The Meeting of the Rugby Football Union- J The agenda paper has been issued for the I special general meeting of the Rugby cnioa, to be held on December 28 in London and contains notice of amendments to the motions proposed by orkshire in opposition to the first circular issued by the Rugby Commit- tee. Mr. W. Cail, on behalf of the com- mittee, will move to leave out the words after ''meeting," and insert, "is of opinion that the committee's revised circular truly inter- prets the powers which are vested in them under the bve-laws of this Union and the rules as to professionalism. Proposed by Gloucester, and seconded by the Bristol and Stroud Clubs, "That this meeting recognises (1) the necessity of stringent steps being taken by the committee to enable them to deal effectively with cases of professionalism, and considers that they acted within their powers in passing Clauses 2, 3, 4, 5, a,nd 6 of their manifesto of November 1 last, but that with regard to Ciause 2 this meeting is of opinion that it is as at present worded too far reach D'" in its effect, seeing that it necessitates the punishment of every offence, great or small, with expulsion, giving the committee no discretion in the matter, and this meeting suggests to the. committee that this clause should be modi- fied by the substitution for that nortion of it which follows the word 'ticket-holders' of the words 'shall at the discretion of the committee be punished either bv expulsion or suspension, and the permanent or tempo- rary suspension of all their members and officials and with regard to Clause 4, it is the feeling of this meeting that it effects such a very drastic alteration in the present mode of procedure that the committee would do wej] not to insist- upon its adoption until it v S + n considered and approved by this meeting; (2) that the admission or otherwise of representatives of the press to meetings of the committee be left entire'v to the discretion of the committee for thV- tmie iJemg- Proposed by P. POLITICAL CLUBS. Pawerful Retort to Cardiff's M.P, by Dr. Treharne. On Tuesday evening a meeting under the auspices of the Splott Conservative Association, was held at- Splott Board Schools, under the piesidencv of Dr. Treharne (president of the Cardiff Conservative Association). There was a large attendance. The Chairman, in opening the proceedings, referred to the recent board of guardians elec- tions, and said the results had been most grati- fying to them as Conservatives, after the posi- tion which they had taken up. (Applause.) The position that the women candidates occu- pied in the polls was a. position due largely to the support and sympathy that t4ey had received from the Conservative party in the town. (Applause.) Proceeding, 1.11", Treliarne dealt with the claim made by Sir E. J. Reed to moderation of speech. They had a keen remembrance of the virulent abuse which Sir E- J- Reed had poured upon their heads from time to time, calling them hang-dog Tories, and stating that they were supported by the scum of the population and they also remembered how —" -VS ■ H. Smith, one of the most upnght of men was told by Sir E. J. Reed that he was supported by the strumpets of the Strand. ("Shame. ') Sir E. J. Reed had passed some strong criticisms on Conservative clubs in Ca.rd;ti, but. he (the ^jjta-ker) believed that what Mr. Robert bird and Sir E. J. Reed were more concerned about were the politics rather than the murals of the clubs. (Applause.) If that was not so, wliy shuuld working men be denied the right to have club.? Was not Sir Edward Reed a member of the National Liberal C.ub in London and other clubs'/ (Applause.) Ll;d Sir E. J. Reed mean them to suppose that beer meant "booze" and champagne meant politics? (Laughter and applause.) Sir E. J. Reed was connected with the Central Liberal Working Men's Club. He (Dr. Treharne) had seen the balance-sheet of the Liberal Working Men's Club.and.comparing it with that of the Roath Conservative Club, he found that the Sunday receipts of the latter were not one-third those of the former. (Applause.) He (the speaker) would like to see the hours limited in their Conservative clubs more than they were at present—although at present they Nvpre, limited. But there were no limitations with reference to the Liberal Working Men's Club—(hear, hear)—while he was told that debates, songs, and even clog- dancing occurred there on Sundavs. (Sensation). Mr. Bird was a contributor to and in the enjoyment of a small revenue from sums of money embarked in this club. (Hear, hear.) Conservative clubs were focusses and centres of political activity, and this was what Mr. Robert Bird and Sir E. J. Reed objected to. (Applause.) Mr. Herbert C. Lewis, who was most cor- dially received, next addressed the meeting at length oil political and social questions. Having spoken of the interminable Home Rule ques- tion, and contended that the Unionist party was more capable of carrying out reforms in this country than their Radical opponents, Mr. Lewis touched upon the questions of one man one vote, triennial Parliaments, and payment of members, and pointed out the absurdity of attempting to brinET about a universal eight hours day. He admitted, however, there were cases in which State interference should take nlaoe—the ca>e? of railway meu, for instance. (Applause.) The Unionist nartv were not blocked bv Home Rule, and they were prepared to take up social and dome-st-ic legislation as soon as they were returned to office. (Applause.) It has been suggested (says the "World") that a subscription should be raised in Scot- land for the purpose of erecting a fitting memo- rial in some conspicuous part- of Edinburgh in honour of the. three eminent Scottish thanes who have now enioved the distinction of being Prime Ministers of England. John Earl of Bute, CJ-eorge Etfrl of Aberdeen, and Archibald Earl of Rosebery are certainly a leash of states- men who deserve to be remendiered. Even if the project of a public memorial to them should fail—and subscriptions are not popular in Scot- lnnd--tliev can hardly bo forgotton on either side of the. Tweed.

ANOTHER VACANCY. Sudden Death of Sir E. Lechmere M.P. The Press Association Evesham correspon- dent, telegraphs that Sir Edward Leclmiere, M.P-. died very suddenly on Tuesday night at Persliore. He is-a., about to address a large meeting of his constituents in the Music-hall, and was apparently in the be-t of health before entering the hall. He was talking, apparently m good spirits, to one of his supporters, when he feli against the side of the table. He then ,¡i<.i. "I am all right." These were his last v.f.rds, for he almost immediately expired. The oause of death is attributed to epilepsy. The Earl of Coventry, who was to have presided at the meeting, announced the sad news with mach eirction, and those present quietly dis- poned.

MR. GLADSTONE'S SEAT. Somebody is Going to Find Him an Easy One. The "World" says:—Although Mr. Glad- stone has announced that he will not again stand for Midlothian, he will, in all probability, have a seat in the next Parliament. A benevolent member of the House of Commons, I am told, has fully determined that, in spite of Mr. Gladstone's neglect to invite him to become his colleague in office, he will secure Mr. Glad- stone as his colleague an the representation of his own especial constituency at the approach- ing general election. Whether Mr. Gladstone 7' will or will not. accept the unsolicited dis- tinction is another question. But the Steward- ship of the Chiltern Hundreds is not an official post to which he seems likely to aspire, should he be returned under such agreeable and un- expected circumstances.

Captain William John Marjoribanks Loftus Otway. of Otway Towers, 'BuiJiey, Herts. and 13. Groavenor- square, London. and formerly of Cwm Elan, Radnorshire, who died on the 10th of November last, aged 80 years, leaving personalty of J'lle gross value of £ 7,161 Os. 6d.. appointed as executors his son. Mr. Joeelyn Tufton -t arrant, Otwa,y and Mr. Vivian Ellis, of 5. Delahay-street, solicitor. Captain Loftus Otway bequeathed to his faith- ful housekeeper, Annie Newman, £ 300 a year for her life, and at her death £ 100 each to her two sons; to his coot, Sarjh Ottaway. £ 250; to his head housemaid. Maria Bryant. £ 100; to his faithful servant. James Bartlett, £ 2,000; and to Edmund Henry and Vivian Ellis. as a testimony of his regard and of the long period (more than half a century) of his connection with their firm, £ 500 each. The testator leaves in trust for his granddaughter, Georgina Frances Phcpbe Otway, £ 10.000. and he leaves all the re-sidue of his property to his son. The late rapta'n Otway married the only daughter and heiress of General Sir Loftus Otwav. U.C.B.. and assumed the name of Otway by Royal licence in 1883.

TIN-PLATE TRADE. Another Interview with Mr. J. H Rogers. 1- Mr. J. H. Rogers, manager of the South Wales Tin-plate Works. Lianelly. has been interviewed by a representative of the "South Wales Daily Post" upon matters relating to his works in America and his views uJxm the competition between this country and the United States. At the outset, Mr. Rogers denied that the meu at Gas City had accepted a reduction .:f 25 per cent., and declared that they were working at the same rate as when his company began making in America. He said that the collapse in the tin-plate trade was not clue to a falling off at the present moment of the demand for tin-plates from Wales by America. Mr. Rogers also repudiated the insinuation that had been made that his ulterior motive in accepting a reduction of 10 per eent. from his workmen in South Wales was to pro- tect the future of the American industry, and declared it would be the height of folly to try and sacrifice their Welsh interests in order to support their small interests in America.

Dr. Hermann Adler. the Chief Rahhi. has made a statement to a representative of Router's Agency with regard to a paragraph in a weeklv review inquiring how he (Dr. Adler) could recon- cile the fact of his presence at the ceremonv of swearing allegiance to the Czar with his former v.iews regarding the Russian treatment of the Jews. The Chief Rabbi said. "My views have not changed in the slightest degree. I regard the ill-treatment which my fellow religionists suffered in Russia with unabated abhorrence. But it is neither charitable nor wise to assume that the persecutions and the oppression which took place under the reign of Alexander III. will be permitted to continue under a new regime. All that we know touching the cha- racter of his successor and the Empress, his Majesty's warm friendship for the Prince of Wales, and the acts that have already sig- nalised his reign, encourage us in the anti- cipation that he will show clemency and iustice of all his su b,ieets, irrespective of creed."

He fell into a ditch, and had not his cries attracted the attention of a man who happened to be passing fatal results might have followed, as there wa.s water in the ditch and it was rain- ing heavily at the time. The mails were brought in by a man from Spudder's Bridge Inn.

If that museum was here now they would hire Pa and exhibit him as the tattooed man. I tell you, I have got too old to be mauled us though I was a kid, and any man who attacks me from tills out wants to have his peace made with the insurance companies, and know that his calling a-nd election, is sure, because I am a bad man, and aon't vou forget it." And the boy pulled 00 his boots and looked so cross and desperate that the grocery man asked him if he wouldn't try a little new cider. "Good heavens said the grocery man, as the boy swallowed the cider, and his face resumed his natural look, and the piratical frown disappeared with the cider. "You have, not stabbed vour father, have you' I have feared that one thing would bring on another with you, and that you would yet be hung. "Xuw. I haven't stabbed him. It v.«s another cat that stabbed him. You see, Pa wants me to do all the work around the house. The other day he bought a load of kinalmg wood, and told me to carry it intu the basement. I have not been educated ur- to kindling wood. and I didn't do it. When supper time came, and Pa found that I had not carried in the kindling wood. lie had a hot box, and he told me that if that wood was not in v/hen he came back from the lodge. that he would warm my jacket. Welti, I tried to hire someone to carry it in, and got a man to promise to come in the morning and carry it in and t-abe his pay m groceries, and I was going to buy the groceries here and have them charged to Pa. But that wouldn't help me out that night. I knew when Pa cajne home he would search for me. So I slept in the back hall on a cot. But I didn't want Pa to have all his trouble for nothing, so I borrowed an old torn oat that my chum's old maid aunt owns, and put the cat in my bed. I thought if Pa came in my room after me, and found, tl^t by his unkindness I had changed to a ten.! cat, he would be sorry. That is the u.ggest cat you ever see, and the worst fighter in our ward. It isn't afraid of anything, and can whip a Newfoundland dog quicker than you can put sand in a barrel 01 sugar. Well, about eleven o'clock I heard Pa tumble oyer the kindling wood, and I knew bv the re,ma.rk he made, as the wood slid around under him, that there was going to be a cat figUt leal quick. He came up to Ma s room, and sounded Ma as to whether Hennery had re- tired to his virtuous couch. Pa is awful sarcastic when he tries to be. I could hear him take off his clothes, and hear nim say, as he picked up a trunk strap, 'I guess I will go up to his room and watch the smile on his face, as he dreams of the angels. I yearn to press him to my aching bosom.' I 1,nought to myself, maybe vou won't yearn so much, directly. He come upstairs, and I could hear him breathing hard. I looked around the L, comer and could see he just had on his shirt and pants, and his suspenders were hanging down, and his bald head shone like a calcium light just before it explodes. Pa went in my room, and up to the bed. and 1 could hear him say. 'Come out here, and bring in that kindling wood, or I will start a the on your base- burner with this st-rap. And then there was a yowling such as I never heard before, and Pa said, 'Helen Blazes,' and the furniture in my 100m began to fall around and break. Oil, my I think Pa took the torn cat light- by the neck, the way lie does me, aud that left all the cai s feet free to get in their work. By the way, the cat squalled as though it was being choked; I know Pa had him by the neck. I suppose the cat thought Pa was a whole hock of Newfoundland dogs, end the cat had a record on dogs, and it kicked awful. Pa's shirt was no protection at all in a cat fight, and the cat just walked all around I'aw stomach, and Pa yelled 'Police' and 'Fire,' and 'Turn .m the hose,' and he called Ma, and the cat yowled. If Pa had the presence of mind enough to have dropped the cat, or rolled it up in the mattress, it would have been all right, but a man always gets rattled in time of danger, a.nd he held onto the cat and started down stairs yelling murder, and me met Ma coming up. "I guess Ma's night-cap. or something, frightened the cat some more, 'cause he stabbed Ma on the night-shirt with one hind foot, and Ma said, 'Mercy on us,' and shd went back, and Pa stumbled on a hand-sied that was on the stairs, and they all fell down, and the cat got away, and went down in the coal bin and vowied all night. Pa aud Ma went into their room, and I guess thev annointed themselves with vaseline and Pond's extract, and I went and got into my bed, 'cause it was cold out in the hall and the oat had warmed my bid as well as it had wanned Pa. It was all I could do to go to sleep, with Pa and Ms talking all night, and this morning I came down the back stairs, and haven't been to breakfast, 'cause I don't want to see Pa when he is vexed. You let the man that carries in the kindling wood have six shillings worth of groceries, and charge them to Pa. I have passed the kindling wood period in a boy's life. and have arrived at the coal period. I will carry in coal, but I draw the line at kindling wood." "Well. vou are a cruel, bad boy," !<id the grocery man. as lie went to the book and charged the six shillings. "Oh. I don't know. I think Pa is cruel. A man who will take a poor kitty by the reck, that hasn't done any harm. Vnd" tries to chastise the poor thing with a trunk strap ought to be looked after by the humane society. And if it is cruel to take a cat by the neck, how much more cruel is it to take a bov by the neck. that had diphtehia only a few years ago, and whose throat- is tender. Say.
