WALES seems determined to have some special legislation for itself on the subject of liquor traffic. A bill has been introduced by Mr. Bowen Rowlands and others, to enable owners and occupiers in Wales to have effectual control over the liquor traffic. The bill defines the phrase vetoing districts as including borough, urban or rural sanitary districts, one-tenth of the rate- payers of a vetoing district may require a poll. The bare majority of votes given may decide for a reduction of licences, or that no new licences be granted while a majority of two-thirds will be sufficient to carry the resolution for total prohibition of sale of intoxicants iu the locality. There is a special provision allowing chemists to sell intoxicants on production of a medical pre- scription subject to certain safeguards, omission to observe which is punishable by fine or im- prisonment. This clause makes the unfortunate chemist liable to fine or imprisonment if his servant or apprentice commits a breach of its regulations. The bill is limited to Wales, "in- cluding the county of Monmouth." REFERRING to the rumour circulated by the Athenceum that the Rev. T. C. Edwards, D.D., is about to resign his position as principal of the Welsh University College at Aberystwyth in order to become head of the united Calvinistic Methodist Theological Colleges of Bala and Trevecca, the British Weekly says it would be good news to all theologians were it true, and if Dr. Edwards's remarkable gifts and attainments were wholly devoted to the service of the Queen of Sciences. But the announcement is premature. The amalgamation of the colleges is not yet decided on, and Dr. Edwards has already declined very lucrative offers to leave his present position. We may be permitted to express our earnest hope and belief that the Welsh Presbyterians will rise to the greatness of their opportunity and the call made upon them. In the present, and in the impending circumstances of Welsh dissent, it is of the last importance that the younger generation of ministers should be worthy of the great race that is fast passing away, and fully prepared for conflict, for victory, and for the results of victory. No sacrifice is too great for this, and no man is more fitted to train in a warm and reverent, fear- less and scholarly evangelicalism, than Principal Edwards. MR. RATIIBONE'S proposal for a Grand Com- mittee for Wales was lost by only twenty-two votes. Mr. Raikes and Mr. W. M. Smith, who are sensible mes when dealing with most matters, used some silly arguments against the proposal. The Postmaster-General talked about the scheme being the beginning of Home Rule for Wales, and said it would diminish the jurisdiction of the British Parliament and curtail the frontier of England; and the leader of the House spoke iu < the same strain. How the appointment of a h Committee could separate the Welsh frot the English is to us a puzzle-and we would s^gest that our Cardiff contemporaries should offer prizes for the best solution of it. Welsh meibers are clearly better able to say what their ensti- tuents require than English members, forit is notorious that the English people are gossly ignorant of Wales and Welsh matters. Tl idea that Wales desires any sort of separatior from England is ridiculous. Wales has as inch to gain from union with England as Englad has from union with Wales, and it is isurprisii* that responsible ministers of the Crown shoud talk twaddle on the subject. The Spectatr also foolishly says that members could oly be members of one Committee, and, therefoj, they must be excluded from other importan Com- mittees-quite forgetful of the fact tha.many members are on several Committees. Waes has allowed herself to be overlooked too long,and a change in that respect is coming over the cantry. To secure justice for those whom they reresent the members for the Principality must subolinate all other interests for the sake of this one. They must unite upon every occasion with thE party that will do most for Wales, irrespective c other considerations. That is their first and bunden duty. They must support the Irish anclScotch and any section of the English members TOO will support them in return, and then no Govenment can withstand their just demands. IT will, perhaps, surprise many, says th Liver- pool Mercury, that the bill introduced iito the House of Commons called the MountainJUvers, and Pathways Bill (Wales)," the object o which is to secure the right of public access to suh parts of the country as have from time immemoial been deemed free to all sorts and conditions if men, should be necessary, for although we hav heard a good deal of arbitrary denials of ancien rights of way in Scotland and the Lake distrit, not many complaints have hitherto come fDm the Principality. It appears, however, tha land- owners and occupiers in Wales have been eeking to assert exclusive rights on the mountains lakes, moors, and rivers of Wales; and the vVels: mem- bers of Parliament whose names are on t'e back of the bill-Mr. Ellis, Mr. Abraham, andMr. B. Rowlands-think it necessary that the indent public privileges connected with them should be defined and put beyond dispute by act of Parlia- ment. The bill seems moderate in its character, for it applies solely to land entirely uncutivated and unenclosed, even when the purpse of enclosure has merely been to prevent flicks or herds grazing on a neighbouring mountain)btain- ing entry. There is also a clause emp(wering owners of property to make bylaws resricting the public right of access to places on ocasions z!l such as holidays, when large numbers oi people are likely to visit them, and damage maj accrue from repeated acts of treading on the svard, or noise, confusion, or danger be created. Such bylaws must not take away any publi; right entirely, but only modify its exercise. The preservation of footpaths, and, in someca.es, the revival of ancient rights of way, is a feature of the bill, and carefully-drawn clauses ded with the mode of procedure when action is taken. Wales is too valuable as a recreation gromd and health resort for the crowded populations of our midland and northern counties for popular rights with respect to it to be lightly given UJ; and though it is a matter for regret that legislation should be necessary in order to pireservt them, it is to be hoped that they may be placedbeyond doubt by the direct sanction of Par ""t. By the death of tl here has been removed from the stage 'ld's affairs one who for many a long w yed a most important part upon it. vho thought of him only in his latest days— nead of a great empire, beloved of his peopie, and successful in all his plans-can scarcely realise the time when, as a child, the then Prince William of Prussia had to flee with his mother as a fugitive from the French after the disastrous day of Jena, or when, as a middle-aged man, he had to leave the capital of the Prussian Kingdom and take refuge in our land, because of bis exceeding unpopularity among his countrymen. His life was so long and so crowded with incident that the great troubles of the earlier portion of his career have been practically forgotten by the general public in the contemplation of the striking triumphs of his later years. Had he died at sixty, he would have passed from out this world one of the best-hated men in Germany; dying at ninety, he is regarded by the whole German people as the incarnation of their political unity and as the symbol of that military glory of which they are so proud. As far as England was concerned, the reception of the news was so earnestly sympathetic that the German people can scarcely avoid being touched at the general expression of condolence. Although it was known that he was in such a critical state, the aged Emperor had rallied so often that when a premature but widely-believed report of his death was circulated, it seemed to come upon all as a surprise. The excitement which it caused in the lobby of the House of Commons will never be forgotten by those who witnessed it. An important subject was being discussed within the House itself—no less impor- tant than that of the state and administration of the national defences-when the rumour ran around the benches like wildfire that the Emperor William was dead. Although one of the best- known men in the Chamber was then engaged in speaking, members rushed almost simultaneously into the lobby, and there eagerly discussed the news. Gradually it began to be whispered that there was some doubt as to its accuracy, but this served only to add fuel to the flame of excitement which was then burning so brightly, and this was distinctly added to when it was learned that Royalty itself believed the original statement, and had postponed all its ceremonial functions accordingly. So for hours the excitement burned, though it lessened as trustworthy telegrams from Berlin denied the early report, many a member went to bed that night tilled with a lingering suspicion that that early report was only pre- mature. And so it proved, for early the next morning the great Emperor" went home," to use the touching, truthful phrase of his successor in acknowledging the news.

OCCASIONAL NOTES. AN important duty now devolves upon every ratepayer in reference to the Local Board election, which is pending. Three trusted, reliable, and experienced men are required for election and the choice lies with the ratepayers. We want men who are thoroughly alive to the interest of the town who will keep a vigilant watch upon its needs, and will advocate judicious reforms and improvements, and aid us in keeping pace with the times. #■ • 1 A matter of much importance is, that the regulations and bye-laws of the Board should be strictly enforced. That some attention should be paid to sanitary arrangements in the town. That the place be made thoroughly clean—inviting— attractive A gentleman aptly observed the other day :—" We are all busy with our spring cleaning, making our houses, clean, bright, and comfortable -preparing for the coming season; while we seem to care little for the outside, or general appearance of the place, and forget the signi- ficance of first impressions." Much has been read and heard lately of the Impressions our town has made upon strangers. [t is well for us sometimes to see ourselves as athers see us." Only a year ago, two artists representing an influential journal, paid a visit to the town and district. One gave some admirable sketches of the place, while the other duly recor- ded "impressions" and" reminiscences." In these a woeful description was given of certain portions of the town, which must have created a very detrimental impression upon the minds of a large and important class of readers. Very recently we learnt the impressions which had been made upon r a great authority, and which had clung to him for half a century. Let us take to heart these lessons, and make all the improvements which lie in our power. Much may be done at little cost, by judicious management. We are now about to relegate these matters to the care of certain individuals. Let us see to it, that a wise choice is made. We are pleased to observe that the Vale of Llangollen has again been brought into prominent notice. The London and provincial press report that at a recent sale in London by Messrs. Christie, Manson and Wood, the painting of "The Valley of the Dee," by the late W. J. W. Oakes, fetched £ 159. All our readers will be interested in the happy event which took place in London yesterday (Thursday), when Miss Mary Davies, the popular vocalist, of whom Wales is so justly proud, was married to her name-sake—Mr. W. Cadwaladr Davies. As some of us first recollect her, Mary Davies was a poor girl, the daughter of a clever sculptor, who, like many another gifted artist, possessed little of this world's goods. The credit of discovering her rests between the late Mr. Brinley Richards and Madame Edith Wynne, who introduced her to Mr. John Thomas, harpist to the Queen. Mr. Thomas, it will be remembered, paid a long holiday visit to Llangollen some time ago. Miss Davies's teachers in various depart- ments were Mr. Brinley Richards, Mr. John Thomas, and Mr. Alberto Randegger, all of whom took the greatest interest in their young pupil. After two or three years' study, Mary Davies began to sing at the students' concerts at the Academy, and gradually won her way to the front rank of concert artistes. As a ballad singer, she has, indeed, very few equals in popular favour, and although her voice is hardly powerful enough for oratorio, she has for years been considered the ideal representative of Margaret in Berlioz's Faust. Miss Davies is a stern and avowed teetotaler, and, it is said, is the wealthiest soprano in the concert profession. In private life, she is very greatly and deservedly esteemed. After her marriage, she will, it is understood, not I quit the concert platform. Everyone will rejoice with her to-day, and wish her all joy. The best and most comprehensive Gazetteer of the British Isles ever published has just been issued by Mr. J. Bartholomew, F.R.S., of Edin- burgh. It gives full and accurate descriptions of the chief civil, ecclesiastical, and political divisions, and of all inhabited places of any importance, together with the prominent natural features and objects of interest, in the British Isles. In addi- tion to the names of counties, hundreds, parishes, &c., it contains names of all cities and boroughs post offices and railway stations mountains, hills, passes, rivers, lakes and waterfalls; bays, head- lands, islands, shoals, and light-houses round the coast; and it includes the names of many thou- sands of villages and hamlets, seats of nobility and gentry, and of localities and objects of interest to the historian, the tourist, and the antiquary. It is also supplemented by no less than twenty- three specially-prepared maps, illustrating the most interesting features of the physical, political, and commercial geography of the country. The reference to our town will be found in the next note. # "Llangollen, market town, parish, and town- ship, with railway station, Denbighshire, on right bank 01 river Dee, 22 miles 8.W. of Chester- parish 22,396 acres (193 water), population 6381; township (Llangollen Traian), 14,566 acres; population, 5463 town population, 3123; post office, telegraph office; two banks; one newspaper. Market-day, Saturday. The town is situated in the Vale of Llangollen, celebrated for its romantic beauty, and is a busy place, well known for its brewery and its fine hotels. Flannel is manufac- tured in considerable quantities, and in the vicinity are collieries and limestone quarries. Two splendid examples of engineering skill-the viaduct of the Chester and Shrewsbury Railway, and the aque- duct of the Ellesmere canal-are within a short distance of the town." All students and lovers of art should possess the new editions of Professor Ruskin's Lectures on Art" and A Joy for Ever (the substance of two lectures on the political economy of art, &c.), which have been revised by the author, and which have just been issued in a most attractive form, at popular prices, by Mr. George Allen. In these volumes will be found expositions of truths, to which the great art critic has given the chief energy of his life. The Lectures on Art" were the most important pieces of Mr. Ruskin's literary work, "done with unabated power, best motive, and happiest concurrence of circumstances." In the preface to the new edition, Mr. Ruskin writes —" Men of the present world may smile at the sanguine utterances of the first four lectures but it has not been wholly my own fault that they have remained unfulfilled nor do I retract one word of hope for the success of other masters, nor a single promise made to the sincerity of the student's labour, on the lines here indicated." Sir Edward Creasy's Rise and Progress of the English Constitution," published by Messrs. Richard Bentley & Son, has attained its fifteenth edition, which speaks volumes for its popularity. It is a work of the very highest merit, and is written in a lucid and admirable style. The his- tory, which is of a most complete character, is carefully compiled, and forms a thoroughly reliable text-book. Every intelligent man desires to follow the rise and progress of the constitution of his own country-the most powerful nation in the world-and he cannot do better than peruse the work of our late Chief Justice of Ceylon. # The dates of the death and burial of the Emperor of Germany will long be remembered as the busiest days on record at the Central Telegraph Otfice at Berlin. On the former occasion, no fewer than 36,615 telegrams—for the most part press messages--containiug together 1,115,551 words, were despatched to all parts of the globe, and in different languages. All the Government telegraphists fit for duty bad to be called in to meet the extraordinary pressure, and all available instruments were worked. During the busiest part of the day no fewer than 346 telegraphists were at work at the same time in the great instrument room of the Central Tele- graph Office, and 230 instruments were operated. —VEIUX. ft

Present: Mr. W. Eddy (chairman), Messrs. J. Rowlands, G. W. Spurring, and Rev. D. Williams.-The Clerk said he had been served with notice from the Inspector of Nuisances to remedy the alleged defective construction of drains at the Vron Schools, or a summons would be issued.—Mr. Spurring complained that provisions for proper drainage had not been made.—After considerable discussion, the Chairman undertook to have something done.-The Master wrote that the schools had been closed, owing to the prevalence of measles.-The Atten- dance Officer's report was dealt with, and the Clerk was asked to present a report at the next meeting on the Industrial Schools Act. THE SEASON.—A very agreeable change in the weather took place yesterday (Thursday) morning, when the wind veered to the south from the north, where it had remained for some weeks. THE BOUNDARIES COMMISSION.-It is understood that early in April, Mr. Moss, Boundary Assistant Commissioner, will hold a public inquiry in the Assembly Room, Llangollen, relative to the boun- dary of the district of which it is anticipated the town of Llangollen will form the headquarters. The date and further particulars will be advertised shortly. THE WELSH MISSION.—The Parish Church is this week the scene of a movement which has not for many years previously been carried on within its precincts. Through the praisworthy efforts of the vicar, a series of powerful Welsh mission ser- vices are being held there, the special preacher being the eloquent vicar of Llanuwchllyn, the Rev. W. Hughes. The rev. gentleman chose for his subject on Monday evening, God's love towards the world;" on Tuesday, Christ, the sinner's Saviour and on Wednesday, The revelation of heaven by God's spirit." Yesterday (Thursday) the subject was Repentance," this evening it will be Faith and the forgiveness of sin," and on Satur- day, Prayer." The mission will be brought to a close on Sunday evening, at St. John's Church, with a discourse on" Patiently awaiting the second coming of Christ." The services are largely at- tended, and there is every reason to believe that the mission will not pass by without bearing fruit, and that abundantly. THE LLANGOLLEN LIBERAL ASSOCIATION.—The resolutions passed at the Liberal meeting, held on the 0th instant, were duly forwarded to the proper quarters. Mission Room (Brook-street) sermons at 10 a.m. and 6 p.m. MACHINE RIFLES.—An important proposal was made at the last session of the military Parlia- ment," to extend the sphere of operations of the National Rifle Association to embrace the weapons known as machine guns, or machine rifles. The leading types now in use are the Nordenfeldt. which is worked by a lever, and the Gardner, which is worked by a crank. These weapons, which have been the chief favourites in this country, seem likely to be superseded by the Maxim automatic gun, which has only one barrel, working to and fro like the piston of a steam-engine, receiving its backward impulse from the recoil of each shot fired. The cartridges are supplied by a long belt, and the only muscular force used in firing the Maxim gun is the pressure of the operator's thumb on the trigger. Trials of various guns have taken place in Italy, Switzerland, France, Austria, Germany, and the United States, in all of which the Maxim gun has been successful; Lord Wolseley himself fired the gun at Hythe, and made good practice. Of these, the most exhaustive was that in Austria, where it was tested at various distances from 200 up to 1,576 metres (1,716 yards). After a series of trials, ex- tending altogether to some 16,000 shots, the com- mittee reported that of all the systems hitherto tried, the Maxim machine gun is the best adapted for the purposes for which it is intended, because of the rapidity of firing, ease of manipulation, absence of all muscular exertion on the part of the soldier working it, the fact that owing to the lateral automatic feed only one man is required to work the gun, and it consequently offers a much smaller target to the enemy's tire; but, principally on account of what Mr. Nordenfeldt terms the "natural vibration" inherent to every older type of machine gun than the Maxim, the Maxim showed a decided superiority both to the two-barrelled Gardner and the five-barrelled Nordenfeldt in the matter of precision, and also in other respects. LITERATURE.- lite Quiver: The March number has a very pretty and telling frontispiece entitled Compassion," which is very seasonable. It is the picture of a young girl fondling an orphan lamb. The contents of this month's number are varied, and some of the papers will afford choice and con- soling reading. A short sketch of the life of that eminent preacher, the late Rev. William Morley Punshon will interest vast numbers while a paper by the Rev. W. M. Statham on So tired I" is a sweet exposition of the text Lift up your hearts." Among the other contributors are the Revs. P. B., Power, M.A.,M. G. Watkins, M.A., Wm. Spiers, M.A. F. Peel, and Dr. Blaikie. The serial stories are "Wanted, a Governess" and "Not all in Vain. Part 5 of the Dictionary of English History, issued by Messrs. Cassell and Co., has been published. It is a work replete with information.—An Old Testa- ment Commentary and a Natural History, by the same publishers, are progressing sa.tisfactorily.- Weldon's Ladies' Journal for March has a full page of spring designs, and a coloured plate and paper pattern are given away with the number.—The Century There are few monthly magazines got up so well in all points as this one its literary merits are many, while the illustrations are marvellous productions. The March number has two portraits of Prince Bismarck-one a full-length picture of the celebrated diplomatist and statesman enjoying his walk, surrounded by his dogs, in his garden, and the other a bust, both of which are of intrinsic value. The Home Ranch is full of vivid sketches of life on the prairie and another equally interest- ing work is that of "Some Pupils of Liszt," life-like portraits of whom are given. Colonel Rose's Tunnel at Libby Prison" recalls some of the wildest and most romantic adventures in connection with the American Civil War, and the Call to Arms under Abraham Lincoln still further furnishes the reader with some of the incidents connected with that exciting period in the history of the American nation. The tales are all well told, and Topics of the Time are treated of in most interesting papers. -The 8t. Nicholas's Magazine is a high-class perio- dical for young people, and treats of a variety of subjects in a decidedly pleasing manner. The illus- trations are all carefully got up. We can strongly recommend this magazine.—Harpers'' Magazine for March has as its frontispiece illustration an engra- ving of the last scene in I- llimlet," which is superbly finished. Modern Spanish Art" is finely illustrated from photographs by G. Minci and Stuani, Schemboche, Borelli, Felici, Tuminello, and La Iberia Societa Fotografica. Rome. The article is a most interesting one. Other excellent papers are A Visit to a Colonial Estate," Canadian Voyageurs on the Saguenay." Studies of the Great West, '• A Little Swiss Sojourn,' &e. "In Far Locliaber" is the title of a novel, and, with several poems, &c., the volume is an interesting one.—Harpers' Young People is again pleasantly illustrated, and will afford much amusement to its readers.

BANGOR. I CHORAL FESTIVAL.-The annual choral festival in connection with the Calvinistic Methodists Of Bangor district was held at the Tabernacle ChaJei on Wednesday. The spacious building was crowdea to overflowing, and the approaches to the sacred edifice were filled with people unable to gain a mittance. The choirs, conducted by Mr. John Thomas, Llanwrtyd, occupied seats in the gallery, and numbered between 700 and 900 voices. 1 Rev. Daniel Rowlands, M.A., presided in the after- noon, and Mr. Richard Evans in the evening- Miss Mary Hughes was the accompanist. The festival was one of the most successful, the singing throughout being excellent. The anthems rendere were: *'Yr Arglwydd sydd yn Teyrnasu" (Joil Thomas)," Mawr a Rhyfedd (Sophr), and" Marwol- aeth y Cristion (Harwood). Tunes: Mamre, Italy, Colchester, Llangollen, Nottingham.
