NEW MAGISTRATES. Cardiff County Connoil Getting Anxious and May Take Action. The delay in appointing new magistrates foi Glamorganshire and the county borough of Cardiff is causing a considerable amount of comment. It is well known that, in conse- quence of the number of names recommended and the way in which some of the petitions presented to the Lord Chancellor were pre- pared, a searching inquiry into the fitness of the gentlemen recommended for the commis- sion of the peace would be instituted. Since the disclosures in reference to the workings of the magistrate-making syndicate appeared in the "Western Mail" about three months have passed, but no official notification has been received that the commission either for Gla- morganshire or Cardiff has been required by the Lord Chancellor. This, in view of the fact that several additions have been made to the commissions in other counties and boroughs in South Wales, is considered rather strange. We hear there is an intention on the part of several members of the Cardiff County Council to put forward a resolution with the view of nominating for the consideration of the Lord Chancellor prominent residents in the town and members of their own body. Through death several vacancies have recently occurred among the magistrates of the borough, and the work of the court is, consequently, heavier upon those who remain.

WELSH RUGBY UNION. Selection of the Welsh Team to Meet Ireland. A meeting of the committee of the Welsh Rugby Union took place at the Angel Hotel, Cardiff, on Tuesday night, when there were present :-Messrs. A. J. Davies, W. H. Treatt, W. Rees, T. Williams, W. Sweet- Escott is at last recognised, he being chosen to fill the place of Percy Phillips, who could not make the journey to Ireland. Boucher, who was selected in the Scottish match, but who did not play owing to an injury, stands down in favour of Graham, although, strange to say, Boucher has been selected reserve in two positions, viz., forward and three-quarter, an unheard of thing in the Rugby world. BRISTOL CHANNEL TRIPS. The Proposal to Levy Tolls at Bristol Piers. An interview took place on Monday between the representatives of the firms of Messrs. Edwards, Robertson, and Co. and Messrs. Camp- bell and Co., Cardiff, the owners of the Bristol Channel passenger steamers, and the officials of the traffic department of the Bristol Docks Committee at Bristol with reference to the pro- posed levying of tolls upon passengers embark- ing and disembarking at Bristol D^ks. The Bristol authorities have obtained Parliamentary p wers under which they are entitled to e»? te. t tolls, and they propose that the collection should be undertaken by the owners of the steamers. The latter, however, decline to undertake the responsibility, urging that it woulè cost more to gather in the tolls t)t:f) the tolls themselves would amount to. In the interview on Monday the deputation from Car<uf pointed out that tolls were not missed at Cardiff. A GRUESOME DISCOVERY. Decomposing Body of an Old Man Found at Treorky. A haulier named William Wright, whilst re- moving some hay from a rick belonging to the Ocean Colliery Company, situate near the Treorky Railway Station, on Tuesday afternoon, came across the dead body of an old man in a terribly decomposed condition. The body was that of a man apparently 60 or 65 years of age, about 5ft. lOin. in height, thinly built, with grey hair and whiskers. The poor fellow was apparently a tramp, for he wore an old brown- ribbed cloth coat, a black cloth rest, and a blue cloth trousers (similar to an Army trousers), an old bowler hat) new nailed boots, and a grey Welsh flannel shirt. On searching the body an old tobacco pouch was found in one of the deceased's pockets, but no document which would lead to his identification.

ROYAL WELSH CHOIR. Girls Get a Hearty Welcome at a Concert at Neath. Of the hearty welcomes which the Royal Welsh Ladies' Choir have received since their return from Osborne, none hive been more cordial than that accorded to them at Neath en Tuesday evening. A concert bad been organised by Councillor Abraham George and one or two other local gentlemen for the benefit of the I English Presbyterian Church, and every avail- able seat in the Gwyn-liall had been booked. The concert was a decided success, the efforts of the artistes being thoroughly appreciated, and encores were numerous. The choir, under the conductorship of Madame C. Novello Davis, rendered the choruses in splendid style, "Spanish Gipsy," the competitive piece at Chicago, naturally arousing the most interest. All the soloists were in brilliant form, and were accorded a hearty reception. Miss Winifred Evans was the accompanist.

SWANSEA TOWN. Sir John Llewelyn and Casile Bailey- street Improvement. Sir John Llewelyn, candidate for Swansea Town Division, addressed another Unionist ward meeting at St. Jude's Schoolroom, Mount Pleasant, Mr. J. R. Leaver occupying the chair. -Sir John, in the course of his address, said that someone had been re-opening the question of the Castle Bailey-street improvement, and criticising his action in the matter. Though; the matter bad been amicably settled, lie was' bound, when attacked, and when a political cry was made of it, to defend himself. The town had been called upon to pay £ 13,000 for that improvement, and, as he (Sir John) had pro- I perty across the street, he had simply said to Mr. Evans, It is you and I who should make this improvement, and if you pay £ 2,000 I will pay £2,000 towards the cost of widening Caer- street."

DR. KEEN AT PLYMOUTH. On Monday evening the Rev. J. Osborne Keen. D.D., of Cardiff, was chief speaker at the annual home and foreign missionary meeting held at Ziou-street Bible Christian Chapel, Ply- mouth. Dr. Keen. who was warmly greeted, said no Church could be truly evangelical that wa,s not essentially missionary in its character. It was a grand thing to see the Church as a whole facing the supreme problem of tbe hour— the Gospelliug of the human race. During the past hundred years more souls had been con- verted under missionary labours in heathen lands than were converted under the ministry of the Apostles and their successors in the first century of the Christian era. The age of missions rivalled the age of miracles in the salvation of the heathen. The one great need was more men.

SMALL-POX AT BARRY. Two Cases on Board a Ship in the Dock Basin. The three-masted British ship Hospodar, which came up Channel on Tuesday night from Havre bound for Barry Dock for coal cargo, was boarded down Channel by the Barry pilot, Mr. Thomas Jones, -ut on arrival in Barry Roads the captain took steps before attempt- ing to dock to communicate with the local medical authorities, and Dr. King, the assis- tant medical officer of health to the Barry and Cadoxton LooaJ Board, promptly boarded the Cardiff tugboat the Levant, which was lying in the dock, and proceeded to the roads. On reaching the ship Dr. King was informed that two of the orew had fallen victims to small- I pox during the voyage, but were gradually recovering. The ship was, however, allowed to dook at once, and she accordingly entered the basin, where she lay between the sailing ship Melete, which had just arrived light from Antwerp, and the steamer Eugene, of London, which had docked on the same tide, from Bremerhaven. Strangely, too, the pilot, Mr. T. Jones, was allowed to land. Dr. King on the arrival of the ship in the basin summoned Mr. A. E. Leyshon, the local board's sanitary inspector, for the purpose of having the in- fected membsre of the crew carried 16 the temporary infectious hospital, situated on the dock company's property near Mill Cottage, for the purpose of being sanitarily dealt with and medically attended to. A number of tradesmen's runners jumped on board the fever-stricken ship as soon as she arrived in the basin, and up to the time of writing they were rigidly prevented from landing.

HEALTH OF CARDIFF. Medical Officer Walford's Annual Report to the Council. The annual report just issued by Dr. Val- ford, medical officer of health, and addressed to the chairman and members of the Cardiff Port Sanitary Authority, gives full informa- tion as to the work of the department during the year, the number of vessels boarded, the inspection of shipping, &c. Most of the sub- jects dealt with have been discussed at the meetings of the sanitary authority or brought in other ways before the public, but Dr. Walford, in speaking of cholera precautions, makes a suggestion as to the present hospital accommodation at the Flat Holm which de- serves to be specially emphasised and seen to by the public authorities. He says:—"I have to advise that the accommodation is in- sufficient for the probable requirements of the port. I am of opinion that it would be de- sirable to extend the permanent building.which contains only one male ward and nurse's kitchen, with accommodation for four patients. Instead of continually incurring the expense of purchasing supplementary tents, it would, I believe, be wise economy to construct an additional ward, similar in kind, but perhaps rather larger in dimensions than the existing ward. The experience of the past summer has also shown that it would be desirable to alter the administrative arrangements of the hospital. A SCOTCH JOURNALIST DEAD. The death occurred on Monday evening of Dr. { William Alexander, editor of the Evening Gazette, Aberdeen. Deceased was one of the leading journalists in the North of Scotland, and was extremely popular amongst newspaper men. He was a well-known author, and for bis services to literature the University of Aber- deen some years ago conferred upon him the degree of D.L.
