, form an integral and important part of ono great whole. He felt that, far from being an injury to the town, it would be a great advantage, because they would be enabled to utilise the Old Newport Deck in a much more complete way than it had ever been possible to do up to that time, as. owing to the limited length of its lock and tho character of its works, it was best suited to vessels of a certain draught and size, many of which could find all the convenience and despatch at the Old Dock which were afforded at the Alexandra Docks, thus making much more room at the latter dock for the larger sized vessels which could not have access to the Old Dock. In these move- ments they had the special assistance of Sir Daniel Gooch, chairman to the Great Western Railway Company, and he believed that that great company now perceived that Newport was oauabla of bciuff ft fiQ\\rçt -( greftt.cmiKfiftiial [ value to their railway system. The company would be glad to welcome every other railwtf company to their docks, and to afford to theto equally omy facility. He hoped the example oi ¡ unanimity and goodwill manifested that day by I what they were now witnessing would not be loft elsewhere. Cardiff stood pre-eminently, in point of trade, head and shoulders above the rest of the dock interests in that channel. Swansea had within the last two years expended nearly h.1f a million in dock extension. Cardiff wss about to do the same tiling, and they had to-day commenced something very nearly Approaching it. All these operations not being- sea works, but merely the extension of ex- isting docks, were of a different character and involve loss risk than would have been the case if they had to combat in their construction the un- certainty and risk which always fell to the lot of marine works where they had to combat the dan- gers of the sea. When the addition to the Alex- andra Dock was completed it would certainly do more than duplicate the power of exporting and importing at Newport and with the Swansea Dock extension now completed the Cardiff Dock extension, and the extension entered upon that day, they had nearly doubled the power of ex- porting from Monmouthshire and Glamorgan- shire. Prudence would, under such circumstan- ce?, certainly dictate forbearance in any further outlay of capital, until its necessity had beeO demonstrated, and that necessity, after carefully estimating the progress of mineral and other d«- velopineiit, could not, in his opinion, arise for » quarter of a century. The traffic there had in- creased and the port had increased largely during tlie last six or seven years, but even if they went on increasing at the same ratio, which it was im- possible to expect, the accommodation they wero now securing at the existing i-orts for all require- ments would, he thought, be equal to anything that could possibly arise for the next 25 yearst and when that time arrived there would be he hoped, who would have nothing to do but ell- large the existing docks, a process which would involve neither risk nor great: cost. Ho had no hesitation it placing on record bw conviction, based on the expc-ricnco- and observation of more than 40 years, not merely of England, but of Europe, that Newport, wnether they regarded it as geographically, geolo- gically in a marine sense, or from the point of view of railway communications, was the best situated poi-t m the United Kingdom for the manufacture and export of steel aud iron, as well as for the import of iron ore and timber. (Ap- plause.) Next to Newport is pluccd Cardiff. (Laughter, and a voice You are quite light.") And these two ports would always, in his judg- ment, hold their own against the world. And now, in conclusion, he must congratulate New- port upon the demonstration it had made that day and upon the abundant evidence they had of the deep, intelligent, and harmonious interest manifested in the great work of public utility they had now commenced. To Lord Tredegar, the noble chairman of the Alexandra Dock Coin- pany, whose absence, and tlie for whoso absence they all deplored, was due the warmest testimony for his unfailing public spirit, and for the strong sympathy with the enterprise which had done so much, and winch, as he believe was destined to do so much more for the development of the town and trade of Newport. To the repre- sentatives of tiie great commercial interests ha saw around him—all the greaS companies being represented—and to the chairman and members of the various public bodies, he tendered the thanks of the Alexandra Dock Company, and re- ciprocating all the good wishes which have been expressed, he now heartily wished prosperity to Newport, and success to that great e:ctenti->n of the Alexandra Docks. THE BOILER EXPLOSION AT HI H WAIN. THE INQUEST. STARTLING EVIDENCE. E. Wales, her Majesty s inspector of mines, was present. Mr C.Kensholo (Linton and attended on behalf of the relatives of the deceased. Evan James, engine-driver at tlie Bute Pit, Hirwain, bed that he wrs in the lodge at the top of the pit when the explosion occurred on the 19th inst. He found the deceased in front of the boiler, a portion of his head having been blown off. Witness and the mechanical engineer, Francis Downing, examined the boiler on the 24th of December last, and had reported that it r was jn working order. They examined" i b bl tapping^ with a hammer. Tho plates were uunner in some fauces than in others, and were worn irregularly. The water had also eaten small holes in it here aud there. He declined to state what he considered to bo a safe working thickness. »• of By Mr Kenshole: "Witness did not exatuiotf the boiler in any other way. It was repaired some t'.vo years ago, when some new plates were put in. Had seen the remains of tlie boiler since the explosion, and was of opinion that the explo- sion occurred in consequence of the thinness of the plates. The pressure of the steam was 401bs per square inch. Deceased was a good workman, and thoroughly understood his work. « Francis Downing, nischanical engineer, corro- borated the last witness as to examining the boilers, and stated that the original thickness of the boiler was three-eighths of an inch. When he examined the boiler in December last he should think some of the plates were from 3-16ths to iin. He would not consider a boiler safe if it was less than 3-16ths of an inch. Since the explosion he had observed that some parts of the boiler were one-eighth of an inch. By Mr Wales: The boiler was 36 feet Ions and 5 fegiS iBSlll&iii dimeter, .^5 vgr examined it in any other way than by tapping it. Was now of opinion that he ought to have bored. By Mr Kenshole Would expect if a plate was 2-16ths of an inch to find a difference in the sound than if it was 3-16th:s, but he would only be rely- ing upon the sound. He had assumed from the sound what the thickness was. He was now of opinion that the explosion occurred from the thinness of the plates, which were insufficient to resist the pressure. Mr T. E. Wales stated that he had examined the boiler. Its original thickness was i of all inch, the working pressure of which would b6 601bs, and the bursting pressure about 3601bs. Some of the plates were reduced to g, which, it new, was only equal to a resistance of from 18 to 201bs, and therefore quite unable to stand a pres- sure of 4-Olbs, The usual mode of examination is by striking the plate and judging of thfl thickness by tho sound, but the valuff of such examination depended upon the know- ledge and experience of the person making it- The examination made in the present case must, in his opinion, have been made carelessly, or by an inexperienced person, who was unable to detect the thickness of plate. He would urge colliery owners to insure their boilers in one of the insurance companies, and thus ensure a periodical examination by persons conversant with the theory and practice of the erection and management ot boilers. By Mr Kenshole He was clearly of opinion that the explosion occurred from the thinness of the plates. Other witnesses were called who corroborated the evidence of the engineer, after which ths deputy-coroner summed up the evidence, and the jury, aftera short deliberation, found that the deceased died from injuries sustained by the ex- plosion, which occurred in consequence of tha thinness of the plates, and suggested that bettef means of testing should be employed in future.

Prisoner* in pleading not guilty, handed an extraordinary document to the magistrates, contending that bO had been illegally ai rested. His arrest was owing to the minister of Haworth Vicarage, Keighleirw Yorkshire, seeing his advertisement in a Yorfc paper. The Seer" proceeds at length to contend; that ha has supernatural power, and that he has foretold many great events which have takeJI place. He possesses, he says, armorial bearin and denies that his advertisements are frauduleall, and requests that the whole of his property, by the police, may be restored to him.
