RUSSIA AND CIRCASSIA. The Journal de St. Petersburg of the 24th ult., contains the following- The Emperor has received from the Comman- dant-in-Chief of the Army of Caucasus the following report, dated from the fort of Atchkboi, the 27th October:—Yester- day we were in march to arrive at this place, with an escort composed of a detachment of the regiment of chasseurs bearing my name; a body of Cossacks, the native militia, and a number of the Tchetchenes who had submitted accompanied us. The hereditary Grand Duke was, as usual, with the advanced guard. Between Boschnia and Waleryk, his Im- perial Highness remarked a party of the enemy coinilig from the Black Mountains, and directing their course across the chain of our videttes. Ths Grand Duke dashed forward to meet them with a party of the cavalry and the native troops, and approached them so closely, that he was Ili-i-d at by some of the Tchetchenes, who immediately galloped off. They were, however, pursued by the cavalry of the advanced guard, whilst another detachment made a movement to cut oil their tetreat. The chief ot the enemy's party was killed close to the Grand Duke. He is said to be the standard bearer of the Naib Sadaulla, and his arms were presented as trophies to his Imperial Highness. I confess 1 did not witness without alarm the rapidity and boldness with which the Grand Duke dashed forward towaids the enemy, and the more so, as, being mounted on an excellent horse, he outstripped all the rest of the detachment. This perfectly unforeseen incident signalised the determination of the visit of his Imperial High- ness to the Caucasus. I dare hope. Sire, that the impression produced by this brilliant action of your august son, will be agreeable to you, and that your Majesty will deign to gratify all the army of Caucasus by decorating the valiant breast of the Grand Duke with the insignia of the brave. This favour will be just. I entreat your Majesty to grant me this request. The cross of St. Geoige of the Fourth Class, a worthy recoin pellse of the valour ot the Hereditary Grand Duke, will he considered by all the troops as the must valuable reward granted to the army of the ICaucasns.- The Emperor, in ac- cordance with the proposition of the commandant of the army of the Caucasus, has sent to the Hereditary Grand Duke the Cross of St George of the Fourth Class, which Colonel Pat- kull, his aide-de-camp, was charged to deliver to him."

Victor Lefranc for the amendment of the electoral law. The Bill for the establishment of baths and wash-houses for the poor, was passed un Saturday by a majority of :54;') to 273. The Monitenr publishes the law recently passed by the As- sembly, by which the public are to be allowed the use of the State telegraphs throughout France, !or the purpose of send- ing private communications. The lalV comes into operation oil the 1st of March, 1S51. The trial of the Abbe Gothland and of Madame Du Sablon, for the alleged murder of the aged domestic of the male prisoner, has been brought to a conclusion. After a protrac- ted investigation, continued during many successive days, the jury returned a verdict of Guilty, with extenuating circum- stances," against the abbe, and acquitted the female of any participation in the oflence. The convieied party was then sentenced to expi ite the enormous atrocity of which he had been convicted, by hard labour in the galleys for life. Madame Du Sablon is acquitted. A London contemporary, speaking of the administration of justice in France, and especially in this case, remarks :—The sole object of the presiding judge seems to be the conviction of the prisoner by any means, per ant ve/as. In place of holding the scales of justice with an even hand, and accurately weighing the various circumstances for and against, favour- able and unfavourable, and giving the accused the benefit of any reasonable doubt, he is made to act the part of the most strenuous and enthusiastic advocate for the prosecution. His words and opinions, therefore, do not possess that weight and influence that would otherwise attach to them. Unseemly theatrical tableaux are got up for the purpose of interesting the juries in favour of the accused, and counteracting the judge's charge whole families accompany the prisoner to the tribunal, as if the innocent were Oil trial along with the guilty, that the sympathy e-;cited in favour of the one may be extended to the other, while advocates, forgetting their true character and position, fliii4 themselves into the arms 01 their clients, embracing and caressing the most atrocious criminals, and address them in terms of the most ridiculous and almost blasphemous adulation.

Accounts from Rome of the 30th ult. state that Lord Palmerston had addressed a sharpe remonstrance to the Papal Court, on account of the unjustifiable manner ill which Mr. Hely, a British subject, had been expelled from Home. The only cause of complaint alleged against Mr. Hely was, that he was the brother in law of Dr. Achilli. It is said that the Pope personally was opposed to the re- cent establishment of the English hierarchy, and that lie now lcgrets having given way to the instances of the Propaganda fide." The Anti-Popery demonstrations in Lngland have produced so much alarm in the College of Cardinals, that they now are exceedingly anxious to settle their differences with Piedmont. By a Royal decree of the 2:;1'd ult., the Provincial and Divisional Councils of the kingdom of Sardinia arc convoked respectively for the 1st -and 20th of January next, for the for- mation of the budget of 1851. The 'L'usclm Monitore publishes a Ministerial decree, dated Florance, 27th ult informing the public that the bonds of the Tuscan loan, which were to be reimbursed on or alter the 31st inst. only, will be immediately paid by the Tuscan Government, in order that so large a sum may not lie iiiacti,e without necessity. Accounts have been received from Berlin to the 6lli, from Vienna to the 4th, and from Frankfort to the 6th. The Olmutz arrangement entered into between Sehwarzen- berg and Manteuffcl has dissatisfied all parties the Constitu- tionalists of Prussia and of Hesse contend, and with reason, that Manteuffcl has been wanting in his duty to the honour of his country, in sacrificing the Constitutionalists of Hesse to the exigencies of Austria; the Elector of IJesse complains that he is not permitted to arrange matters with his subjects, but that instead he and they are ruined by having a large Prussian and Austrian force to maintain. The Absolutists of Austria are dissatisfied with the concessions made by Schwar- zenburg on the Federal Diet, and all are dissatisfied with the arrangement come to with regard to the Duchies, which leaves the question of the connexion with Denmark to be settled at the death of the present King of Denmark. The Prussian Staats dnzieger of the 5th publishes the Royal ordinance, whereby the King, by virtue of Art. /i2 of the Con- stitutional Code, prorogues both Chambers until the ord of January next.

SWITZERLAND. A letter from Berne of the 3rd says The Bill relating to mixed marriages has just been voted in the National Coun- cil. According to the measure, as originally presented, the children were always to follow the religion of the father but by the Bill as amended, and now adopted, the father is to decide in which religion the child is to be brought up. The law in its amended form is to be shortly promulgated."

TURKEY. A letter from Constantinople of the 20th ult., says Di-. Spitzel, an Austrian physician, who for the last six or seven years has filled the office of medical adviser to the Sultan, has just been sent away from the palace, with orders at once to quit Constantinople. He took his departure on Saturday by the Trieste steamer. The cause ol this sudden dismissal is not known."

Distuessing AND MrsTErtious Suicidf AT Bath.—-A suicide of a most distressing and determined character took place in this city, on Monday morning by a young man, who gave his name Thomas Ware, at the Devonshire Arms. Having dined and taken tea with the family, he went to bed at eleven, desiring to be called about nine o'clock next morning, as he wished to leave for Bristol. The landlady, however, on going up stairs at that time, and having shook the door, and called out several times to the deceased without getting any reply, had the door burst open, when on entering the room, she found liini dead, lying flat on his back, his head under a table, his right hand near his neckerchief, and his left hand placed on his left breast, covering a wound which was after- wards found to have been made by a bullet which had passed through his heart. The room was covered with blood, and a duelling pistol was found near the unfortunate man's left hand, also covered with blood. Two soldiers who had slept in the next room-only a few feet apart from the deceased, declare they never heard any report of a pistol or other sound to arouse their suspicions. The deceased appeared in excellent spirits throughout the previous day, and gave his address as Mr. T. Ware, 33, Stokes Crolt, Bristol, observing that he was in partnership with All-. Davis, watchmaker, Bristol. In the course of conversation, he said that he had made All appointment to attend a ball in this city on Mon- day. Ilewaswell dressed, and appeared about 2ti years of age. A collisioo occurred on the London and North western Rail- way last Friday evening, under cirrumstaeces that deserve espec- ial notice. The train due at Eustou-s<juare ;<t aquarier to nine M., reached the Harrow side of the primrose Hill Tunnul, when tome fog signals exploded, and the train stopped close to the signal but there. Ou this spot it stood for a very consider- able time, but was at length moved some short distance wiihin the tunnel, and then stopped. Two faster trains were rapidly becoming due, and the condition of the passeugers became ffinre and more perilous. Still the train remained stationary for a period that seemed hours, which in fact was, it is stated, fully filty minutes, when the expected shock came, the following train entering the ttinnel and running into (he carriages that seemed to have been waitiug theie for destruction. The collision was so severe, that the last cairiage in the still traity was broken in all directions.
