In the HOUSE OF LORDS, Lord Brougham called the attention of the House to the horrors of the civil war raging in America, and, while he deprecated the interference of England and France, hoped that the Americans would themselves see the neewsity of puttinganendtothis contest. Lord Berners moved the second reading of the Game Law Amendment Bill, and briefly explained the improvements which the measure would make in the present law. The Lord Chancellor "suggested that the bill should be withdrawn, and reduced within the limits which noble lords on both sides recommended, after which it might be brought in again to-morrow. T j After a short conversation between Lord Derby and Lord Granville upon this proposal, Lord Berners adopted the suggestion, and withdrew his motion. In the IIorsE OF COMMONS, in reply to a question put by Mr. Hopwood, Lord Palmerston said the Government were deeply sensible of the suffering and privations of our manufacturing popula- tion endured with so much heroic fortitude and patience because it was known that they were not the result of any bad legislation or any misconduct of the Government, but of cir- cumstances over which they had no control. They would be most happy to take any step that was likely to afford relief, but any interference of the nature suggested by Mr. Hopwood (intervention, as parties or otherwise) would be likely to aggravate the evil. As to mediation and good offices in con- junction with the Emperor of the French, they would be delighted to avail themselves of any opportunity that afforded a prospect of success to endeavour to put an end to the civil war in America. Lord R. Montagu was allowed to make a personill explanation with reference to three distinct charges of a grave nature which had, he said, been brought against him in relation to a matter connected with the Thames Embankment Committee, which was the subject of a conversation on Friday evening. His explanation, however, coupled with disclaimers by Colonel Knox and Mr. Horsman, seemed to substitute for the obscure more obscure. On the (M-der for the second reading of the Fortifications (Provision for Expenses) Bill, Sir F. Smith moved, as an amendment, a resolution, that there be laid before the House a return showing the original and every subsequent estimate for each work recommended by the Defences Commissioners the amount of any contract for each work what proportion of each work is completed; and what inconvenience or injury, if any to the pubhc service would result from the postponement of any of thc projected works He reviewed the projects of these works, urging the enormous expenditure they would occasion, and pointing out those which, in his opinion, were not called for, and ought not to be proceeded with, citing the evidence of competent pro- fessional witnesses in support of his opinion. The amendment was seconded by Mr. Gregory, who dwelt npon the uncertainty which over the whole question of de- fences. Sir J. Fergusson observed that the main question, upon the second reading of the Bill, was that of land de- fences of the dock yards, and he contended that, considering the relative smallness of our army, permanent fortifications were necessary. Mr. Kinglake was of opinion that this was a question which the House could not decide upon its own knowledge; it must rely upon the authority of others. Upon a technical and scientific question like this it would be well for the House to be guided by the authority of the Ministers of the Crown, the proper advisers of the House, and he should be willing to be guided by the knowledge and experience of the First Minister. Sir H Willoughby remarked that the money now asked for-namely, £ l,200,000-appeared to have been already ex- pended, the works having been contracted for and the engage- 111Siis said returns of the facts referred to in the amendment were before the House, and it was not the practice to call upon the Government to express an opinion upon the facts. He could not, therefore, assent to the amendment. He proceeded to reply to the objections offered to the proposals of the Government. As to the observation that money had been expended before it was voted, the Government had pursued, he said, the ordinary practice. It was necessary to enter into contracts, but a considerable part of the £ 2,000,000 already voted was expended. As to the question of invasion, it was impossible to lay down any general principle; but it would be the extreme of rashness to deny its practicability. The House was asked to consent to the principle of a Bill to carry out a plan to which it had assented. The details would be discussed ill the Committee. Lord Palmerston said the principles of the necessity of fortifvin" our dockyards had been deliberately and solemnly affirmed by the House two years ago, and if it rejected this bill it would reverse that decision, The Government, did not pretend to fortify the country or even London; the country must be defended by troops in the field but it was thought essential to defend certain vulnerable points upon which the existence of our navy and our maritime superiority depended —namely, our dockyards. Mr. Osborne said it was because he believed the proposed plan bad that he took exception to a great portion of it. If our navy was, as it was alleged, not only not on a par with, but below, that of the French, lie would vote for not only putting it on a par with, but making it double the French navy. ) General Peel said he held the Government responsible not only for their plan for the security of the country, but for its execution, and he was not willing to relieve them from the responsibility by refusing them the means of carrying it into effect. Sir. F. Smith having withdrawn his amendment, The second reading of the Bill was carried upon a division by 158 to 50. TUESDAY. Both Houses of Parliament met and adjourned at an early hour. The HOUSE OF COMMONS went into committee at twelve o'clock on the Irish Poor Relief Bill, and after suspending the sitting at four o'clock, resumed at six, when, as there were not 30 members present, the House was adjourned. WEDNESDAY. In the HOUSE OF COMMONS, Mr. H. Berkeley, in moving the second reading of the Ballot Bill, after remarking that the arguments in favour of the measure still remained unanswered, proceeded to remove what he termed a load of dust w Irish bad been, lie said, thrown upon this measure in order to blind people's eyes. He read a list of large constituencies, number- ing in the aggregate 283,000 electors, representing a population of upwards of 8,000,00 returning 41 members, all of whom were strong supporters of the Ballot. He then stated the reasons why he had refused to lay the Ballot aside, burying it in the same grave with other measures of reform. The Ballot, lie maintained, was a barrier against the usurpation of political power by an aristocracy, all oligarchy, or a democracy. In AHstralia, where the Ballot, he said, worked haimomously, it was conservative in its tendency. He concluded his speech, which was, as usual, an amusing one, by relating instances of gross bribery and intimidation at elections, and by suggesting the mischievous effect of the argument that electors were trustees for non-electors, warning the Government that they were in a minority upon this question, and of the" possible influence of their opposition to the measure upon the next election. Sir G. Grey, in a very few words, opposed the motion, ex- pressing his belief that the Bill would not effect the object which Mr, Berkeley had iu view; that, on the contrary, it would facilitate bribery. He thought every elector should ex- ercise the franchise in the face of the public. The motion was opposed likewise by Mr. Newdegate and Mr. Lysley, and was supported by Mr. Potts and Sir. Locke. Upon a division the motion for the second reading of the Bill was negatived by 211 to 126. The Petroleum Bill and the Juries Bill were read a third time and passed. The Stipendiary Magistrates Bill was lead a second time. The Births and Deaths Registration (Ireland) hid was W1OtherVBills were advanced a stage, and the House adjourned at 20 minutes to six o'clock.

LATEST 3STE"WS. OJ THE YELVERTON CASE.—Yesterday [Thursday) afternoon, Lord Ardmillan gave judgment in favour of Major Yclverton, stating that there was no legal Scotch marriage. At Wimbledon on Thursday several competitors, including Edward Ros3 Fellowes, and Capt. McGibbon, of Edinburgh, were declared disqualified for the Queen's Prize, because the wind-plug of their rifles was not according to regulations. At the anniversary of the Founders and Benefactors of the University of Oxford on Wednesday, the honorary degree of D.C.L. was conferred upon Lord Palmerston. The old premier received a most enthusiastic reception. Mrs. Vyse, who is charged with poisoning two of her children on Ludgate-hill, was committed for trial on Tuesday, by the presiding alderman at Guildhall. The evidence was of a most painful character, and Alderman Wilson commented Ll strongly on some parts of it. The Revenue returns for 1862, up to the 30th of June, exhibit on the year up to that date, as compared with 1861, a net decrease of £ 2,177,305. This decrease is accounted for by L two items alone, the Excise and the Property-tax, the former showing a falling off of £ 1,445.000, and the later of £ 1,874,000. Customs show an increase of just a quarter oi a million Stamps, £ 191,775 Post-Office. £ 125,000 and Miscellaneous, £ 542,4b8. TUE INTERNATIONAL EXHIBITION.—The visitors to the building on Wednesday again showed a slight fulling off. All unusual number of season ticket visitors were admitted but yet the total was only 54,496, of which no less than 7,369 were by season ticket, only 47,000 paying at the doors. Com- pared with the days of 1851 this is very little more than half the numbers of those who were then willing to give their shilling. People, in fact, seem to be waiting for the issue of the 10s. tickets, which will admit for 60 days so that, what with the transference of these tickets, which will assuredly take place, from hand to hand, the Exhibition will then virtually be open at 2d. a day to those who buy the shilling season admission. Within the last few days many small but exceedingly beautiful additions have been made to the contents of the stalls of some of the chief exhibitors. The number of visitors at the Exhibition on Thursday was :—Season tickets, 4,903 payment, 52,311; total, 57,221. It rained up to six o'clock, but cleared afterwards. Two men have been apprehended in Manchester oil the charge of being concerned in the murder of the police-constable who was shot last Saturday, at Asbtou-under-Lyne. The police seem to have apprehended a. desperate resistance, but the prisoners were taken rather unawares, and submitted, though somewhat sullenly. One of them gave the uame of Michael Burke, and it is worthy of notice that near where the murdered man fell a piece of paper was found, which had evidently been used for wadding, and which bore the signature, Michael Burke." The details of the capture, which are somewhat singular, reflect great credit 011 the astuteness of the policeman to whom the arrest was due. ITALY. TURIN, July 2.—It is stated that Garibaldi will arrive at Naples on Thursday next. A Russian Ambassador, bearer of the official recogni- tion of the Kingdom of Italy by Russia, has arrived here. A Portuguese envoy has aiso arrived in this city to ask officially the hand of Princess Maria Pia, of Savoy for the King of Portugal. It is stated that a note has been communicated by the French minister at Turin to the Italian Government, strongly recommending them not to tolerate any attaek on Home by the Garibaldiaus. AMERICA. NEW YORK, June 21.—General M'Clellan'aarmy before Richmond has been reinforced by the corps under General M 'Dowell. The weather is fine, an 1 the roads firm in Virginia. General Morgan, of the Federal army, reports to the War Department, under date of the 18th inst., that he that day inarched upon and occupied Cumberland Gap, which the enemy ev cuated four hours before his arrival. Cumberland Gap is a pass in the Cumberland mountains at a point where the boundary lines of the States of Virginia, Kentucky, and Tennessee converge. A telegram authorized by the Federal Government, which stated some days ago that Little Rock, the capital I of Arkansas, had been occupied by a Federal force under General Curtis, is unfounded. The city still remains in the possession of the Confederates. No further intelligence that can be depended upon has been received of the movements or position of General Beauregard. Vicksburg still holds out against the Federal flotila. The Confederates declare their intention to defend the city to the last extremity. SANGUINARY BATTLE By telegram, per St. George, via Greenock, from Amcrica, we learn that. on the 16th ult., a bloody battle was fought near Charleston, the loss being heavy on both sides. General Beauregard is reported to be en route for Richmond.

''V', A BOTH Houses of Parliament have again been pretty busy, but it is quite evident that there is no inten- tion that any great amount of business should be done this session. We have had discussions upon the building of fortifications in the Lords and Com- mons but from these debates we can only glean that Ministers have determined upon meeting the desires of the public half-way. They will not stop the erection of stone foitifioations, neither will they cease to build iron-clad ships of war. This is a question we are at all times sorry to see made a party one,—Whigs and Tories, Radicals and Con- servatives, should have but one mind on a subject connected with the security of the country. In our opinion, the Government will do well to see that our ports are defended by permanent fortifications we may still depend upon our iron ships and gunboats to I keep an enemy from attacking them. It is quite true that modern warfare has shown us that an enemy will not put himself out of his way to go direct to a spot which we have taken much pains to strengthen in order that we may give him a parti- cularly warm reception. It was, we suppose, a point of honour to do this many years ago now an enemy coolly walks away from these dangerous loca- lities, and lands where lie thinks lie may be unop- posed—attacking strongholds where he may do so with the greatest advantage to hutiscU. Under these circumstances floating batteries become very valuable, perhaps more valuable than stationary ones, still the stationary fortifications arc not on that account useless. The only question is whether, urged by their often repeated fears of France, Ministers are going a little too fast, and spending more money than is prudent. The Church Rate question is still left open. Mr. Estcourt brought forward his resolution, but the feeling of the House was so distinctly expressed that he was compelled to withdraw it. The dissenters claim this as a triumph, but we cannot see much triumph in it for either party. The Abolition Bill was defeated, and the proposal for a compromise has been rejected; things, therefore, remain much as they were. Mr. Disraeli said that the dispute would never be satisfactorily arranged until a compromise was made under the sanction of the Government; and no doubt the right hon. gentleman is right but as it is certain Lord Palmerston will not take upon himself the responsiblity, we shall have to wait until Mr. Disraeli is himself again in office to see this arrange- ment completed. We are told that Mr. Estcourt's proposal was not acceptable to a large number of Churchmen still, we fancy that the principle of transferring the rate from occupier to owner will eventually be adopted. THE trials of the Irish Special Commission are over, and, to the astonishment of those who do not look deeply into the cause of the recent outrages, the pri- soners have been acquitted, and the Special Com- mission, which was to have had such great effect in terrifying the evil doers in Ireland, now affords them a triumph they do not attempt to conceal. It is strange how suddenly discontent springs up, and how complete is the organization of those agrarian outrages. In the present instances, Protestants have not been selected in preference to Roman Catholics; therefore it is easy to be seen that the motive for murder and outrage is not a religious one; it is connected with tenant rights, and. in addi- tion to local grievances, the people of Ireland have a desperate hatred to the present Government, which perhaps will never be extinguished. Something must be done at once to quiet the country and re- store order, for the result of the trials will encourage those disposed to commit the most atrocious of crimes. THE principal item of foreign news has been the meeting of Legitimists at Lucerne. The Count de Chambord met his friends there to give them expla- nations regarding the policy he has lately pursued; but we do not hear whether these explanations were satisfactory. It is to be hoped if any gentlemen from France trusted themselves at Lucerne there were no French spies present, otherwise we may hear of numerous arrests before long for the Em- peror Napoleon is not likely to tolerate any expres- sion of sympathy with the Count de Chambord, when he may be on the point of testing his strength with the priesthood by destroying the temporal power of the Pope. THE International Exhibition has now reached the zenith of its glory. It is well attended the Com- missioners have found their senses and fairly yielded to the public demands. Saturday has been reduced to a 2s. 6d. day, and we are told that it will ulti- mately come down to Is.—just what it should always have been. On Thursday a grand banquet was given to Prince Napoleon, when Earl Granville took the chair. ♦> THE OBJECT OF DISCUSSION. THERE are none who will venture to oppose the assertion that all public questions should be decided on their merits, and that such should be the object of discussion. This is the only common-sense opinion on the matter that can be entertained. The introduction of abusive personal observations into debate not only demonstrates the want of sapience on the part of the speaker, but the despicable course he thus adopts damages his cause, and, if he belongs to a municipal parliament, disgusts every intelligent per- son who has hitherto been his supporter. Because a man imagines the views he propounds are right,, is he to depart from the real question at issue, and make a personal attack upon one who happens to believe differently ? No! Such conduct is con- I temptuous, and the uncharitable individual deservedly J calls forth severe reproach. Our readers will have perceived from our reports of the Cardiff Corpora- tion and Board of Health meetings, that the exhibi- tion of such conduct there, is by no means a rarity, and we much regret being compelled to acknowledge the fact. The Radicals in the House of Commons have set the example, and the Radicals of Cardiff have followed it. We are quite ready to believe that when we accuse Mr. Winstone of frequent deviation from the recognised and correct rules of debate, we offend his dignity and ensure his displeasure never- theless we give utterance to a truism, and the other members of our local legislature can indubitably endorse the accusation. Far be it from us to insi- nuate that Mr. Winstone has any other than a desire to promote the interests of the ratepayers Were we to write in that strain, we should be wri- ting contrary to our convictions, and, very probably, to those of the general public of this borough. But the member for the South Ward, in his excitement oversteps the boundary of discretion by indulging in personalities. In his zeal he forgets that every man in this favoured land has a right to enjoy his opinion he loses sight of the weighty fact that his electors wish public questions to be decided on their true merits and in doing this he thwarts what we are charitable enough to believe are his own objects When the gas question was considered on Friday last, Mr. Winstone attributed suspicious motives to the Gas Company in being so anxious to conclude a three years' contract. Mr. John Bird called him to order on the ground that he was making a misrepre- sentation, and reminded him that the proposal for such an agreement emanated from the Board. M Winstone said Mr. Bird was out of order in caIHno. him to order, and thereupon accused him, as a share- holder in the Gas Company, of selfish motives. He assured Mr. Bird that he was "not talking to the directors of the Cardiff Gas Company, but to the members of the Cardiff Board of Health." The Chairman had some difficulty in getting Mr. Win- stone to hold his peace until matters were set straight. Ultimately the noisy offender was assured that Mr. Bird was perfectly in order when correcting a mis-statement. Mr. Winstone, however, could not allow the matter to rest, and proceeded with his display of tortuous oratory to the annoyance of all present. Did he fancy that his remarks would be perused with delight by the people? Was he la- bouring under the delusion that he was strength- ening his views on the real subject? Had he an eye to increased popularity with the people, and was he dreaming of applause that would follow his des- perate and cutting taunts ? Thought he that his uncalled-for and contemptuous attack would add to his respectability, or have a tendency to create an impression that he was a powerful advocate of any cause he took in hand ? If so he was the victim of error, and the dupe of self-conceit. Mr. Winstone again, on the previous Monday, at a meeting of the Burial Board, opposed the Rev. M. A. Pierpoint's application to hold Divine service every Sunday afternoon in the Episcopalian chapel of the new cemetery. We are not going to quarrel with him for such opposition, but when we remember the remark that it was all very well for Mr. Pierpoint to want a job for one of his journeymen," we cannot but express our regret that Mr. Winstone should have deemed it necessary to have had recourse to such language. To say that his observations were disrespectful and insulting is to not half express ourselves; but we will, however, abstain from a stronger denunciation. The gentlemen in the Board-room signified their disgust, when the sentence we refer to was pronounced, and the speaker was given clearly to understand—if he is capable of comprehension—that such language was not of that edifying character as he imagined. Let us hope z, I Mr. Winstone will see the desirability of adhering to the general principles of discussion, and of some- what curbing his radical disposition. Unless he does this lie will, instead of being what he is enabled to be, of public worth, regarded as a public nuisance and instead of giving his orations in the Town-hall, will have to be content with displaying his abilities to assemblies within the domicile in Bute- road.

FIRST GLAMORGANSHIRE LIGHT HORSE VOLUNTEERS. Reginald Pearce, Esq., has been appointed honorary as- sistant surgeon to the above corps. The Right Hon. Lor,1 Llanover, and H. H. Vivian, Esq. M.P., were among the company who dined at the annual fish dinner of the Fox Club, at Greenwich, on Saturday. We were glad to find among the list of gentlemen who passed their Preliminary Literary Examination on the 9th, 10th, and 3 lth^of June, at the Royal College of Surgeons' Lincoln's Inn Fields, London, the name of Abm. Itobert Verity, son of A. J. Verity, Esq., surgeon, Bridgend. On Wednesday, in Lord Lyveden's committee, the Bill of the West Midland, after evidence in opposition had been tendered by Sir T. Phillips and Mr. Davidson, was passed, giving them, at the same time, running powers over the lines of the Monmouthshire Railway. HOWELL'S SCHOOL, LVNDAFF—The monthly meeting of the Governors was Acid at the board-room, on Thurs- day last, the Bishop of LlandalT in the chair, five other governors being present. The minutes of the last monthly meeting having been read and approved, were signed by the Bishop. Three children who were nominated for elec- tion as pay boarders, at the last meeting, appeared before the Governors, and their election was confirmed. THE COAL IRADE.—Coal proprietors in general are complaining sadly of the continuance of bad times. Orders seem to be coming in, but the freights at Cardiff and Swanseaare very scarce, as they are also at the othe Welsh ports. CARDIFF CATTLE FAIR.—The annual fair for the sale of stock, was held at the Canton Market, on Monday last. Business was very dull. There was a large supply of Irish ,e beasts and sheep, but buyers were scarce. Where sales were effected, sellers had to succumb to reduced rates. LUSUS NATURAE, Mr. Williams, of Canton, is in pos- session of a chicken which has been hatched during the past week, and is blessed with no less than five legs. Tinee are shorter than the remaining two. The newly- born continues quite healthy, and is particularly attended to by the mother. BIDEFORD REGATTA.—The steam boat Iron Duke, will take passengers from Cardiff and Ilfracombe t > Bideford, on Wednesday next, the 9th inst. The regatta promises this year to be a very fine one, and we perceive that some members of the Cardiff Rowing Club, and others of this port, will be amongst the competitors for the various prizes,-See Advt. t MARRIAGE OF THE PRINCESS ALICE.—On Tuesday last in honour of this auspicious event, the bells of St. John's sounded forth their joyous notes throughout the day. Banners waved in the breeze from the tower of the church Taff Vale Railway offices, Custom House, and other public buildings in the town and the shipping masters did not fail to give visible signs at the docks that they wished the newly married pair every happiness that this world can afford them. THE WEATHER.-During the past few days the atmos- phere has been much colder, and the crops have, in con- sequence, received a check, which, it is hoped, will only be temporary. As our readers are aware wheat, especially in its present state, requires as much sun as possible, it can, therefore, easily be imagined, that the cold air experienced during the last few days has not tended to benefit it. We regret that the potato blight has already thown itself in many districts, although not to a considerable extent. THE SOPHIA GARDENS.-On Wednesday evening, the Band of the Royal Glamorgan Militia played in the above gardens for about an hour and a half. According to arrangement the Band ought to have attended the previ- ous evening, but were unable to do so in consequence of being engaged to accompany the Odd Fellows' excursion from Carditf on that day, to the Eisteddfod at Carmarthen. Henceforth, however, the evening for their performance at • the gardens will be on Tuesday. CHEAP EXCURSION TO LONDON.—Our readers will per- ceive, on reference to our advertising columns, full par- ticulars of another cheap excursion by the South Wales Railway to London. A train is announced to start from New Milford on Tuesday, July 8th, and will take up pas- sengers at all the principal stations as far as Lydney. Passengers will be allowed to remain in the great and attractive city" until the 18th. THE ODDFELLOWS' EXCURSION.—This event, which (as announced in our last) was organised for the benefit" of the widows and orphans' fund, connected with the order, took place on Tuesday last; but we are grieved to say that the anticipations of the brethren have not been realised, an(l the result has been a complete failure. Out of a guaranteed number ot 400, little more than one-half the tickets were disposed of consequently a serious loss has been occasioned to the fund, as well as a heavy blow and severe discouragement" to the over-sanguine projectors. A little before six o'clock the martial strains of the Royal Glamorgan Band aroused many from their slumbers, but the threatening appearance of the elements must have deterred a large number from joining the excursion, even the lookers-on being comparatively few. About half-past six the train started, and those who proceeded to Carmar then must have been highly gratified with the enthusiastic reception they experienced from the thousands who awaited their arrival. On alighting at that town a pro- cession was formed, which, preceded by the band of the Royal Glamorgan Militia (which had" accompanied the excursion) and that of the 6th Carmarthenshire Rifles paraded the principal streets of the town, followed by an immense concourse of people. At seven o'clock the train started on its return, and arrived in Cardiff a little after ten o'clock. Although tis not in mortals to command success," we have no doubt that the brethren endeavoured to deserve it; and we are given to understand that an effort will shortly be made—on a smaller and different scale, without incurring any risk—to replenish the gap which has so unfortunately and unexpectedly been made in the widows and orphans' fund. ART U>"I0IT OF GREAT. BRITAIN.—On Saturday after- noon last, the drawing of prizes in this Union took place, iu the Assembly Ro°>n at Free-trade Ilall, Manchester. The number of tickets sold amounted to 100,681, and the interest excited in the drawing was very great. There was a very large number of people assembled to witness the process of drawing, the majority of whom remained from tlnee in the afternoon until eignt at mgtit. Many persons came from a distance. The usual course of procedure was adopted tickets corresponding to those sold were placed in a huge wheel, while the prize tickets were drawn out of a smaller one. Mr. C. H. Minchiii, public accountant, received the ticket drawn from the large wheel, and announced the number, while Mr. J. G. Law received the nutnbei ot the prize from the boy at the small wheel, and announced its value. Clerks at the table (lien wrote down the numbers, The first chairman selected by the meeting was the Rev. J. P. Firmin, Dage Bank, Cou- gleton. Ile did not reiniiiii long and was succeeded by the Hev. J. R. Roberts, of Slnlbold Vicarage, near Alnwick, 11 Northumberland, who had come to Manchester on purpose to be present at the drawing. Later in the course of the drawing Mr. D. W. Banks, piotessor of music, Manchester took the chair, and occupied it until the drawing of prizes closed. Before retiring from the chair, Mr. Banks expressed the pleasure he had experienced at the manner in which the whole of the proceedings had been conducted. Each chairman, checked the list ot puzes,, and the numbers of the successful tickets, before retiring, lhe 4th prize, a beautiful painting of Sunday lllorning- Vale of Neath," value £60, by E. A. l'ettitt, was flrawn by -No. 214,142, a ticket sold at Collims- burgh, Scotland. ANOTHER SXABBINO CASE.—We regret to notice that the unlawful use of the knife by foreign seamen at our port is now a very frequent occurrence. At an early hour vesterday (Thursday) morning, the steward of the schooner Lvairgus, ot Dartmouth, had some words with Henry Abbott, a'seaman'on board the same ship, relative to a broken tin kettl■>. Abbott got into a passion and at once drew a knife out of his pocket and plunged it into the eye lid of the steward, causing a wound an inch in depth and one and a hilt in length. The virgin was ultimately apprehended, and taken before W. D. Busholl, Esq., at the Police Court, when he was committed to take his trial at the assizes. ATTEMPT TO RESCUE A PRISONER FROM THE PRISON Gn Wednesday evening after the rising of the Court of Quarter Sessions, the troop of unfortunate creatures who had been convicted, were marched into the van. by which they were to be cgfc-eyed to the gaol. When the conveyance had been started a young girl named Selina Price, one of the inmates, waved her hand knowingly to a miserable looking object in the street. He rushed forward and tried to get off the turnkey from the step fronting the door, with the o'ljnct of releasing his beloved, who had been sentenced to four years penal servitude. The officer had to put forth every effort to keep the ruffian from opening the door. Ulliniatelv the foolish fellow was secured by Inspector Lynn and lodged in the police station. He was taken before the magistrate and re" manded to this day. FRUITS AND VEGETABLES.—At this season of the year it may be interesting to many of our readers to know the latest prices of the above produce at Cardiff. THE Sourn WALES CIRCUIT.—Baron Channel opened his commission at the shire-liall, Haverfordwest, yestcrday (Thursday). We believe there arc no prisoners for trial for the county of Pembroke; for the town and county of Haver- fordwest there are not more than three or four prisoners. The quantity of crime in this part of the Principality has on more occasions than one led the judges to contemplate the holding of the Assizes for Carmarthenshire, Cardiganshire, and Pembrokeshire, at Carmarthen, which would, of course, be most inconvenient to the inhabitants of the counties of Cardigan and Pembroke. Notwithstanding the lick of prisoners, the gentlemen of the long robe will have something to do at the Pembrokeshire Assizes on the piesent occasion, as we hear there are several civil cases to come on, there being no less than four suits, for which special juries have been summoned, the notorious Trevanger burial ground case being one. The assizes at Cardiff will commence on Tuesday week." THE THEATRE.—This pLice of amusement has. during the past week, been extensively patronised, and we feel no hesita- tion in saying that the performances have given unbounded satisfaction. Mr. Peel, the lessee, appeared last Friday evening, anth produced a most favourable impression in fact, the whole company play their respective parts in a highly creditable manner and are well received. On Wednesday the performances were under the patronage of the gentlemen of the bar, on which occasion was enacted Selby's admired drama entitled" The Lioness of the North," followed by an excellent farce. We again recommend lovers of the drama to pay the Theatre a visit. THE 10TH COMPANY OF RIFLE VOLUNTEERS.—Our readers will have learned through our colomnns that for some time past this corps has been in a very unsatisfactory state. Very few of the large number of members assembled for drill, and it became evident that if the apparent existing apathy was not shaken off, the troop would soon have to be declared non est. The reason for the absence cf the members was unknown, and a meeting was called, when all were particularly invited to at- tend and state what grievance, if any, existed. We are happy to say there was a large mrtster, and the meeting was a most enthusiastic one. It was clear that no one had anything to complain of as a reason for neglect, unless it was their unac- countable indifference and consequent procrastination. Since the meeting, the ranks have been greatly swollen, and yester- day evening the turn out," was a pleasing sign of a cherished determination to "go ahead." We hope every member of the corps will consider it his duty, as-a volunteer, to attend, ifpos. sible, on all occasions, when a fixture is made for an assembly. PASSING OF THE BRISTOL PORT AND PIEE DILL. The Bristol Port and Pier Bill, which authorises the construction of a pier at the liiO'uth of the river Avon, and a raihvav thence to the Hotwehs, near Hotwell House, passed the committee of the House of Lords on Tuesday, as did also the Bristol and South Wales Union Extension Bill. Both measures now only await the Royal assent to become law. and as that may be con- sidered as a mere matter of form, they may be virtually re- garded as having passed. SWANSEA JULY FAIR.- The usual July fair for the sale of horses, cattle, and wool, was held at Swansea, on Wednesday last. In the horse fair, there was a better supply than we have seen for some years past, and good prices were main- J tained against a somewhat sluggish demand. The quantity of cattle was small, and the quality inferior, good prices never- theless being asked and obtained. There was a small quantity of wool pitched, and prices ranged from Is. Id. to Is. 8d, per pound. The weather was very favourable, and altogether a fair business was done in all departments. EUROPEAN SETTLEMENTS ON THE WEST COAST OF AFRICA, BY CAPT, J. F. NAPIER IIEWETT, F.R.G.S.— Although this ivork evidently proceeds from the pen of one who is obviously a lover of Church and State and established institutions, and its politics consequently are antagonistic to those adopted by the "Manchester Schorl," it has been ex- tremely well received in that identical locality, and has been favourably reviewed even by Radical organs. In another part of our columns we publish under the head "African Cotton,' an extract from the Preston Guardian, which, while justly ex- hibiting the value of the work itself, displays a specimen of the usual unscruptilousness with which the Radical press adroitly converts sentiments diametrically opposed to its principles into expressions of approbation for instance,— In every chapter we find evidences of the gross mismanage- ment of our settlements there by the home Government, and we learn indirectly, yet clearly, that if it had not been for the indifference of the electors at home, we should not now have been suffering as we are from a famine of the raw material. We make no rash assertion, for to us nothing can be clearer than that the jobbery and aristocratic favouritism which has secured the appointment of dissipated and incapable persons as governors of our African settlements has been the means of chrushing native enterprise, and even commerce conducted by speculative Europeans in those regions." Now, this work distinctly attributes the mismanagement not to "jobbery and aristocratic favouritism," but actually to the absence of the aristocratic element in those who govern the colonies, and the consequent requirement of that firm and vigorous policy, and well regulated govern- ment, which is always wanting iu cases where tha ruler of a state or province possesses no higher rank or quali- fication than a great number of those whom he governs, and those who are his councillors and the •' jobbery" which' may be alluded to, is certainly laid to the charge of the Liberal Government. Again, the Pvsston Guardian says— if we had not sent thither the veriest sweepings of the most dissolute of our gambling aristocracy." Why Captain Hewett expressly gires a specimen of the style of governor, which individual rose from low origin, and tbe author states that such are the men generally appointed to rule. As regards the Colonial officials, the verification of the old adage "put a beggar on horseback" is obvious, throughout the work. For ourselves, we must state our opinion that in all political questions and in all cases, the author appears to take a fair and impartial view, and we would add tliat the book is ex- tremely well written, and that descriptions of scenery are graphic, and the characters introduced are very well drawn. ♦ CADOXTON-JUXTA-NEATH. BRECON AND MERTHYR TYDFIL JUNCTION RAILWAY. The New Lines Bill of this company came, in report of the examiner, before standing Orders Committee of the House of Lords on Friday last. The arguments of Mr C Thomas for the promoters, and Mr. Venables, for the Taff Vale Coin- pany, which we have' already noticed, were recapitulated lhe chairman (Lord Redesdale) said that the clauses autho" rising a junction with the Vale of Neath, inserted by the committee of the Commons, were clearly not in compli uice with standing orders, and must be struck out. Mr. Venables then submitted that the whole bill was out of compliance. Their Lordships intimated that they would hear the objec- tions at their next sitting, aud then adjourned. On Monday, Mr. Venables contended that the disapproval by the sh ireholders of the Taff Vale, at their Wharnclifie meeting, was fatal to the bill in its entirety. Mr. C. Thomas said that the alterations referred to had been made by the committee of tffe Commons 011 petition of third parties, and therefore the promoters were not responsible and should not in fairness bear any penalty. It would also In- most unjust to give the shareholders of the Taff Vale a vote over the whole bill, and the decision of the House of Commons, merely because a few clauses effected their interests. LORD Redesdale, in giving the decision of the committee, said, that they saw no reason for stopping the progress of the bill, but the clause empowering making arrangements with the Taff Vale must be struck out, as well as all clauses relating to the Vale of Neath, and the Taff Vale would also be allowed to petition the Committee on merits to take out their subscrip- tion clause. The bill was reported to the House of Lords the same evening, and read a sccond time on Tncsday. LEASING OF IHE NEW LIXE AT BRTXMAWE.—The meeting held at Abergavenny last week, by the directors aud shareholders, for the consideration of leasing the new railway to the London and North-Western Company, appeared to bp a success. Everybody thought the proposal from the London and North-W estern Company a fair offer, and it was unani- mously agreed that the line should be leased. This change will, no doubt, have a beneficial result through the whole district.

Some French Legitimists at Rome have presented addresses to Francis II. His ex-Majesty of the Two Sicilies replied in a fine mock-lierioc style that he would never abandon the Pope, and would personally draw the sword for him, if neces- sary which, being interpreted, means that he will stick to the partnership so long as there are any political assets stand- ing in the name of Borbono, Ferretti, and Co. Mr, Carmoù,' ROMAS CATHOLIC TESTIMONY.—The Rev. Mr. Carmody, Catholic priest, of Castlemain, county Kerry, iu addressing llls flock recently on the sin of concealing accused criminals, spoke thus of the character of Irish landlords, and of the alleged hardships of Roman Cathol.cs: "Neither in the dealings of the landlords of the country in general with their tenants, uor under the laws of the country, he contended, was there any- t ling t i provoke the savage conduct that has been pursued and applauded iu the country. He said that, as a class, the landlords of the country were humane and considerate, much more so than the tanners themselves, when they became landlords. He impressed on the p ople that the laws of this country were the best m the world, and con- trasted them with the laws ot Roman Catholic countries. He told the people that in no Roman Catholic country were there such laws for the government of themselves, and certainly none so generous towards those who differed with them iu religion. In the plainest language be pointed out the intolerance of Roman Catholic States towards Protestants, aud asked them was there any privilege which a Protestant possessed in this country which was not enjoyed by a Roman Catholic ? He compared the political position of the people of this country with that of the people of the United States; and warned them against emigrating there wiiile they had IJritish law and British protection in Canada." Sucli testimony is valuable, but it will hardly commend the worthy and tree- spoken priest to the favourable notice of his superiors.
