GENTLEMEN,— THE unanimity of my selection, as manifested at the Meeting of the Swansea Liberal Association to-night, justifies me in issuing my I address and offering myself as a Candidate for the Parliamentary representation of your Division, which has, I deeply regret, beoome vacant by the death of Mr. L. L. Dillwyn. My politioal views are well known to most of yon—they are democra.tic-progressive-radical. I am convinced that it is only by the calm and thoughtful working out of such views that the future contentment, happiness and prosperity of the people can be assured. A broad and generous measure of Home Rule for Ireland and the Disestablishment and Disen- dowment of the Church in Wales, I place in the front rank of my programme. On the questions of Land and Taxation I feel strongly that reforms of the highest import- ance must be made-and promptly made. The Newcastle Programme I adopt in its entirety. My views on Labour Questions will, I feel- sure, be acceptable to the friends of Labour, and on Temperance questions to the friends of Tem- perance but as on these and other subjects I shall again address you fully, I refrain from now enlarging on them. Twenty-five years of active life in your midst, associated with you in the varied business, social, and political walks of life, enable me to claim to be one of yourselves,—my interests and my sympathies are also here, and if I am elected as your Representative, I think it will be found that the experience of public work which I have gained as Mayor of the town, and in connection with the Council, Harbour Trust, Chamber of Commerce, and other public bodies, cannot fail to be very useful in your Division, and especially go in a Parliament which unquestionably requires to have added to it a larger proportion than hitherto of active, experienced business men. GENTLEMEN,— THE sad death of my uncle, Mr. Dillwyn, has deprived Swansea of your old member, long and jastly esteemed by all who knew him. In answer to a widely spread request, I beg to place my services at your disposal. The immediate question before the Electors is that of the future Government .of Ireland. If you elect me as your Representative, I will support a Measure for giving LOCAL GOVERNMENT to the Irish people similar to that which we ourselves enjoy but I will oppose any attempt at legisla- tion likely to endanger the maintenance of the Union of Great Britain and Ireland, or to impair the supremacy of our Imperial Parliament. The Protestants of Ireland—Episcopalians, Presbyterians, Methodists and Baptists—sup- ported by many intelligent and influential Roman Catholics, declare that they will not consent to transfer their allegiance to an Irish Parliament; that their interests and liberties would only be secure in the keeping of the Imperial Parliament, and that they have no grievance which that Parliament does not show itself able and willing to remedy. They therefore claim the aid of their brethren in England and Wales to resist any attempt to imperil the unity of the Empire. During the past six years of Unionist Govern- ment much has been done to make Ireland happier, more peaceable and prosperous, by a firm and just administration of the law. The Foreign Policy of the Unionist Government has secured for us peace abroad and prosperity at home. It is needless, therefore, to say that I will be an ardent supporter of a continuance of such policy. At home, among other Acts, the Local Govern- ment Act, and the completion of the Educational System by Free Education, the Welsh Inter- mediate Education and Technical Instruction Acts testify to the good work the Government has done and I would continue the policy of the Local Government Act by establishing DISTRICT COUNCILS. I will support any practical measures to im- prove the social condition of the people, and am anxious to see established a Board of Conciliation between Employers and Employed, as a means of preventing Strikes; and I desire to still further improve the Employers Liability Act. I point to many Acts relating to the working classes passed by the Unionist Government, and will most strongly support any measure for the provision for working men in old age and in case of accident unless some such scheme be undertaken by the Friendly Societies. Any measure which would REFORM THE POOR. LAWS by avoiding the necessity of treating the deserving poor as ordinary paupers, will command my hearty Mtp- port and approval. I am prepared to support a Bill for the acquisi- tion on easy terms by working men of their own houses. I am also strongly in favour of the Enfranchisement of Leaseholders. I have every sympathy with Colliers, Railway Servants, and others whose work may be heavy and responsible, and whose hours of labour are excessive but I hesitate to interfere with the liberty of any man by legislative enactment, and I think the matter is one which may safely be I dealt with by working men themselves through their various Trades Unions. As a Swansea man, I am deeply interested in the progress of the Town and Port, and I will strongly support any scheme for extending our trade by providing increased facilities by rail or water. If you honour me by returning me at the ensuing election as your Representative in Parliament, I pledge myself to do all in my power to protect and further your interests loyally and faithfully. It is as a Conservative that I come before you a follower of Lord Salisbury-that Statesman who in former years aided Lord Beaconsfield to give us Peace with Honour, and of whom it may now be truly said that he has given us Peace, Honour, and Prosperity. Under his guidance, and with the powerful aid of the Liberal Unionists, the power and the prestige of England have been nobly maintained without bluster on the one hand, or undue concession on the other, and the position of our country, grievously im- perilled at one time, now stands high as ever amongst the Nations of Europe. As to prosperity, facts and figures speak for themselves. There have been during four years a great improvement in Trade, a reduction of Taxation, a diminution of the National Debt, a decrease of Pauperism, and an increase in the Savings Bank deposits which distinctly points towards improvement in the condition of the Working-classes. The present Government have been unceasing in their efforts to benefit the Working-classes by thoughtful legislation, and special reference may be made to the Mines Act, the Allotments Act, the Housing of the Working-classes Act, the Local Government Act, the Free Education and the Small Holdings Act. Others there are second only to these, and it may fairly be asked whether any previous record of beneficent legislation can compare with the crowded Statute Book of the last six years. If Lord Salisbury remains in power, this great work will be continued. As you will naturally require to know my views on some questions of importance, I will briefly state them. I am utterly opposed to Home Rule in any form. Except with regard to Miners, I am opposed to the Eight Hours' Bill, which I think will be found most irksome and oppressive by the Working- classes themselves. At the same time, I am very greatly in favour of any measures by which ex- eessive hours of labour can be prevented." I am opposed to the Disestablishment of the CUurclx in Wales, which, I believe, m&y now work in harmony with the great Nonconformist Churches, for which I entertain the highest respect. I am not in favour of Local Option, but of diminution of Licensed Houses with compensa- tion. While not opposed to the Enfranchisement of Leaseholds, with proper, just, and equitable safeguards, it should, I think, be remembered that there are great practical difficulties con- nected with it. I am greatly in favour of the creation of District Councils as part of a general extension of Local Self-governuieat. A Welshman myself, I greatly covet thehononr oi representing a Welsh Constituency.
