NOTES ON AGRICULTURE. j lHY A PRACTICAL FARMER.] OSJM —: COBN. BIRMINGHAM, Monday.—Since the further de- cline of Is per quarter, on Monday, in the value of English wheat, the trade has been dull all round, without any material change. As I am down here, at the Christmas Fat Stock Show, I have not been able to collect my usual budget of Saturday's news and advices but as we are appa- rently in another period of stagnation, this will not be of much importance to my readers. T MEAT, Similar remarks apply to this department. Trade in the fat stock markets, has, however, been firmer for all good qualities, but very slow for inferior sorts. In the Metropolitan Meat Mar- ket, on Thursday, the trade was very heavy, some of which was due to the foggy weather, but more to heavy supplies of foreign meat, and tIe way thin mutton is being pressed in'o the market. IF AT STOCK SHOWS. The authorities of these useful and interesting exhibitions are at length making another move in TIIEJ right direction. Not many years ago more than half the fat animals were over-fed, and so p itchy that they were almost useless as animal food. That practice has been nearly knocked on the head by public criticism. Now the Birming- ham have limited the aire OF oxen to 4 years and 6 months. Smaller authorities, too, are being vigilant. The female shorthorn, which Ii mentioned last week as having been champion here two years ago, and in London last December, •• as again disqualified at Oak- ham on Thursday last. Here she could only ap- pear as extra stock, and she has only been awarded the first prize of in her class, two inferior animals only being in competition with her, I term this animal a female shorthorn, because the point in dispute is that she is not a heifer because she is four years nine months old, she is not eligible to compete as a cow because she lias never had a calf. It certainly seems a reasonable view that an animal can only qualify herself to enter in a cluss for cows by having a calf and giving milk. To a-imit a barren animal at such an age would certainly seem to be a GRUAT injustice to owners of cows that have bred and given milk. The jnd.aing at Birmingham to-day has been excellent r.s a whole. The awards have generally been given to good practical auimal", that are in good Christmas con lition, both for butchers and consumers. The main exception to th's discretion was in regard to the champion Hereford, which was a four-year old cow that has just qualified by having a live calf that lived a short time. But she has been so stuffed from the time of her birth that there was no chance of her being a successful breeder, while she is now so fat and flabby that if her joints be cooked as they are they will be un- eatable unless it be by people who have appetite like Esquimaux, who CAN consume any amount of seal'or whale oil. And even if her outside fat were flayed off, as fat hogs are cut up, then her lean would be so ingrained with fat that it would be next to imi ossible to make it relishable to any taste excepting that of a well-practised chav, bicon. For my part, I can eat as large a propor- tion of fat as most folks, so I am not writing under the influence of any fastidiousness of taste. But I know what this fat costs to produce, and I know also what the public generally will buy. I have not the comp rative weights of this Hereford cow to-day and at this time last December, 1:>u I shall have next week. I will, however, take the similar animal—the shorthorn female above referred to— as an example of the cost. Last year she U eighed 18 cwt. 3 qrs, 8 lbs. live weight. Yesterday s-he weighel 19 cwt. 0 qrs. 9 lbs. Thus she has gained Wlbs. in the 12 months. Now as a friend has just put this matter to me, her keep has cost over 10s per U eek but, say she has eaten food of the value of £26, and allowing that she h s increased nothing in offal, every pound of lat produced—for her leau has undoubtedly GRO'.VN less—has cost LVS. That simple realisation of facts speaks for itself. And does any one need any argument to convince him that the system of keeping ripe animals over to a next year's show is as wasteful as it is child- ishly senseless? Agricultural fat stock shows will surely henceforth have this discredit to prevented by the authorities p ohibiting prize animals of one Clnistmas being eligible for com- petition in the following December. I cannot possibly enter into any details to-day, but my time will be mote at my disposal next Saturday, when I will give thf more interesting comparative weights of the stock, their compara- tive qualities, and so on. I may now say, however, the BirminghamShow was never better, and the classes of young cattle never so good, during the 20 years that I have been a regular attendant. The champion honour of the whole snow, altera close competition with a Scotch cow, has been won by a young shorthorn steer that wag bred and fed in Scotland. This steer is two years and five months old, and his live weight is 15c A t Oqrs 211bs. The sheep are of less interest than usual; but the pigs are excellent in some of the pens of Berk- shires ai d other large breeds. The roots and potatoes are wonderful for the season. But then these are grown over such a large and varied area of country, that it would be a bad look-out indeed if a few selections for show could not be made among the many sgricultural and horticultural members of the Bingley Hall Exhibition Society. There is the usual extraordinary show of poultry.

THEFT OF A CHILI) BY A YOUNG WOMAN. A female, describing herself A* Lady Mande Herbert, was charged at Portsmouth police-court, on Monday, with stealing a child. The child was cent to school at two o'clock, on Sunday after- noon, and at 11 o'clock was found in the custody of prisoner, who persistently asserted that the jwvenile \» as her offspring. S e described I erself as Lady Maude Heibert, and produced letters pur- porting to come frem persons of the highest distinction. The authenticity of the?e letters was doubted, and for this and other reasons the prisoner was remanded.

DEATH OFTBURIJLAK. On Saturday afternoon, as the foremonof Me 8rs Harvey, Cockburn, and Co., <ii .nimd merchants and wholesale jewellers, Wilton-road, Pimlico, was going his iounds at two o'clock, after the workmen had left, he noticed, on entering a dis- used outbuilding, that the sm >11 window which ligi ted it was blocked up. On examining the cause he found the body of a man implied on the railings outside, and in an advanced stage of de- composition. About eight days ago an attempt was made on the premises by burglars, and it would seem that the man whose body was found must have fallen from an adjoining building on the spikes. Several housebreaking implements were found on the ground beneath him.
ICE ACCIDENTS.
ICE ACCIDENTS. BEAUFORT. On Sunday, as a lad aged 12 years, the son of Mr Joseph Evans, Beaufort Hill, was sliding on a pond in a disused quarry the ice gave way, and he fell into the water and WAS drowned.. Several honra elapsed before the recovery of the body. HANLEY. The ice on a pond at Forebrook, near London, gave way during Sunday morning, submerging about a dozen men and boys, one of whom was not rescued for several minutes, animation being with difficulty restored. The canals are covered with ice, which has to be broken every morning. BRECON. As the daughter of Mr Morris, grocer, Watton, w is playing on the ice on the canal near the basin, about two o'clock, the ice broke, and she fell in. Mr Jones, formerly of Chilston, jumped in, and after much exertion had to give up. Mr Adridge, John-street, Watton, seeing the girl's hand above water went in and brought her out. She was taken to Mrs Pugh's cottage near by, and put to bed, being attended with every care, and hot water bottlea being applied. She was then re- moved home, and Dr. Armstrong was called in. She is doi if? well, having, seemingly, recovered from the effects of the immersion.

CORRESPONDENCE. THE CARDIFF WATERWORKS COMPANY AND THE WATER RATE. To the Editor of the SOUTH WALES DAILY NEWS. SIR,—Will you, or any of your numerous readers, kindly enlighten me on the following question ? I find, by referring to the Cardiff Waterworka Act of Parliament of 1853, in the latter part of the 42nd clause, it reads thus :— WThere the annual value of such house shall not exceed twenty pounds at a rate not exceeding six pounds per centum per annum." Now, sir, if I understand the meaning of the Act correctly, their levy is to be made upon the annual value, and not upon the anuual rental, as their mode of pro- cedure has been, and is at the orese: t time. They therefore include their own "rate as well as all other rates and taxes in the annual value. Now I consider, sir, the annual value of a house is after all rate*, taxes, and charges are excluded. I have had an interview with MR South on the question, and he admitted that the inhabitants of Cardiff had up to the present paid their ater rates on the annual rental, but that is no reason why the rate- payers should allow it to exist any longer, and more especially now as the Corporation is about to purchase the Water works Company's undertakings at the enormous sum of £300,000. My views of the question are backed up by the action of the ratepayers of Newport, who {entered into a law-suit with the Water Works Company on a similar question about 15 years ago, which resulted in a verdict in behalf of the ratepayers, by which my rate was reduced about one-fourth. Therefore, I contend that by tLe Cardiff Waterworks Act they have the power to claim on the annual value, and not on the annual rental of the property, which would reduce the income of the waterworks one-fourth at least, and in a like proportion reduce the purchase money to nearly £75,000. Are the rate. payers prepared to submit to this any longer or will they take action at once to get up a requisi- tion, and ask the mayor to call a public meeting for the discussion of this most important question? —Yours &c., GEORGE CLEMMERSON, Loughbro Cottage, Upper Pearl-street. A valued correspondent writes:- With respect to the scheme by which it was proposed to per- petuate the memory of the above-named deceased gentleman, we may mention that the consent of the Dean and Chapter of Llandaff Cathedral has been obtained to the fixing of a suitable brass plate in the Cathedral. The leading ecclesiastical metal workers have been requested to furnish es- timates. When these have been submitted, sub. scriptions will be invited. Some time ago a rumour was circulated, and indeed published, that some such scheme as the above had been decided upon. This was an error, and owing to the Dean not having been consulted, W as a rather unfortu- nate one.

On the Stock Exchange the business in the Home Railway Market has been small, and prices are weak. The Brighton traffic, abowiiig only an increase of 21066, is considered unfavourable. The piercing noith-east winds, and the generally dull and incle- ment weather has a serious effect on the passenger lines. The smacks Scheme and Waterwitch came into collision, and the former went upon the North Sand, but It is hoped she will be got off. The luggers Brilliant and Rowena collided in entering harbour, and the former was sunk. Crew s Lved. The ss riienli, from New York, with a full cargo of general goods, and which arrived in the East Dock on Saturday morning, experienced most terrific weather on the voyage across, during which she had her steering gear carried away, wheel smashed, and other slight damage.

At the Pentre police-court, on Wednesday, before Mr Gwilym Williams, stipendiary, Thomas Roberts, collier, summoned the Tylacoch Co. for 23 10 wages, which it was asserted had not been paid in the manner prescribed by the Act of Parliament—that is to say in "current coiu of the realm." FOOTBALL. LLANDOVERY SCHOOL V. CHRIST'S COLLEGE, BKECON.—THESE rival schools met for the first tin.e in football at Builth Wells, on Saturday, Noven.ber 2Hth. An excellent field had been procured for the .match by Mr Vaughan Thomas, the captain of the Builth Football Club. Brecon lost the toss, and kicked off; the ball was well returned into the centre, when Kempthorne and D. S. Jones showed some fine passing, and took it to the Brecon 25. Here the Llandovery forwards, weli led by H. P. Williams and Sinnett, drove the leather into touch about five yards from the goal line it was thrown out by A Breconian nearly in front of goal, when Johns was on the spot, and he, rushing through, got the first try, which Cornish converted into a goal. Ihe ball was well returned after the kick off, and some fine play was Again shown by Kempthorne and D. S. Jones, but it fell to the lot of LI. Davies to score the next point, who ran in after a good run, but no goal resulted. Jeffreys and Bankes-Price now played up better for Brecon, but they could not get through their opponents' backs. D. S. Jones soon ran in, but, being collared inside goal line, lie lost the ball, and Brecon had to touch down inself-dt-fenco. Brecon dropped out well from the 25 post, but this was more thun made up by a good run of Bay ley's, and Johns again distinguished himself by getting another try for Llandovery no goal resulted, and Brecon had to touch do" n in self-defence. A. Rowla-;d now showed some of his fine form, but the Brecon forward-, headed by Rees and Tre- thewy, an aided by a short run of Jeffreys, car- ried the ball to the half-way flag it was not des- tined to remain there long, as D. S. Jones brought it back to the Brecon 25, when half-time was called. After changing ends LI. Davies secured t*o tries, after two splendid runs from the middle of the ground, < ne of which was converted into a goal. J. P. Sinnett afterwards made a good run, b it was stopped just in time, and Brecon h id to touch down in -elf-defence. Kempthorne v, as the next one to score a tiy after an excellent run be- hind the posts, which Cornish turned to account. Kempthorne again showed grand form, and was only collared a few yards from the goal line. This advantage was kept up, as R. P. Williams got the ball through and secured a try, which was well kicked by Cornish. After the kick off from half. way B iyley made an excellent rnn, and this was followed up by a brilliant run by LI. Davies, who outpaced all his opponents and obtained a try, which was turned to account. The Breconians tried hard to score before no side" was called, and their forwards, led by Rees and D. H. Griffiths, worked the leather to the Llandovery 25. Bayley was equal to the emergency, and made a brilliant run to the half- way post, where Kempthorne again get in posses- sion and secured another try, but no goal resulted.
