LADIES AND GENTLEMEN, At the earnest request of the Trade Unions of the County, including the Quarrymen's Union (of which I am an official). I respectfully offer in the forthcoming Election my services as your Representative in the House of Commons. Having been a quarryman for several years, I am well acquainted through long experience with the needs and aspirations of the democ- racy. I have from time to time represented the working classes on various Public Committees, etc., concerned with the administration of Stat- utory Laws, and I submit that, my representa- tion proves that I always stood steadfastly for the rights of democracy to receive due attention and treatment. I support every effort to procure such peace terms as will allow the fullest opportunities for Liberty, Development and Culture on National basis, and to provide machinery on the lines of the "League of Nations" that will render future wars impossible. Questions of social reform will immediately become prominent, and I agree with the general principles of the policy laid down by the Prime Minister in this direction, and every effort. to transform the policy outlined into Statutory form will receive my full support, in so far as they do not deviate from democratic principles. Reasonable rentals, security of tenure and compensaton for improvements must be guaran- teed to tenant farmers, so that agriculture may perform its vital and important. functions in the development of the countrv. I am strongly in favour of Local Option as the best means to determine under what' con- ditions and to what extent the trade in intoxi- cants shall be carried on. Free education from the elementary school to the University should be provided to enable the children of the working classes, at present debarred by economic conditions, to obtain every opportunity for culture and advancement. I submit it is the duty of the State to so arrange that every wage-earner in return for his labour shall receive sufficient remuneration to lift him above all anxiety in regard to a com- fortable means of livelihood. I have supported every effort, to secure the Franchise for Women, and there is room for improvement I am of opinion that all privil- eges enjoyed by men in this respect should be extended to women. I shall oppose every attempt to retain Con- scription in this country I am in favour of withdrawing the taxe" on food, and decreasing the burdens of the middle and work'ng classes, and of graduating the taxes in such a manner that each citizen shall pay according to his means. I believe that every nation has the right to determine its own affairs, and T am fully con- vinced that self-government for Wales would result in many advantages to the progress, cul- ture and morals of the nation. T ADIES AND GENTLEMEN,—I respectfully offer my services as your representative in the House ot Commons at the forthcoming Election. I have been a Member of the Executive Council of the Welsh National Liberal Fodera- tion fo: the past twenty-five years, and Hon- orary Treasurer of that body for the last fifteen years. I have also served for over twenty-live years on the Executive Committee of the Eivion Liberal Association, and occupied the positicn of chairman. I have also sat on the Board of Governors of the Welsh National Library, and other Welsh National Institu- tions. Whilst I am thus a convinced Liberal, of pronounoed National sympathies. I am firmly assured that the grave problems with which the country is now faced cannot be dealt with ou party lines. It is vital that the National Unity which has brought victory in the War should be maintained until the foundations of National and International reconstruction have been securely laid. It is essential that the present Coalition Government, with Mr. Lloyd George at its head, should be maintained in offioe, and I undertake, if elected, to give it loyal and un- swerving support not only in prosecuting the War to its final end, and to effect peace on the basis of the terms defined by President Wilson,-and adopted subject to certain modi- fications, by the Allies,—but to deal iinme- diately with the many-sided problems of re- » construction which have now arisen on the lines indicated by Mr. Lloyd George in his letter of November 2nd. to Mr. Law, and in the joint manifesto of Mr. Lloyd George and Mr. Bonar Law to the Electors of Great Britain and Ireland. I believe that the peace settlement must be such as to guarantee the liberty and freedom of all Nations, large and small, and to afford them protection for their peaceful development by the establishment of a league amongst them to prevent, so far as is humanly possible, any recourse to armed force in the adjustment, of Internationai differences in the future. There is the most urgent and imperative need for improving the physical conditions of the people of this country, through better housing, and working conditions and by in- creased wages based upon a higher standard of comfort and living, and a limitation of the hours of labour is essential to the health of the people. Amongst the most pressing of the problems • of reconstruction is that in connection with the demobilisation and re-settlement of our Soldiers and Sailors returning to civil life is the duty of the State to afford them financial assistance in setting them up afresh in busi- ness at home, or if they so wish it, abroad. In this matter their wishes should be ascertained and Schemes formulated for their a^sfrtance. The claims of men and women disabled by ser- vice in the War should be recognised by the State, whose duty it is to bear the burden. No appeal on charitable grounds can be deemed sufficient to relieve the State of its responsibility in this respect. I am convinced that very drastic reforms are necessary to assure in the National interest the prosperous development of the natural re- sources of this country by the organisation on fair, but not unreasonable, terms, of land and watar for the purposes of Transport, Housing. Allotments and Water Power. Tenant Farmers should have security of tenure a;nd protection from disturbance with full compensation for improvements and legis- lative effect should be given to the recommend- ations of the Royal Welsh Land Commission of 1894-6. It is of supreme importance that. the Agricultural production of the country should be promoted by the encouragement of education and research in Agricultural Science, and by measures that will tend to increase the popula- tion engaged on the land. In Industry should be fostered a fuller d of sympathy and community of interests between employers and their workers, and the latter should be afforded extended opportuni- ties for determining the conditions that effect their own lives and labour. The establishment- of Industrial Councils will do much to secure improved relations between employers anr employed.. As a consistent supporter of Women's Suff- rage during the past twenty-five years, I re- joice in their inclusion in the rights of citizen- ship but the restriction as to age in their qualification for the vote must be removed at the earliest moment and all barriers to their admission to the professions should be also re- mi ved. On the question of Temperance Reform, I am prepared to support legislation for the curtail- ment of the manufacture and output of intoxi- cating liquors, and the adoption of the princi- ple of local option, with reasonable compensa- tion to the interests affected; I believe that such action, coupled with better conditions of living and restrictions on excessive hours of labour, will tend to promote the health, vitality and happiness of all classes of the community. I consider it expedient, that the House of Commons should be relieved of its excessive burden of work by the devolution of local business to Wales and Scotland, as well as to Ireland. Mr. Fisher's great Education Act marks an epoch of rich promise for the future, and it only remains to carry the National svstem to its logical completeness by abolishing all tuition fees. There should be no Toll-Gate on the road to knowledge. The intimate experience I have had for many years past with the conditions relating to Slate Quarrying in North Wales, will, I hope, qualify me to further the best interests of this im. portant Industry. I cannot conclude this profession o £ my political faith without a reference to rry in- ability—except in halting accents—to speak my native language. It is a sorrow and a hind- rance for which I can only in part ptone by passionate love fev the land and ins4.it^,t -ns of my fathers, and for the cherished sentiments and aspirations of my fellow countrymen, to whose service I have endeavoured to give ot my best in public life.
