NEW MAGISTRATES.
NEW MAGISTRATES. Cardiff County Connoil Getting Anxious and May Take Action. The delay in appointing new magistrates foi Glamorganshire and the county borough of Cardiff is causing a considerable amount of comment. It is well known that, in conse- quence of the number of names recommended and the way in which some of the petitions presented to the Lord Chancellor were pre- pared, a searching inquiry into the fitness of the gentlemen recommended for the commis- sion of the peace would be instituted. Since the disclosures in reference to the workings of the magistrate-making syndicate appeared in the "Western Mail" about three months have passed, but no official notification has been received that the commission either for Gla- morganshire or Cardiff has been required by the Lord Chancellor. This, in view of the fact that several additions have been made to the commissions in other counties and boroughs in South Wales, is considered rather strange. We hear there is an intention on the part of several members of the Cardiff County Council to put forward a resolution with the view of nominating for the consideration of the Lord Chancellor prominent residents in the town and members of their own body. Through death several vacancies have recently occurred among the magistrates of the borough, and the work of the court is, consequently, heavier upon those who

WELSH RUGBY UM0N. I Selection of the Welsh Team to Meet Ireland. A meeting of the eommittee of the Welsh Rugby Union took place at the Angel Hotel, Cardiff, on Tuesday night, when there were present:—Messrs. A. J. Davies, W. H. Treatt, W. Bees, T. Williams. W. WilMns, and W. H. Gwynn, secretary. The first business waa the selection of the Welsh team to meet Ireland, at Belfast, on Maroh 10. The fifteen were selected as follows :—Back, W. J. Bancroft (Swansea); three-quarter backs, W. M'Cutcheon (Swansea and Oldham), D. Fitzgerald (Cardiff), A. J. Gould (Newport), and T. W. Pearson (Cardiff) half-backs, F. P&rfitt (Newport) aud R. B. Sweet-Escott (Cardiff) forwards, A. F. Hill (Cardiff), J. Hannen (Newport), T. C. Graham (Newport), D. J. Daniel (Llanelly), F. Mills (Swansea), Wallace Watts (Newport), C. B. Nicholl (Llanelly and Cambridge University), and H. T. Day (Newport). Reserves :—Back, J. Davies (Neath) three-quarter backs-wing, Norman Biggs (Cardiff) and Cliff Bowen (Llanelly), centres-J. E. Elliott (Cardiff) and A. W. Boucher (Newport); half-backs, Wat Thomas (Neath) and Mat Hannen (Newport); forwards, A. W. Boucher (Newport), F. Hut. chinson (Neath), D. W. Nicholl (Llanelly), and R. G. Edwards (Morriston). From the team that defeated Scotland at New port there are two changes. W. L. Thomas stands down, M'Cutcheon again being selected on the right wing, Pearson being in the position of left wing. This means that the three- quarters are exactly the same as were selected to meet Scotland. The other change is at half- back, where the sterling play of B. B. Sweat- Escott is at last recognised, he being chosen to fill the place of Percy Phillips, who could not make the journey to Ireland. Boucher, who was selected in the Scottish match, but who did not play owing to an injury, stands down in favour of Graham, although, strange to say, Boucher has been selected reserve in two positions, viz., forward and three-quarter, an unheard of thing in the Rugby world. SOUTH WALES CUP. The draw for the South Wales Cup, which, by the way, has received but a poor entry, re- sulted as follows FIRST ROUND. 1.—Llanelly A" v. Penarth "A." 2.-Drumlin v. BRISJ0L CHANNEL TRIPS. The Proposal to Levy Tolls at Bristol Piers. An interview took place on Monday between the representatives of the firms of Messrs. Edwards, Robertson, and Co. and Messrs. Camp- bell and Co., Cardiff, the owners of the Bristol Channel passenger steamers, and the officials of the traffic department of the Bristol Docks Committee at Bristol with reference to the pro- posed levying of tolls upon passengers embark- ing and disembarking at Bristol Do?ks. Tho Bristol authorities have obtained Parliamentary p wers under which they are entitled to o>! le. t tolls, and they propose that the collection should be undertaken by the owner? c>f the steamers. The latter, however, decline to undertake the responsibility, urging that it woulc1 cost more to gather in the tolls tliim the t<lls themselves would amount to. In lha interview on Monday the deputation from C'aruif? pointed out that tolls were not i»np,»sed at Cardiff. Liverpool, Glasgow, Newcastle, and ether large ports, and urged that as the rate- pa j ers of Bristol were the owners of the dii'»ks of that port, it was somewhat hard that they should be made to pay fees for using them. The officials of the traffic department intimated that the result of the interview vo.ili I.- com- municated to the authorities, and the proceed- ings ended. It may be mentioned that the Bute Docks Company have inserted the follow. 1'1. clause ir the Bill they are now p;o>r>oun^ • —' The company may from time to time de- mand and take for every passenger embarking or disembarking within the docks, or at any pier, jetty, or other works of the ci'mj.;aiy, auy surn not exceeding 2d.

A GRUESOME DISCOVERY. Decomposing Body of an Old Man Found at Treorky. A haulier named William Wright, whilst re- moving some hay from a rick belonging to the Ocean Colliery Company, situate near the Treorky Railway Station, on Tuesday afternoon, came across the dead body of an old man in a terribly decomposed condition. The body was that of a man apparently 60 or 65 years of age, abqpi 5ft. lOin. in height, thinly built, with tfrey hair and whiskers. The poor fellow was apparently a tramp, for he wore an old brown- ribbed cloth coat, a black cloth vest, and a blue cloth treusers (similar to an Army trousers), an old bowler hat) new nailed boots, and a grey Welsh flannel shirt. On searching the body an old tobacco pouch was found in one of the deceased's pockets, but no document which would lead to his identification.

Of the hearty welcomes which the Royal Welsh Ladies' Choir have received since their return from Osborne, none have been more cordial than that aecorded to them at Neath on Tuesday evening. A concert had been organised by Councillor Abraham George and one or two other local gentlemen for the benefit of the English Presbyterian Church, and every avail- able seat in the Gwyn-hall had been booked. The concert was a decided success, the efforts of the artistes being thoroughly appreciated, and encores were numerous. The cboir, under the condnctorship of Madame C. Novello Davis, rendered the choruses in splendid style, "Spanish Gipsy." the eompetitive piece at Chicago, naturally arousing the most interest. All the soloists were in brilliant form, and were accorded a hearty reception. Miss Winifred Evans was the accompanist.

SWANSEA TOWN. Sir John Llewelyn and Castle Bailey- street improvement. Sir John Llewelyn, candidate for Swansea 'Town Division, addressed another Unionist ward meeting at St. Jude's Schoolroom, Mount Pleasant, Mr. J. R. Leaver occupying the chair. -Sir John, in the course of his address, said that someone had been re-opening the question of the Castle Bailey-street improvement, and criticising his action in the matter. Though [the matter bad been amicably settled, he was bound, when attacked, and when a, political cry was made of it, to defend himself. The town had been called upon to pay £ 13,000 for that improvement, and, as he (Sir John) had pro- perty across the street, he had simply said to Mr. Evans, It is you and I who should make this improvement, and if you pay jE2,000 I will pay £ 2,000 towards the cost of widening Caer- street."

DR. KEEN AT PLYMOUTH. On Monday evening the Rev. J. Osborne Keen, D.D., of Cardiff, was chief speaker at the annual home and foreign missionary meeting held at Zion-street. Bible Christian Chapel, Ply- mouth. Dr. Keen, who was warmly greeted, said no Church could be truly evangelical that was not esaentialiy missionary in its character. It was a grand thing' to see the Church as a whole facing the supreme problem of tbe hour— the Gospelling of the human race. During the past hundred years more souls had been con- verted under missionary labours in heathen lands than were converted under the ministry of the Apostles and their successors in the first century of the Christian era. The age of missions rivalled the age of miracles in the salvation of the heathen. The one great need was more men.

SMALL-POX AT BARRY.
SMALL-POX AT BARRY. Two Cases on Board a Ship in the Dock Basin. The three-masted British ship Hospodar, which came up Channel on Tuesday night from Havre bound for Barry Dock for coal cargo, was boarded down Channel by the Barry pilot, Mr. Thomas Jones, -ut on arrival in Barry Roadis the captain took steps before attempt- ing to dock to communicate with the local medical authorities, and Dr. King, the assis- tant medical officer of health to the Barry and Cadoxton Local Board, promptly boarded the Cardiff tugboat the Levant, which was lying in the dock, and proceeded to the roads. On reaching the ship Dr. King was informed that two of the orew had fallen victims to small- pox during the voyage, but were gradually recovering. The ship was, however, allowed to dock at once, and she accordingly entered the basin, where she lay between the sailing ship Melete, which had just arrived light from Antwerp, and the steamer Eugene, of London, which had docked on the same tide, from Bremerhaven. Strangely, too, the pilot, Mr. T. Jones, was allowed to land. Dr. King on the arrival of the ship in the bataii summoned Mr. A. E. Leyshon, the local board's sanitary inspector, for the purpose of having the in- fected members of the crew carried to the temporary infectious hospital, situated on the dock company's property near Mill Cottage, for the purpose of being sanitarily dealt with and medically attended to. A number of tradesmen's runners jumped on board the fever-stricken ship as soon as she arrived in the basin, and up to the time of writing they were rigidly prevented from landing.
HEALTH OF CARDIFF.
HEALTH OF CARDIFF. Medical Officer Walford's Annual Report to the Council. The annual report juet issued by Dr. Wat- ford, medical officer of health, and addressed to the chairm-an and members of the Cardiff Port Sanitary Authority, gives fuR informa- tion as to the work of the department during the year, the number of vessels boarded, the inspection of shipping, &c. Most of the sub- jects dealt with have been discussed at the meetings of the sanitary authority or brought in other ways before the public, but Dr. Walford, in speaking of cholera. precautions, makes a suggestion as to the present hospital accommodation at the Flat Holm which de- serves to be specially emphasised and seen to by the publio authorities. He says:—"I have to advise that the accommodation is in- sufficient for the probable requirements of the port. I am of opinion that it would be de- sirable to extend the permanent building, which contains only one male ward and nurse's kitchen, with accommodation for four patients. Instead of continually incurring the expense of purchasing supplementary tents, it would, I believe, be wise economy to construct an additional ward, similar in kind, but perhaps rather larger in dimensions than the existing ward. The experience of the past summer has also shown that it would be desirable to alter the administrative arramgements of the hospital. The hotel, which is within a very short distance of the ward, should, I think, be entirely under the control of the port sanitary authority, and should be used soleiy for the purposes of hospital administration.

The Play and Players .
The Play and Players 'PROMPTER'S' WEEKLY WALK ROUND TOWN. He Tells of Novel Impressions Gathered in the Theatres and Music- Halls of Cardiff. Come next October and it in ten good solid « years since Mr. Garthone's company did favour as with their presence at Cardiff, and now, forseoth, they bring with them the chill and chattering season that contracts one into a quivering atomy of geose flesb. However, even in these accompanying conditions, there are grains of comfort, for they encourage one to drink deep, or touch not the Pierian spring. There is no enoouragment tor teetotalism this weather, and even my much respected friend 'oj and colleague Ko Ko," whose public morality is rigidity itself, yields privately to the fascina- tion offered by Mr. Fletcher's bar, yields to it, too, in a manner characteristic of none but a Bohemian. Truly, sir, I do often think that the psychology of the drink question appears worthy of a moment's more consideration than yot are willing for me to give to it. Ret! you say. So be it, I did but suggest, and will, therefore, now speak of the play. Imnulse." which was presented to us on CAPTAIN HAW HAW CRICHTON. Monday a.nd Tues- day, is a production after my own heart, a piece which, frankly speaking, I regard with great favour, and I must confess my surprise at its not receiving more support than it has from the usually appreciative Cardiff public. A detailed criticism has appeared else- where. I will simply point out what I consider an excep- tionally strong character in Mr. C. W. Garfchorne's Captain Crichton. s; To my mind his ren- dering is an admi- rable caricature of our present day British officer, who, with an assumed liaw haw and foppishness put ON for special occasions, still proves lumselt as retaining the manliness of a soldiei and an English gentleman. His strongest points are, to my mind, shown in Act 4, when he becomes a member of the family,' and explains to Victor de Beit how the land. lies and what mode of procedure his French friend has got to adopt. I must recommend both ''Impulse and T^ Colonel" as pieces worthy of South Waliftns best patronage. You must excuse my taking a little more Turkish gin before I commence on the Empire, but really there are such a multitude of turns at this house, and all of them go eo stroikg, that it is necessary for one to take some little light refreshment before looking around. Zaleka, who flirts with the lions, Is a taking feature of the entertainment. With an her professed oonteumt for the magnificent—when he is beluna tbe bars of a cage-king of the forest, I havei no mind to emulate bar example. It is a sensational show, but to again use the words of my esteemed friend, Ko-Ko, one which Z&lska is quite welcome to have on her own. xfowevet, to get on with the prance. Without instituting mTHio". coapMiMBB I must confess to a great lif#n,g for the juggling of the Avrignys. P e r h a p s a, lells sensa- tional perfor- mance is, how- ever, more to my liking. Of juggling we have of late been surfeited in the halls, but the quar- tette under notice give us something just a bit out of the common, suffic i e ntly clever to excite admiration, and unhackneyed enough to charm and in- terest. No less clever in their own style of ONE OF TK8 AVNONT QUARTETTE. busineae are the Pinnells, the musical whilst the Forrest combination, in Cupid'% Ingenuity," raise many a haarty laugh at the excessive drolleries of the many complications the little misunderstandings occasion. Edward Ind explained to us the peculiarities ONE OF THE GIRLS." of one of the girls who had previously done the Hi ti hi, but who now confined her attention to the more modern, but perhaps none the less skilful, object of lifting" the shop cash, therefore for- getting the hallowed counsels imparted to her in her youth, and as a result finally ead- ing up with a plank bed and a picking of the fruits meet for re- pentance. Another gentleman, no less accomplished in tho art of fairy tale tell- ing, and who Ko Ka pourtrays to you in the succeeding para- graph, was Mr. Henry Anderson, who would have us believe that eating pies and drink- ing ginger beer was the height of his frivolities when out with the missus." but who when rahnd the taan" on his own, as M'Nicholl say, had a. tearing good time of it. Truly the end of his lessoRs will be that some of us before the end of the year will either find ourselves in affluence or in gaol-what would you more ? That there are many people about who possess an elastic con science (andtheKev. Oswald as- sures me he could spot a few) is an admitted fact, but a man covered by a. cuticule which allows of his using the portion surrounding his neck as a night-cap or a Covento Garden ball mask, and the remain- der of his skin as a Princess robe or opera cloak, a la- mode, can- not fltil to command OUT WITH HIS "MISSUS." my deepest admiration and respect. Such a beinsr is holding receptions at the Panopticon, and if you wani a creepy sensation go and see him. I had prepared an elaborate set of ques- tions for the purpose of an interview with Heir Pierre (sounds mixed, doesn't it), but, having left my German at home in the ice-chest, deferred. Aud now, gentle friends, if you will excuse me. Ko Ko is juggling with the bottle, and as,for his own well-being, I am reluctantly compelled to join, and so save him a further recite 1 oi' things 'theatricals, which may not be imparted with that air of verisimilitude which is co-existent with a grasp of detail, I must, therefor, con- clude the weddinar festivities by subscribing myself, yours cheerily,
