NOTICE IS HEREBY GIVEN that the following Bye-laws under the provisions of the above Acts have been framed and approved by the Committee of the Western Sea Fisheries District at a meeting of the said Committee held this Nineteenth Day of March. 1895, and that it is the intention of the said Committee to apply to the Board of Trade for confirmation of such Bye-laws. BYE-LAWS: I.-The following Bye laws shall, unless otherwise specified, applytothe wholearea of the WESTERN SEA FISHERIES DISTRICT, except in the cases to which the provisions of the 13th Section of "The Sea Fisheries Regulation Act, 1888," apply. 2.-No artifice or device shall be used so as practically to diminish the size of the mesh of any net. 3.-No person shall use any seine, draft, drift, or stake net for taking mackerel or herring, having a mesh through which a square gauge of one inch measured across each side of the square, or four inches measured round the four sides, will not Dass without pressure when the net is wet. A 4.—No person shall use any seine, draft, or drift net for taking spailing having a mesh through which a square gauge of three quarters of an inch ecL measured across each side of the square, or three inches measured round the four sides, will not pass without pressure when the net is wet. 5.-No person shall use any seine, draft, or drift net for taking garfish, sea Needles, or greenbacks havinq a mesh through which a square gauge of half an inch measured across each side of the square or two inches measured round the four sides trill not pass without lwessure when the net is wet. B.No person shall use any drift net having a depth of more than two hundred meshes. 7.—No person shall'use any net for taking shrimps or prawns having a mesh through which a square gauge of three-eighths of an inch measured across each side of the square, or one and a half inches measured round the four sides, will not pass with- out pressure when the net is wet. 8.—No person shall, except as hereinbefore provided. use, in fishing for sea fish, any net having a mesh through which a square gauge of one iuch and a half measured across each side of the square, or six inches measured round the four sides will not pass without pressure when the net is wet. 9.—No person shall use any net for taking sparling between the first day of May and the thirty-first day of October, both inclusive, in any year. 10.—No person shall use any trawl, shank, bow, hand or hose net having a less circumference than one hundred meshes. 11.—No person shall use any trawl net for taking shrimps or prawns having a less circumference than one hundred and sixty meshes. 12.No person shall use Any trawl net having a beam of greater length than 45 feet between the trawl heads or irons. 13.-No person shall use in fishing for sea fish from any vessel propelled otherwise than by sails or oars any method or instrument of fishing except hooks and lines. 14.—No person shall use any stake net for fishing for sea fish except in accordance with the following regulations (a) —The site of the net shall be marked by poles, perches, or buoys, visible above the sur- face at high water of spring tides, and such poles, perches or buoys shall be maintained so long as the stakes of the net continue in position. (b).-No portion of the net shall be nearer the centre of any stream or channel than the edge of such stream or channel at low water of a tide the high water line of which stands sixteen feet above the level of the Bill ol the old dock at Liverpool. (c). -No portion of the net shall be nearer than fifty yards to any portion of another stake net. 15.—No person shall fish for cockles except by hand or with a rake not exceeding twelve inches in width, and having teeth not less than three quartets of an inch apart. 16.No person shall remove from the Fishery or have in his possession any cockle which will pass through a square aperture measuring seven-eighths of an inch on each side of the square, or three and a half inches meamred, round the sides. 17.—No person shall fish for mussels except- (a). -_By hand. (b).-With a rake not exceeding three feet in width, and used only from a boat and when the mussel bed is covered with at least jour feet of water. 18.—No person shall take mussels during the months of May, June, July, aud August in any year, and in that portion of the Sea Fisheries District which lies between a line drawn true West from the Tower of Llanaber Parish Church, on the North, and a line drawn true West from Sam Cynfelin, on the South, no person shall take mussels during the months of March, April, May, June, July, August, September, and October in any year; Provided always that any person holding a written authority in that behalf, signed by the Clerk of the Committee, may, during the month of May, subject to any conditions contained in the authority, remove mussels from one part of the Western Sea Fisheries District to another part thereof for stocking or breeding purposes. Provided also that mussels to be ueed for bait may be taken by hand only from places first approved by a Fishery Officer at any time of the year. 19.-In that part of the District which lies between Carnarvon Bar and fflios Fynach no person shaU remove from the Fishery or have in his possessing any mussel less than two inches in length and in the remaining part of the Dictrict no person shall remove from the Fishery or have in his possession any mussel less than two and a half inches in length. 20.—No person shall use any dredge or other instru- ment for the taking of oysters from any part of the District under the control of the Committee before the 1st January, 1896. 21.-No person shall remove from the Fishery or have in his possession any oyster which will pass through a circular ring of two and a half inches in diameter, measured on the inside thereof. 22.-All oysters or mussels, the removal or possession of which is hereby prohibited, accidentally or unintentionally raised, must be re-deposited forthwith in the bed or the place from which the same were removed, or in such other place or places as a Fishery Officer may from time to time direct. All mussels and oysters shall be picked, sorted, and cleaned before being landed. 23.-No person shall leave the cockles, which have passed through the riddle, in heaps, but shall spread them over the cockle bed. 24.-No Person shall remove from the Fishery or have in his possession a berried lobster or a berried edible crab. 25.-No person shall remove from the Fishery or have in his possession any lobster or edible crab under the fol- lowing tim:- Lobster: Nine inches in length, measured from the end of the beak to the tip of the tail when laid out as jtat as possible. Edible Crab Five inches in width, measured across the widest part of the back. 26.- AVO person shall use any method or instrument oj fishing for sea fish other than the following (a)-.4 method or instrument specified in these bye-laws. (b)-A line and hook or hooks; no hook to be less than half an inch between the shank and the barb or point.
