NEWS is to hand from Suakim to the effect that Osman Digna is encamped with 1,000 men near Tamanib, preparing for battle against friendly tribes. It is added that the natives at Suakim are greatly dissatisfied because of the departure of the British troops. AN influential conference and meeting of Welshmen was held on Tuesday evening, in the Memorial Hall, London, under the presidency of Mr. John Roberts, M.P., in support of Mr. Dillwyn's motion for the disestablishment of the Church of England in Wales. The proceedings were of an enthusiastic character, and among the speakers were Messrs. J. J. Jenkins, M.P., C. H. James, M.P., L. L. Dillwyn, M.P., J. Carvell Williams, A. G. Williams, G. Fisher, C. R. Jones, the Revs. John Elias Hughes, M.A., Roger Edwards, John Evans (Eglwys-bach), &c. IT would seem as if Welsh affairs are always to be managed in Parliament by members who are not Welshmen. It was Mr. Healy who first asked a question, in the present session, with regard to the College it was Mr. Rendel, who, although representing a Welsh constiuency, is an Englishman, introduced the question of the con- tinuance of the grant; it is Mr. Stanley Leighton, member for North Shropshire, who has a notice on the paper with reference to the same matter; and it is Mr. Sexton who has drawn the attention of the Government to the difficulties under which the Anglesey juries discharge their duties. Where are the Welsh members ? THE CONSERVATIVES OF NORTH WALES (says a contemporary) may be described as being active all along the line." It is true that in Anglesey, probably, owing to the fact that Mr. Richard Davies has consented to stand again for the county, they have not ventured to put forward the name of any champion willing to do battle in their cause but in Merionethshire Mr. W. R. M. Wynne, of Peniarth, is announced as +^ candidate and in Carnarvonshire there quite a chorus of jubilation with refer? o announcement that Mr. H. J. Ellis-Ni, -ias consented to come forward again to c10 oattle against Mr. Rathbone. These announcements are probably premature, although with respect to Merionethshire, it is rumoured that a number of Conservatives have pledged themselves to canvas the Dolgelley district. In Carnarvonshire, although Mr. Nanney has previously shown his courage by coming forward to fight a hopeless battle, we should imagine that he will be proof against another invitation, and that he will con- sider discretion the better part of valour if he be again asked to try conclusions with so popular a candidate as Mr. W. Rathbone. Whatever may be the talk about "Conservative re-action," and however loudly a few Tory partisans may shout at packed public meetings, Carnarvonshire, we believe, is as truly Liberal as it was in 1880, and a Conservative candidate has about as much chance of being returned to Parliament as he has of making a journey in a baloon-car to the moon. ALL'S well that ends well. Looked at from whatever point of view, the result of the discussion on Mr. Stuart Rendel's motion in favour of a con- tinuance of the grant to the Aberystwyth College, which took place in the House of Commons, a few days ago, must be considered satisfactory. The Government was clearly placed in a position of great delicacy by the fact that the appeal for a third grant exceeded the recommendation of the Departmental Committee. This difficulty, however, was to a great extent removed by the willingness, unofficially expressed, of the members of the Committee to agree to a third grant, under the new conditions which have arisen since they took evidence in 1880. Under the circumstance, the pressure of public opinion, brought to bear by the members of Parliament, being very great, the Government submitted very gracefully. Indeed the speeches of Mr. Mundella and Mr. Childers almost eclipsed those delivered by the Welsh members in their appreciation and praise of the College. Whatever faults the present Government may have, it deserves credit for being generous to Wales in the matter of educa- tion. It is possible to admit this freely now that all danger to the pioneer institution is virtually over. Whatever test the Government may choose to apply, no one doubts that the College will acquit itself creditably. In the House of Commons the claims of the institution were ably and judiciously stated by Mr. Rendel, and well supported by at least a dozen other gentlemen, including Conservatives as well as Liberals, Englishmen as well as Welshmen, and doubtless if a vote had been taken Irish and Scotch members would have gone into the proper lobby. So much for the past. WThat of the future ? It must be admitted, unfortunately, that very little has been done for several years by Aberystwyth to help forward the College. For half-a-dozen years not a penny piece has been contributed by the town, if we except a small sum collected by Alderman Roberts and Mr. J. A Hughes, and one or two other gentlemen, for scholarship purposes, although something like eight thousand a year must have been spent there on account of the College. PRINCE LEOPOLD, Duke of Albany, the fourth and youngest son of her Majesty, died at Cannes, in the South of France, at two o'clock on Friday morning, March 28th. His Royal Highness met with an accident on Thursday, the nature of which in a telegram forwarded to the Duchess of Albany and Claremont, Esher, where her Serene Highness has been staying during the sojourn of her husband at Cannes, the Duke emphasised as one of a slight character. The suddenness of the sad event took the Royal Family with as much surprise as the country. The news has been received with deep grief and consternation every- where. In both Houses of Parliament the dis- tressing announcement was made by Ministers, but it was added that it would not be in accor- dance with precedent to adjourn. Both Houses on Monday moved votes of condolence with her Majesty and the Duchess of Albany. The career of the Duke of Albany was full of bright and hopeful promise, not in either of the great martial services to which two of his brothers were devoted, but in the no less fascinating and stirring republic letters. The last appearance of the Duke of Albany in England was on the 15th February, when his Royal Highness took part in a concert at Esher in aid of the funds of the village school. He sang Clay's sweetly pathetic song, "The Sands o' Dee." A day or two afterwards his Royal Highness left England to escape from the bitter, bleak March winds for the sunny shores of the Mediterranean. No later than Wednesday he was reported to be in excellent health. On the evening of that day he attended the Bachelors' Ball at Nice, and on the following day the accident which has had so mournful a close befell him. The Duke was within a few days of recording his 31st birthday. Two years ago he was married to Princess Helene Frederica Augusta, daughter of the Prince of Waldeck and Pyrmont, and leaves issue one daughter. It was the intention of her Majesty to have left England on the 7th of April for Ger- many for the purpose of being present at the marriage of her granddaughter, Princess Victoria of Hesse-Darmstadt, but the visit will now be deferred, if not altogether abandoned. The Duke of Albany is the second child of whom her Majesty has been bereaved. His death was sudden. His sister, the Princess Alice, died after a painful illness. The remains of the late Duke arrived at Cherbourg on Wednesday night, and were placed on board the royal yacht Osborne for conveyance to Portsmouth, where they were expected to arrive late yesterday (Thursday). The funeral takes place on Saturday.

LOCAL & DISTRICT NEWS. LLANGOLLEN. THUNDERSTORM.—A heavy storm of thunder, lightning and rain, which lasted an hour and a half, passed over our vale shortly before we went to press. It was followed by a shower of hailstones. THE WELSH ASSIZES.—The Attorney-General, in answer to Mr. Stanley Leighton, says the grouping of the towns for the assizes in Wales is rendered necessary in consequence of the Acts of 1876 and 1879, for which the late Government are responsible. The object was that no person should remain untried for a longer period than three months. Removal, therefore, to Carnarvon or Swansea is necessary. The Treasury have made special allowances to witnesses according to circumstances. SIR W. W. WYNN.—Our readers will be glad to learn that the latest reports concerning the condition of Sir Watkin Williams Wynn are much more favourable than they have been for some time past. Sir Watkin, it is stated, is much better, and in excellent spirits. It is to be hoped that he will benefit greatly by the air of that mild watering-place, Brighton, and that he will return to Wynnstay in renovated health. The Prince in Wales is so deservedly popular that the general wish of his fellow-countrymen is that for many a year to come his shadow will not grow less. CORONERS.—A Parliamentary return gives the number of coroners for counties, boroughs, and other places in England and Wales, together with the salaries and emoluments paid to each. There are 198 county coroners in England and 30 in Wales, while there are 116 borough coroners in England and 5 in Wales. The largest individual salary received is £2207 by the coroner for East Middlesex, the Central Middlesex coroner receiv- ing £2099, the coroner for Liverpool £ 1500, and the coroner of the City of London and Borough of Southwark £1075. PERAMBULATORS.—At a London police court, a few days since, it was decided that perambulators are not allowed on footpaths. A similar decision at Llangollen, in a somewhat modified form, would be of convenience to pedestrians, especially during the summer season, such, for instance, as the prohibition of two or three perambulators being driven abreast on our pavements, and the loitering thereon of nursemaids in groups of about half-a-dozen, each supposed to be "in charge" of a perambulator and a child or two, but the rather more intent on repeating kitchen gossip to each other. THE SPRING CIRCUITS OF THE JUDGES.—The following are the circuits chosen by the judges for the ensuing spring assizes, at which prisoners only will be tried, except in the cases of Man- chester, Liverpool, and Leeds, where civil business will also be taken :—South-eastern Circuit, Mr. Baron Pollock; Western Circuit, Mr. Justice Manisty; Oxford Circuit, Mr. Justice Lopes; Midland Circuit, Mr. Justice North; Northern Circuit, Mr. Justice Cave and Mr. Justice Day North-eastern Circuit, Mr. Justice Hawkins and probably Mr. Justice Butt; and North and South Wales Circuits, Mr. Justice A. L. Smith. The assizes are expected to begin about the 22nd inst. THE FAIR.—There were exhibited at the Smith- field, on Tuesday, some fine horses. Good cobs sold well, and there was also a grand show of stallions. Of cattle there was a good stock, which was, in fact, the best that has been noticed for many years, and a ready sale was obtained, while good bullocks, fed by Sir Watkin W. Wynn and others, made from Y.20 to £28. Cows and calves likewise changed hands at a brisk rate and at remunerative prices. There was neither any scarcity of sheep, and Welsh wethers realised from 30s. to 39s. per head, a great demand being I experienced for those of first-rate quality, and we may here state that a Welsh ram of the finest specimen sold at £5 5s. Pigs were plentiful; the fat ones were rather slow of sale, but stores sold with extraordinary briskness. High prices were obtained for all kinds of stock, there being plenty of buyers. THE THIRD TEMPERANCE DISCOURSE by the Rev. Hugh Hughes was given at the Welsh Wesleyan Chapel, on Saturday evening, Mr. Thos. Roberts, Hill-street, opening the meeting in the ordinary way. On this occasion the speaker treated the subject in that aspect which shows the effects of alcoholic drinks upon the human body, giving the experience of the highest authorities in confirma- tion of his statements. This lecture was highly interesting and instructive, and we can only say that the attendance at these meetings is not such as the occasion demands. It would have been but reasonable to expect the various con- gregations twice or thrice as large as they have been, and we must humbly confess our inability to conjecture why it should not have been so, seeing that such a highly intellectual and moral treat was to be had for only the trouble of going to the place of meeting. FORGED BANK NOTES.—The Bank of England on Saturday received intimation from Paris and Antwerp that some forged bank notes of Y,50 each have been put into circulation at those places. The notes, which are well executed, bear the serial number 26-0, and are dated 16th May, 1883. The numbers already known are 9731, 9776, 18,760, and 18,792. Bankers, money- changers, and the public generally will do well to be on their guard. MR. EDWARDS'S MONTHLY SALE.-The sale of fat and other stock conducted by Mr. Edward Edwards, in the Smithfield, on Tuesday last (fair day), was the largest yet held. The lots included 29 head of cattle belonging respectively to Sir W. W. Wynn, Mr. Barnes, Quinta, Mr. J. C. Edwards, Trevor Hall, Black Park Colliery Co., Major Tottenham, Messrs. John Davies, Dinbren, John Edwards, Llyn, J. and S. Jagger, Llandyn Hall, John Roberts, Bachau, Edwards, Plas Ifa; and 120 sheep, the owners being Capt. Best, Sir W. W. Wynn, M.P., Messrs. Jagger, Edwards, Llyn, Edwards, Wern Issaf, Jones Llantysilio Hall Farm also a large number of pigs, and an entire horse. The prices realised were of the most satisfactory kind, and it is evident that the monthly sale by Mr. Edwards is now established on a firm basis. It is extremely creditable to the town to note that our enterprising butcher, Mr. Thos. Rogers, was by far the heaviest purchaser, the whole of the Wynnstay beasts, comprising 6 magnificent bullocks, falling to his share, as well as several other lots of cattle and sheep. It is a question whether the Smithfield ever before presented such a brisk and busy appearance. THE BANKRUPTCY OF MR. G. H. WHALLEY.— At the London Bankruptcy Court, on Tuesday, a sitting was held before Mr. Registrar Pepys for the public examination of Mr. G. Hampden Whalley, late M.P. for Peterborough, who was described as of Leinster-square, and who was adjudicated bankrupt in December last by the order of the Court of Appeal. At the first sit- ting of the creditors proofs to the extent of £2,500 were admitted, and a trustee and a com- mittee of inspection were appointed. When the case was called the bankrupt did not answer, and the matter stood over a short time to enable him to attend. On its being again called, Mr. Beyfus, for the trustee, said that the bankrupt was not present, and no accounts had been filed. He asked that the usual memorandum of non- attendance should be placed upon the file. His Honour granted the application. CAPTURE OF AN OTTER.-For several weeks, from marks observed on the river banks near the town, it was known that an otter had made his haunt somewhere in the vicinity of the weir. On Saturday last, Mr. Edward Roberts set a trap in the water underneath the weir, and on Sunday morning a fine otter was secured. The animal was 43 inches long from the point of its nose to the tip of its tail, and weighed over 241bs. It was taken to the Grapes Hotel, and on Monday and Tuesday some hundreds of persons went to see it. It is, without doubt, a most fortunate occurrence that such a voracious pest should be got rid of at the commencement of the fishing season, as it is conjectured that an animal of the size above described devours at least from 15 to 181bs. of fish each day. SPECIAL SESSIONS OF THE PEACE, Monday, March 31st.—Before G. LI. Dickin, Esq., and Captain Best, R.N. Trespass in Pursuit of Game.—Henry Pughe, against whom a warrant had been issued for not answering to a summons at the last Petty Sessions, was brought up in custody charged with having, on the 27th of February, been trespass- ing in pursuit of game on lands belonging to Lord Trevor, in the parish of St. Martins.-The prisoner denied the charge of trespass, and stated that he was on duty working on the said lands on that day. The prisoner, in answer to a question from the bench, as to why he did not appear at the Petty Sessions, said he went to seek a situation which had' been promised him at Walsall, it being imperative that he should go then or lose the place. He thought it would not matter, as if he were fined at the Petty Sessions, he would have paid the amount to P.C. Morgan. —The magistrates severely reproved the prisoner and stated that justice and equity could not be administered except the whole evidence in a case, pro and con, be heard. It was his duty to appear in answer to the summons be had acted very wrongly he should first have answered the Queen's summons, and by not doing so he bad incurred considerable extra expense, which he would have to pay.-Edwd. Morris, game-keeper, said: On the 27th of Feb., I saw defendant on land belonging to Lord Trevor. He was digging with a shovel at a rabbit hole. I saw him take out a rabbit and hide it in some grass. Ultimately he (defendant) started from the field. I watched him, and met him by the gate as he was coming into the road. I said to him You have done it nicely," and he said Yes.Prisoner did not deny taking the rabbit out of the hole, but denied having hidden it in the grass; he simply put it under his coat and carried it away.—Prisoner was fined 10s. and Y,2 costs. -Prisoner asked for time to enable him to pay the amount inflicted, as he was out of em- ployment, and had a wife and family to provide for. He had lost the situation at Walsall through this job."—The bench granted him a fortnight's time to pay, but in default of payment then, he would be committed to jail for one month with hard labour. The magistrates ordered him in the meantime to inform the police of his whereabouts, should he leave the neighbourhood. Drunk and Disorderly.—Robert Morris, farm labourer, Llanarmon D.C., was charged with being drunk and disorderly in Llangollen, on Friday night, March 28th.—Prisoner did not deny being drunk.-Sergt. Griffiths, the com- plainant, deposed that on Friday night, about 8 o'clock, as he was bringing the defendant Pugh, from Ty'ndwr, he found Morris in a street in the town in a drunken state. He ordered him home. Prisoner then started in the direction of Chirk. About 10 o'clock the same night, however, he found prisoner again by the Cottage Hospital, in a helplessly drunken state. He became very disorderly, and in order to transfer him to the Police-station, he (the officer) had to get a con- veyance from Mr. Lowe, in which he was taken to the lockup. Sergt. Griffiths laid on the table all that was found upon prisoner when taken into custody, which consisted of Y.1 13s. 2d. in money, a silver watch, and several other articles. —Defendant, on being asked whether he re- membered being disorderly on the night in question, said he did not.-Prisoner was fined 10s. and 8s. 6d. costs. The Assault Case tried at the special sessions of Thursday, March 2<th.—The Magistrates sitting on the bench on the day of the above trial desire to publicly commend the courage and bravery of Fanny Price, a witness for the prosecution, in coming forward to give her evidence without fear or favour, and for the very straightforward manner in which she gave her evidence. The Justices regret not having expressed this appro- bation in court on the day of the trial. GREAT LIBERAL MEETING IN LLANGOLLEN. On Friday last,a public meeting,convened under the auspices of the local Liberal Association, was held in the Assembly Booms. The attendance was very large, and the proceedings throughout of the most enthu- siastic character, The chair was taken by Mr. Wm. Coward, a gentleman who, perhaps, has done more than any other in the town to further the cause of Liberalism. There were also on the platform Mr. Fisher, deputation from the Liberation Society Rev. E. Spinther James, Llandudno; Revs. GethinDavies, James Williams, Esijra Jones, R. Winter, Messrs. T, Hughes, The Tower; John Hughes, Dolhiryd, and L. Lloyd John, solicitor. The Chairman, in opening the meeting, expressed the great pleasure he felt in seeing such a large audience. It was, no doubt, a great advantage to hear the great political questions of the day discussed by gentlemen who had thoroughly studied them, and, oo doubt, they would aU FQOL at the QIOSQ of the meeting that they were better able to form correct opinions upon subjects about which they, perhapS, had read a srood deal, but were unable fully to com- prehend. There were three questions which he (tn Chairman) thought should engage their most seriou consideration, and it was their bounden duty « strengthen and uphold the hands of the Government in regard to them. The first was the wilful an disgraceful disorder and obstruction brought about by the Opposition in order to frustrate the progress of public business in the House of Commons 2ndly, The great question of Reform, or the extension of the Franchise; and 3rdly, The Disestablishment of tM Church in Wales. (Loud Applause.) In these days the country required a precedent for everything. He had never heard of a precedent for the obstructive tactics ot the Opposition. (Applause.) There were precedents foJj the extension of the franchise in the Reform Bills ot 1832 and 1867, and as for the Disestablishment of the Church in Wales they need not go further than Ireland to witness the beneficial results of a measure of that kind. The Chairman, after a few words more in Welsh, introduced to the meeting the Rev. Spinther James to deliver an address on "Liberalism What it has done, and what it will do!" Mr. James s rising was the signal for loud and prolonged applause- Mr. James, in the course of a lengthy and most masterly address, dwelt upon the main principles, which actuated Liberal statesmen in carrying out the great Reforms with which their names would be for ever associated. He explained the origin of the terms Whig and Tory, Liberals and Conservatives. It was essential to the interests of a healthy con* stitution that there should be opposing elements striving for the mastery. The contact of fire with water produced the motive power by which we were enabled to secure our railway communication. A similar principle applied to politics, and also to religion. Every moral conquest achieved has been the result of unflagging zeal, energy, and perseverance against contending forces. The great principle of the British constitution, and which, after all,distinguished it from that of other governments, was that the country was ruled by the people. Strange to say, however, that, although always recognized on our statute books, this principle was never acted upott in the right sense of the term until 1832, when th great Reform Bill was carried by the Liberals of tba day. (Applause.) Then, out of a population millions only 2t millions possessed votes. The lecturer, in the most humorous manner, described the attempt made in 1866 by Mr. Gladstone to pass another measure of reform, and the mode by whio^ it was defeated. It was a significant fact that throughout the whole of this meeting the mention o Mr. Gladstone's name elicited the most hearty an« spontaneous applause. Mr. James contended that the Reform Bill of 1867 brought in by Mr. Disrael1 was identically the one left upon the table by M-r' Gladstone, and that by the assistance of the Liberals, who were then in opposition, it came out one of the most liberal measures which the most sanguine Liberal could ever hope to see. At the close of the lecture Mr. Thos. Hughes moved the following resolution That this meeting desires to express its unabated confidence in H.M. Government, and in the main principles of the policy it is pursuing, whether at home or abroad. That it views with strong a.na rising indignation the purely obstructive tactics resorted to by many members of the Opposition) whereby, not only the best interests of the people are set at nought, but the credit of the House oi Commons as an institution is endangered. That i" trusts, notwithstanding all such hindrances, the Government will press forward the important measures of the Session, and especially that it wil* not prorogue or dissolve Parliament before it has come to a decision on the question of the extension of the franchise. And that a copy of this resolution be forwarded to the Prime Minister." Mr. Wm. Jones, Llangollen Mills, read the resolution in Welsh, and seconded the same in a spirited and sensible speech. The resolution on being put to the meeting Was carried with loud and prolonged cheers. The Chair- man then introduced Mr. Fisher, the deputation from the Liberation Society, who received a very warm and most flattering reception. Mr. Fisher said he waS glad to meet them in that room to explain the principles of the society whi.:h he represented. -J-C was important for them to have clear views of the aims of this society, as he was proud to tell theW they would soon have' votes, and they would be called upon to record their votes in favour or against the principles he was advocating. The Dean ot Bangor, in a speech recently delivered at Carnarvon) said that he had read a great deal of Disestablishment, but had been unable to discover that its advocates had ever properly defined their position, and told them what they really meant; they were vague In their utterances, and he had looked in vain for any. thing like a clear exposition of what they wanted. Now he (Mr. Fisher) was there that night to explain to them what the objects of this society were. What they meant by Disestablishment was, that aa the State, by virtue of its connection with the Church, legislated for the doctrine, discipline and ceremony of the Church, the State should cease to so legialat0» and that Churchmen should be allowed to select their wisest and best men, whether laymen or clergy" men, and entrust to their care the affairs of that great religious institution, in the hope that it might be better able to legislate for itself than the members of the House of Commons could. (Cheers.) At present by virtue of that connection, the State provided for the maintenance of the clergy; that provision found mostly in the tithe, with whieh he should not deal that evening. By Disestablishment they meant that the State should cease to make that provision. (Cheers.) The Statj had divided the country into thirteen or fourteen thousand parishes, and in every parish they placed an educated gentleman, whose duty it was to enlighten the psople upon spiritual matters,and so far as the State had been able to confer the power they had the exclusive cure of souls. They proposed to amend that, believing that no man should have such power, unless it was the outcome of his worth and of his work. (Loud cheers.) At present) by virtue of the State connection the officials of the Government elected the principal officers of the Church. The Liberation Society proposed that the members of the Church should, as other religioUS bodies did, elect their principal officers themselves. All this did not involve an attack upon religion; tbef maintained that if this were carried out, the Churcn would be able to do its work much more efficiently than it had ever done it, and that it would carry on its manifold and benign operations in a manner better calculated to enlist the sympathies of the people. (Loud cheers.) He felt that the proposals of his society were justified by sufficient grounds. There were two arguments in favour of it which never been answered, and which never would be answered. First, the connection between Church Church and State was unscriptural. He knew that in the Old Testament a great deal would be found 1\1 favour of what might be called a national religion but the constitutional state of this country did not in any way agree with the state of things under the Jewish dispensation. In the Old Testament they had not a church in subjection to a civil power, but they had a theocracy, the Church and State were one. But now we should be guided by the New Testament- There we read that in the early days of Christianity the Christians met together in small numbers, ana that each assembly was a Church, they knew no law but that of Christ, they made no appeal to Cresar, they wrung no tithes from unwilling persons, but they carried on their work by the strength that was in them and the love which kindled in their bosoms* (Cheers.) The second argument was that in a country where men held such diverse opinions on religious matters it was unjust to place at the disposal of one section, and that the most wealthy section emoluments which properly belonged to the community at large. (Loud cheers.) Another argu- ment was embodied in the motion of Mr. Dillwyn, which was about to be submitted to the House o Commons. It was that the Church in Wales haa most signally failed, and if they proved that, they would have a right to say to their members Of Parliament that such an institution should come to an early termination. (Loud cheers.) By this he was far from saying that the Church had not done, nor was doing good. He recognized the learning and the piety of most of the clergy. What he meant was that the Church did not adequately accomplish the purposes for which it had presumably been established and endowed. The Church had had sufficient means at its disposal to accomplish the work. Mr. Fisher then detailed the incomes of the Bishops, DeanS, Clergy, Cathedral Corporations, &c., in vvaie » amounting altogether to £ 259,000. He (Mr. Fisher; would like to know whether they did not consi there was waste in the figures he had just quotei It was, however, very significant that if the Dissente of Wales were wasteful in building their chapels, an in supporting their own ministers, they did it, at any rate, at their own cost.
