Cardiff Church Schools. COMMtTTEE'8 DEMANDS. Necessary Repairs-Lively D!scussion. Messrs F. W. Brett and Charles Evans, representinR the managers of WoodviHe.road aeboois, waited upon the Sites and Buildings Committee of the Cardiff Education Committee, on Tnesday, relative to the notice issned by the committee, calJjn npoa them to carry ont atterations and improvements at their con- providsd schools by the end of this month. Mr Brett said the manners were sincerely anxious to put the schoo) in an efficient con- dition, but the manners felt they had not been trotted as we)I as they had expected to be treated. They had written in September last, but had received no repty That was the reason why they bad only carried oat each aheratiooe ae wetfe greasing, ttoa which had been engt'eated by the meoicat officer. Some of the matters mentioned by Dr. Walford had been, in the opinion of the managers, exeeaeivet and it had been admitted by. the doctor that hecoatdnot have inaiated apon lunera' of them beinf! carried out In hie capacity as medieat officer of he*!th. They had written'aain in Aprit iaat, bat atao withoat receivinp:a reply. Now they wereanr!on< to meet the committee'* reqnireatents, but diet not feet calted apon to pay a J¡'¡'re anm of money on matters withoat it beinR ehown it wae really necesaary. A< they diet not want to have to appeat to the Board of Education, they had eome to reason cat thinge They were asked now to make Rood the waote of the aoorinR and joists, a request that the managers considered un- necessary. thoaph they were witting to do any work that waa shown to be necessary. They were asked to repaint the whoteof the bnildings ex- temaHy, bnt they as managers hetd that they as tandtorda were the peop!e t3 determine when this sort of work shon)d be done. The boroaRh engineer, too, required that a combated iron baitdinf; shouid be removed, but this was only pat ap a few years af:o at the request of Mr Whitmell, the inspector of aoboota. Farther, thev were asked to replace destts which wera in a very fair order, and apon which they had already spent a tot of money. The managers were not prepared to do anything in the way of replacing these deaks. The aggregate cost woatd be JE500 or JE600 and the committee in their notice re- qafred the work to be completed oy me jist of May, whch was absurd. The managers were dosfroaa of continuing the good work done by these schools for 40 yeara, and undertook to complete all the improvements necessary daring the summer holidays. They asked not for con- cessions, but merely for justice. Dr. Watford stated that ali hia requirementa had befn carried out except one, and the managers promised to remedy that defect. Connoittor Chappe!! A point was made of the fact that the medica! officer had aaked for improvement which he had no power to insist npon. He has done nothing outside the require. menta of the Board of Education. Dr. Watford a&id that waa so, and in reply to CouneHtor Lewis Morgan he said that he had acted in hie capacity under the Edncation Com- mittee. and if be had had the power aa medico! omcet to inaist apon the preaect requirements only very few of the insanitary matters now being remedied wonid not have been set right years ego. Mr Evaaa ooioted out that insistence on the work being done by the Slat of May would necessitate the p!acing of the children on the street. Councilbr Conrtia (the chairman) Oh no, we will give you a reasonable time. We don't intend to ask yon to do impossibilities. Mr Smith, from the office of the borough engineer, then read ont a !i9t of structural and other reqairementa. The depntation agreed to conopty with the rpquiremente as to the c!aa9- room accommodation. Mr Brett We will make the Qoor where necessary. The Chairman To taw aatisfMtion of the borough engineer ? Mr Brett Where necessary. we say. CouaoHor Cbappet! :But the borough engineer aays it is necaasary to renew the who)e Qoor. Mr Brett We think if ha!f of it is done, it is all that is neceesftry. Mr Ch&ppet! and others Mem to forget that you can't modernise a build. ing each as this, which has been up for 40 yeara, and we ask you to make aftowancoa. Mr Sm)th. in reply to Atderman Jacobs, said it woutd not be possibte to make a good job of the Soor if it was patched it would Bead to be renewed. Mr Brett: We aimpty ask yon to accept in good faith onr raaJineaa to do what is necessary. We have let the work to Messrs Knox and WeDs.and what they think shoa!d be done we will readity do. We can't say yet what part of the floor need not be renewed until it is taken up in fact we readity welcome the committee to visit the schools to see for themselves. This coarse was approved. One c! the requirements of the boroogh engineet was the repa-inting and p!aatering of the watis. Councillor Cha.ppe!l That is an important matter too. Xtr Brett Dees Mr Chappetl suggest that we should replaiiter the wbota of the waHs ? I Coanci]!or Chappeit I am not heretoaug.t Cost what yon shoafd do. I am here to see. so far as I can. that tho law !a carried out. Yoa dtt asvonitke. I shall do as I «ke As to the repairing of the wal!a, Mr Brett aaid, snrety, Mr Chairman, you must allow na, as the landlords, to aett!e when the exterior sbould be painted. That has nothing to do with the education of the children. I don't say it woaidn't be better for another coat of paint, but money is cot pteatifnt in Cathays. C&nnciUor ChapcoU That's an o!d cry which we mast disregard, The deputation prom!aed to effect renain to roofs, shooting etc., eome of which bad been done. Astoaspha!tiaR thepIaygronndsMr Brett said that was not a requirement tor an old sohoo!, and Mr EVa;aei aaded Yoa can't force as to do that, at any rate." Councillor Croseman aaid he hoped this would be done bnt Mr Brett said tha managers felt stron?ty on the point and he would te!I the com- mittee frankty that they sbocid appeal. Councilor ChappeU Cannot youltraln & point there in favour of the little Riris. I hope yoo will sympathise with them. Mr Brett: Yon have no right to qaeet!on onr ?sympathy, no ri?ht ?t aH. We are ae a?xiona for the welfare of the chitdren as yon are. Councillor ChappeH Now yon maatn't be aaacy. Yon mnst take at yon aeek to ):ive. The managers nera firm over the deaka, poiat- ing oat that every inspector had his fada in these matters and that they had already expended mach money. The reaointion to viait the eehoo!a before taking farther action was agreed to. and the depntation withdrew. Certain partiona of the COBreapondonce were read at the request of Conneiitor Chappell. who aaid, I am reaaonabie'bnt we mast do onr dnty, bat I object to threats on the face of that cor* respoadenco." St. John-s School.-Appeal to the Board. iThe managers of St. John's National Schoot" Cardiff, have appealed to the Board of Educa- tion over the notice iasoed by the CardiS Edooa- tion Committee that they proposed to diacon. tinne the maintenance of the schools on the 31st of the present month. The Board of Ednoation, in a letter to the Education Committee, dated the 9tb inat., desire to know the preotee uronnda, as the reasons do not appear to be clearly atated <n the correanondenee with the managers. The Board a !ettar, which is signed by Mr L. L. Kinsford, Roe'' on;—"The Board understand that the manaRera, who have already apparently completed jmprovemHnts of & anbatantia! character in the bni!dingB, '<,te ctaiccinf: that as they are proposing to acqaire a new site for the erection of new premiaea, farthel improvementa in the existing premises cannot be reaaooab!y required, and conciades—" The Board request that they msy receive a fnti explanation from your anthortty. Vicar Henderson a statement of the CMC in the appeal states !—"The managers are perfect!y witling to carry out any reaaonab!e directions o< the authority that make for the health of thq cht!drea.
