New York Herald, dated Irkutsk, February 1st, 2.45 p.m., giving details of the sutferings of the crew of the Oeannettc in the Arctic regions. The explorers had not been for- tunate enough to procure game, and Encksen; whose toes had been amputated in consequence of frost-bites, died on October 7th. The party was then in a starving condition. Very prompt; and emcient action has been taken by the .Ru-^ians 1:1 sending relief. oJ
