News has sen received here, which is believed to be authentic, that a treaty has been concluded between the King of Samoa AND the German Consul there, whereby Germany secures three seats in the Council of the kingdom. The effect of tnis concession will be to largely increase German in- fluence in the islands. BERLIN, SATURDAY.
