BARMOUTH Visitors.—The Bishop of Worcester and Lady Barbara Yeatmnn-Biggs are at present staying at Osborne House, Marine-terrace, with Mrs Brozier. Motoring. — Mr D E Davies, 6, St Ann's- square, accompanied by Messrs G E Owen, W H Pyemont, and E M Mobley, travelled to Beeston. Nottinghamshire, on Wednesday of last week, to fetch a new up-to-date 35 h p •motor car, buUt by the Humbor Co., which Mr Davies procured for show and trial runs for the benefit of intending purchasers. Whilst on the return journey, they stayed the night at Shrewsbury, and were entertained at a banquet "bich was being given at the George Hotel on the eve of St David's day in honour of the Shropshire Welsh. The banquet was presided over by the Mayor (Mr Tom Corbett), who was supported by several influential gentlemen, including the member for Arvon (Mr William Jones, M.P.) The journey home was an enjoy- able one, the weather being all that could. be desired. The car is much admired by motorists in the district. J-a Main Road.—The work of repairing the main road within the district is now being proceeded with under the supervision of the Urban Coun- cil's surveyor. Scholastic.—One of the pupils of the County School (Miss Hannah Davies, Minffbrdd), has passed the London matriculation examination. Temperance.—Mr D 0 Hughes, Mount Pleasant, presided over the weekly temperance meeting held at Siloam Chapel on Sunday and addresses were delivered by Councillor John Morgan, Ballymacora Mr William Owen, Kimberley House and the President. Off to the Canaries—The Rev Gwynoro Davies, who is now convalescent, accompanied by Dr J 0 Williams, left on Tuesday afternoon for Liverpool and Bailed on the s.s. "Ardiola" on Thureday for a three weeks' visit to the Canary Islands. Concert.—The annual concert in aid of the Park-road C. M, Chapel was held on Thursday evening at the Pavilion and was presided over by Mr Hugh Evans, Penmount. Part was taken in the programme by Miss Egan, Cefn- tnawr; Mrs Edwin Jones, Minydon Misses Winnie Ll and Annie William, Marine House; Mr David Ellis, Cefnmawr IMr Moses Roberts, Central Stores Mr W Jones, Tany- grisiau Barmouth Glee Party under the con- ductorship of Mr D 0 Hughes, and the Park- road Glee Party. The duties of accompanists were efficiently discharged by Mrs Edwin Jones and Miss Rath, Glanydon. County School.—At a meeting of the County School Literary and Debating Society held oa Thursday evening, a paper was read by Mr A J Hewins, Garreglwyd, on What is a pic- ture,?" A hearty vote of thanks was accorded the lecturer on the motion of Mr G Jackson, seconded by Mr Rhys Pugh Lloyd Griffith. Lecture.—On Tuesday evening, under the presidency of the Rev W Glandwr Morgan, a lecture which was much appreciated was delivered at the English Congregational Chapel by the Rev Hugh Ellis, secretary to the Religious Tract Society, on the work of the I Religious Tract Society in China. The General Purposes Committee reported th I the advisability of appointing a practical man I to assist in the woodworking room had been considered and it had been resolved that the Headmaster should see Mr Thomas, the. sicience master, to ascertain whether the 'latter would not consent to give an addition*! hour and forty minutes instruction in the Woodworking room once a week so as to enable the boys of the two lower forms to receive instruction in woodwork once a week and not once a fortnight as at present. Mr Lewis Lewis reported that a Committee had met Mr Thomas and he had consented to give the additional instruction until July and if in the TReanwhile he found that he had not sufficient time to continue the extra weeks, he woul i give notice to that eff et to "the Governors. The Committee had decided to give Mr Thomas f4 for the extra work up to July.— Air Hugh Evans remarked that Mr Thomas was an excellent man. He had visited the workshop lately and at times was surprised as to the ability of Mr Thomas.—The Chair man read a letter from Mr Thomas saying that he had attended classes in Sweden and had fully qualified himself to the satisfaction of the Board of Education to give instruction in woodwork. His certificates were the most valuable that can be obtained. The Governors expraseed themselves perfectly satisfied witn I the work that Mr Thomas was doing and with his qualifications.—Mr John Morgan explained that the Committee had not for a moment doubted the abilities of Mr Thomas, nor his efficency. Financial.—The Finance Committee reported a balance in hand on the maintenance account of £161 16s. 6d. A letter was read from the managers of North and South Wales Bank reminding the Governors that 'he time allowed them to make arrangements with regard to building account had lapsed and would be glad to know what arrangement they proposed to inake.—The Clerk said the Governors hoped to be in a position to reduce the overdraft by £100 before the end of the year. Appointment.—Miss Gittirgs, Newtown, Wrote accepting the appointment as assistant mistress at a salary of £100 per annum. Grants.—The Clerk reported that the school had earned a grant from the Central Welsh Board of £150 and that the Board of Educ- ation allowed a grant of JE14 in respect of two pupil teachers.

COUNTY COUNCIL CONTESTS. ——— SOUTH CARNARVONSHIRE. The Conservatives won a number of seats in Carnarvonshire, but the Liberals still retain r; substantial majority. The losses were practi- cally confined to the northern part of the county. Lleyn and Eifionydd remained true ta Liberalism except in two cases. Those wure Abersoch and Llanbedrog, but the letter seat was won by an Independent. The Abereoc loss has been made up by the defeat of the Conservative sitting member at Llanaelhaiarn. PORTMADOC. At Portmadoc it was generally expected that Mr Purnell, the Conservative candidate, woul 1 be well beaten, but the largeness of the majoritv i-xceeded the most sanguine expectations. That there was a strong Liberal tide was shown b: the marked preference for Liberal carriages. Patrons for the Tory conveyances were at a discount, even the motor car failing to draw The total poll was 363, which having regard to much illness was not far short of the possible. The returning officer (Mr Thomas Jones) an- nounced the result in about half-an-hour after the close of the poll. It was as follows Mr J Jones Morris, 288 (Lib. Bittingjmember). Mr R J Purnell 71 Liberal majority 217 There were four spoilt votes. Mr Jone* Morris afterward spoke from the window of the Liberal Club. LLANYSTUMDWY. The contest which was generally regarded as the most interesting in the county was that ar LlaDystumdwy. Neither party was ready to prophecy success, being agreed that it would be a stiff fight. Twelve years ago, when Sir Hugh beat Mr George by eight votes, there was a lack of carriages with the Liberal party, but there was no need for complaint this time, the conveyances including the motor car of Mr Osmond Williams, M.P, Practically all avail- able voters were brought to the polling booth. Mr W Morris Jones, Portmadoc. the returning officer, announced the result as follows Mr William George (L.) 277 Sir H J Ellis Nanney (0.) 198 Liberal maioritv 79 The seat was formerly held by Mr W Prit- chard (Liberal). CORWEN Church Defence League.—A meeting of the Church Defence League was held at the Assembly Rooms on Tuesday evening, which was well attended. Speeches were delivered by Mr E 0 V Lloyd, Rhagatb, chairman ex- Alderman Phillips, London and the Rev T D James in Welsh. Football.—Corwen played Ruabon at Rua. bon on Saturday last. The home team won by four goals to one.The, team which will represent Corwen in the Wrexham and Dis- trict League Match, on Dee Park, on Satur- day next, against Johnstown Amateurs, is as follows :-Goal: R E Jones backs J Thomas and D Evans half backs L E Rees, H Jones and S Davies; forwards: T Hughes, J H Lloyd, J E Edwards, R Thomas and E E Peake. Meetings. On Wcdnesdav the Noncon- formist ladies of Edeyrnon held their annual thanksgiving meetings at the Baptist and Methodist chapels. The meetings took the form of prayer meetings, and were very well attended. The evening prayer meeting, which was held at the C. M. chapel, was open to both sexes and was also well attended. PARISH COUNCIL, Friday, March 1st.— Present: Mr Thos. Jones (chairman), Messrs H Jones, D Davies, John Jones (Carrog), Lloyd John, Sam Jones, John Williams, T Griffiths, J Davies Hughes. and Mr Salisbury Roberts. Miscellaneous. — A vote ot thanks was passed to Mr John Francis of Wrexham who had written offering a present of books.—A letter was read from the Clerk of Llansant- ffraid Council about a bridge over a stream under Vedw, which was in a bad state, and asking the Corwen Council to appoint a depu- tation to meet a deputation of their Counci' with a view of repairing it, both Councils shire the cost. Messrs Amos Williams and David Davies were appoirted. A Serious Complaint.—Mr Thomas Jones, chairman, said that previous to the meeting that night he had called upon Miss Evans, the assistant overseer, who told him that she had over X4,00 of the rates out, the amount being larger than ever.—Mr John Williams said that he owed some rates and he would pay as soon as possible. The Chairman: I am glad that the Parish Council has done something towards getting the rates in. Roads Committee.—The Roads Committee deputation stated that they had appeared be- fore the District Council regarding the road past Brongraig and the one past the Union, but they had not had an official reply yet. They were given a good hearing.—A member asked the Clerk if he had heard anything with regard to the mountain paths.—The Clerk stated that he had read a letter from Mr Wynn's agent at the last meeting refus- ing to open the mountain paths. He had not heard from Mr Foulkes Jones, but he ex- pected to hear before the next meeting. A Dangerous Place.—Mr David Davies said his attention had been called to a dangerous place on the Penybryn-road, where children were liable to fall over into the Crown-yard near Gwalia Cottages. There was no fence.- Mr John Williams said he owned that pro- perty. There was a bit of a dispute about the place between him and Mr David Jones of the Crown. He would put some kind of a fence there if wanted, but he would see first.

A petition having been received in re- ference to a proposed wooden structure at Bowydd-view, consideration of the petition was deferred. A Boat. It \v:*s announced that the Angling Association were ready to provide a boat on Morwynion Lake subject to the Coun- cil making a suita.ble shelter. Steps with a viov to acceptance of the offer were taken. Scavenging. It was agreed to invite tenders for scavenging work for the ensuing year. Instructions to request the proper provision of receptacles at eighty-three houses reported by t-he Inspector were given. It was also passed that scaven- ging should be performed at least once a week in future. Llvn Tafarn Trio. The Surveyor was asked to inquire into a reported overflow into the road from this place. Proposed Sewer. On the recommendation of the Health Committee, it was agreed not to pro- ceed with the sewer at Penlan until the owners had acquired land for sanitary conveniences- A Complaint. The Surveyor was directed to report in*reference to a complaint about the oil factory cf Messrs M. Evan.s and Co. Dilapidated House. Notice to safeguard a reported dan- gerous house at Cliurch-street was or- dered to be served. Pantllw\\l Property. The Health Committpe recommen ded that Mr W. LI. Roberts be notified of the intention to take legal proceedings for the due performance of sanitary work at this property.—This was agreed to. No Quorum. Mr C. Roberts took exception to the passing of the Libraries Committee's re- port inasmuch as there were but five members present and the quorum was seven.—Mr Powell, the chairman, said this was the first meeting for three months. There was nothing important in the report and the Committee had a doped reports Hinder like circumstances Before.-—ilr C. Roberts said that was no reason why they should be irregular again.—The report was adopted. A Question of Attendance. Mr Owen Jones asked if those members reported as present at the Finance Com- mittee were actually present?—Mr Powell said he was not present at the Committee, but he was at the Council Chamber in his capacity of scrutineer some time before.—The Chairman: Do you expect to be recorded as present?— Mr Powell You may do as you like. (Laughter.) The Clerk said Mr Powell was in the room when he started taking down the names of those present.- Mr. J. Lloyd Jones, senior, said Mr W. Evans waited until there was a quorum before leaving, but Mr Powell had gone sometime before.—Mr Powell's name was deleted. The Libraries. It was announced that 3,746 books had been issued from the Central Library during the past three months and 137 at LIan branch, an increase of 144 in the former, and of seven in the latter. A vote of thanks to several donors of books was passed. New Compensation Act. It was agreed to ask for tenders for the insurance of the Council s workmen tinder the new Act. Health of the District. The Medical Officer's report for Janu- ary showed twenty-six births, twenty- two deaths and a dea.th rate of 22-6. Dr Jones said the infant mortality was ab- normally high. Two died from prema- ture birth, two from false croup, and four from either gastritis, malnutrition, suffocation, or capillary bronchitis. One death was due to whooping cough. He was glad to say that this epidemic had now practically spent itself.—In answer to Mr Richard Jones, Dr Jones said some of the infants had died from disea- ses classified as preventibie and he was glad Mr Richard Jones had raised the point.— The Inspector reported the noti- fication during the month or four cases of diphtheria, one scarlet fever, two erysipelas, and one croups. The latter proved fatal. January Rainfall. The Surveyor reported it was 6.64 inches, a decrease of 5.7 inches on the preceding January. The depth of water in the La.ke. viz., ten feet six inches, was only three inches less. Llan Water Improvement. The Surveyor estimated that this im- provement would cost R280. He sug- gested that inquiry should be made whether the Great Western Railway Company was liable for the cost of repair of m-ains through the Station Yard which was an important item. The Clerk was asjked to inquire. LIan as a Holiday Resort. A committee reported having declined for the present to put an advertisement of Festiniog in a tourist guide.—Mr Richard Roberts, who was informed that tho cost would be two guineas, was asked whether he moved an a.mendment. On his replying "X 0," Mr Evan Jones re- marked "Election cry," (Laughter.) Mr Owen Jones thought it was time for IIan to do something for itself. The Council bad taken one bbrden off its shoulders.. Did it expect the Council to take up all its burdens? The in- habitants oliglit to seriously move in the direction of I JAan to the front nga holiday, resort and in other direc- tions. -Mr Rvan Jones said a strong xwmitiee had been appointed to do something before the siiinnier.The A, Chairman agreed that Llan was not do- ing what it could do.—Mr John Hughes said as a fact Llan did take up burdens independently of the Council, but Blaenau did nothing apart. It relied entirely on the rates.—Mr Owen Jones: What have you ever done at Llan?—Mr Hughes replied that they had provided piubliic seats, also wire fences in perilous [A'aces of interest in the locality. Financial. The Clerk reported that £1,071 had been collected in rates, rentals, etc., during the month and that the arrears totalled £ 1,078. There was a balance in the Bank of L903 to meet JB885 in ac- counts due that day. (Hear, hear.) He then detailed the expenditure of the past financial year and amid applause an- nounced that the Council had kept over £100 within the estimates. Mr W. Owen drew attention to the ar- rears in water rents which were much more pironounced than last year.—The CTerk agreed that the water arrears were worse than ever before.—Mr 0. Roberts protested against certain statements, which lie said were inaccurate, made by a candidate for a seat on the Council in reference to arrears in rates by some of the quarries. Having stated that there was only L800 due from the quarries a month ago and that all excepting two small quarries had now paid, Ir. Rob- erts said quarries ought to be allowed the same privilege as ordinary ratepay- ers. The finanical year did not end until March 25th.—Mr J. Hughes: Have ratepayers the right to delay; payment Until March 25th?—Mr W. Owen: Pay- ment is due immediately the demand note is served.—Mr Hugh Lloyd pro- posed that the Committee appointed to revise the system governing the levy of water rentals should be convened forthwith and this was agreed to. In Disrepair. A petition about the condition of the road from Talybont to Tanybwlch was referred to the Roads Committee. For the New Council. An invitation to join the Urban Dis- trict Councils' Association was, on the proposition of Mr C. Roberts, referred to the new Council. Proposed Rifle Club. The C ierlc said Captain Drage, Cric- cieth, assistant secretary tor North Wales to the Miniature Rifle Ciubs As- sociation, had asked for the use of the Town Ha!i for the purpose of holding a public meeting with the object of estab- lishing a rifle club in Blaenau, and also expressed the hope that the Chairman of the Council could see his way to preside at the meeting.—Mr Cadwaiadr Roberts proposed that permission should be given. —Mr J. Hughes, having regard to the difference ot opinion on this question, thought the Council should refuse the application and proposed this.—The vice-Charman seconded.—Mr J. Lloyd Jones, senior, seconding Mr Roberts, said it was necessary to have somebody to defend the country. The Clerk said the Miniature Rifle Club movement was a purely national movement.—Mr Will. Owen said Captain Drage had not men- tioned the matter to him, but he might say that the movement had nothing to do with the volunteer movement. The Board of Mlucation had al'owed the use of the rifle to be included in the syilalws of certain schools and it was possible that this would became general. Clubs such as advocated by Captain Drage had al- ready been formed at Portmadoc and Criccieth.—Mr Hugh L'oyd thought the Hall should be let on payment. The 'III Quarrymen's Union, which was a more reserving organisation had to pay.-Mr. J. Hfughes: The object of the meeting is to form a club, the members of which are to be trained in the use of weapons to kill each other. (Laughter.) Those who believed in peace, he added, should refuse their support to all movements of this kind. He was glad to think that efforts to promote volunteer corps in the dis- trict had failed. He must say he was surprised to find this proposal being sup- ported by one who used to be so evan- gelioal. (Laughter.)—Mr. O. Roberts: I did not know before that Mr. Hughes was here as the representative of the churches. I am here as the representa- tive of the ratepayers generally.—The Clerk then explained that the meeting was to be convened to discuss the advis- ability of forming a. club. Giving the use of the hall did not necessarily mean endorsing the movement. He had no doubt that the promoters or the meeting would be glad to have the views of Mr. Hughes and the Vic-Chairman on the question. The interpretation put; if the Council refused leave to ventilate the I subject, would be that they were narrow- minded.—Mr. W. Owen said the Hall was given free twice during the war and he incidentally remarked that the district subscribed JB450 to charitable work in con- nection with the war.—Mr. Hugh Lloyd said u ii fort unatelys it was necessary to have persons trained in the use of fire- arms. but he did not see the force of giv- ing the Hall free when more deserving causes had been refused.—On a division, Mr. C. Roberts's proposition was carried by thirteen votes to six. At Last. The Clerk said the long-expected letter from the Local Government Board in re- ference to the amended sewerage scheme for the central part of the district had been received on the previous day. They would remember that he a.sked Mr. Wil- liams. the vice-chairman, at the last meeting not to go on with a motion to bring pressure on the Board. He made the request because of negotiations then pending which he felt sure would have the desired effect. The Board now wrote stating that they had decided to accpet ( the scheme on the understanding that it was to be regarded as to a great extent experimental and that the Council would be prepared to carry out further works in the fiiture should this be found neces- sary. Formal sanction would be sent on copy of a resolution requesting sanc- tion being received from the Council. The Board also asked for the amended plans. He did not understand the latter request, for the plans had been sent many months ago.—It was stated that the amount asked for was £ 7,498.—Mr Owen Jones: Will that be enotugh?—The Clerk: I am afraid not. He added that there were certain comparatively small items found necessary since the original application was made which lie should have liked in- eluding, but fearing that this might mean more delay, he had refrained from doing so. Delay for a few more months would complicate the Council's financial positon.—It was agreed to apply for sanc- tion to the £ 7,498, and to open negotia- tions with the Puh'ic Works Loan Board for the loan forthwith.
