LADIES AND GENTLEMEN, I have much pleasure in responding to the invitation of a large number of Ratepayers, representing all classes, to offer myself as a Candidate for this Division at the forthcomicg Election. I need hardly remind yon of my attachment to my native Town of Machynlleth and its neighbourhood, or of the keen interest I take in the development of all local resources, aud iu everything that tends to the prosperity of our Town. Aa a. ratepayer and an owner of property in this district, I, naturally, have a considerable interest, and am deeply concerned, in the administration of the funds at the disposal of the County Council, and, more especially, on behalf of those upon whom the burden of the rates presses with exceptional severity, and, if returned as your representative, 1 would endeavour, to the utmost of my ability, to protect the ratepayers against any unnecessary expenditure of the County finances, and would do all in my power, consistent with efficiency, to keep the ever increasing rates within the strictest bounds. Those of you who have studied the finances of the County will appreciate, with much concern, the continued increase in the cost of maintaining our Main Roads and how necessary it is to give this Spending Department the closest attention with the view of reducing the I heavy expenditure which the ratepayers are called upon to bear. I would readily support any movement to obtain from the Imperial Exchtqu: r a substantial contribution towards the extra costs of maintenance caused by Motor and other heavy through traffic." Another question which is likely to engage the attention of the Council is the proposed extension of Bicton Asylum. In this respect, I should be in favour of utilizing oar present Workhouses to meet the requirements that may be necessary to afford suitable accommodation therein for harmless imbeciles, and thus d s- psnsi with the enormous cost that would be entailed by the proposed extension of the Asylum referred to. Whatever scheme may eventually be agreed upon, I should be pre- pared to support the one which would prove the least costly to the ratepayers. With regard to the question of Education, any movement in favour of promoting both Elementary and Secondary Education, as far as the requirements of the County demand, would rtceive my hearty support. Should there be any other questions which might affect the iaterett.s of the County, and this District in particular, it would be my utmost endeavour to give them my beat atten- tion and support.
