THE Cole!.e;ter magistrates have no rea- son to boast of the impartiality with which they administer the law, if we may judge of what took place at the petty sessions there on Tuesday. Lieutenant Francis Morgan Brown, an officer of the 3rd Hussars, was summoned for cruelty to a cat. Tie facts were not disputed.
