TO THE PARLIAMENTARY ELECTORS OF THE COUNTY OF CARDIGAN. GENTLEMEN, I beg to offer myself as a Candidate for your suffrages. Home Rule is still the first plank of the Liberal platform, and on the issue of the General Election the fate of Home Rule for a generation will depend. If the Liberal party are returned to power,no matter what promises they make, they will be once more in the hands of their Irish Masters, and all legislation for the welfare of the people, and for the improve- ment of Agriculture and Trade generally, will have to be postponed for the sake of another Irish Session. I am against Home Rule. I am opposed to the Disestablishment and Disendowment of the Church in Wales, which would give to secular uses money originally given and now devoted to religion, and would neither abolish nor reduce tithe or rates. Since Welsh Disestablishment is now acknowledged, even by its promoters, to be postponed for at least 10 years, differences of opinion as regards Disestablishment need not separate practical men who are agreed in opposing Home Rule. Z3 I would support any sound measure of Tem- perance reform which would promote the well- being of the people, and at the same time respect the rights of those engaged in a lawful trade. I believe that the time has now come when farmers, labourers, and all those who have a stake in the country, must unite to put a stop to the present Liberal policy, which seems bent on the destruction of existing institutions, and prevents capitalists from investing their money at home, with the result that the banks are overflowing with unemployed money, while the country is filled with unemployed men. All must unite to support a Unionist policy which will revive our shipping and mining industries, restore confidence, and induce British capital- ists to invest their money at home instead of sending it out of the country to assist the foreigner to capture our trade. Stringent means should be taken to prevent Foreign Meat being sold as British Meat, and Foreign Mutton as Welsh Mutton. Foreign Meat should be sold honestly under its own name as cheap food for those who wish to buy cheap meat. Our own farmers ought injustice to got the benefit of the higher price given for British Meat and Welsh Mutton. I would press for the immediate adoption of a measure to effect this object. It should be the first duty of the Government to take measure to prevent the Railway Com panies carrying Foreign Meat and Foreign Agricultural produce at a lo'.vcr rate than British Meat and British Agricultural produce. The British Farmer pays rates and taxes to. wards the support of the Government, and the Foreigner does not. Land pays too large an amount of taxation, and 1 am in favour of abolishing the School Board rate and Poor Rate, and placing the cost of education and maintenance of the poor upon the general tax- ation of the country, thus affording great relief to the farmer and ratepayer. Old Age Pensions have my hearty support; believing as I do that it is the duty of a rich country like ours, to arrange some scheme by which those who, owing to old age are unable to earn their living, should receive from the state a small pension, instead of being driven to the workhouse. I am in favour of any measure which will benefit Agriculture and improve the position of the Freeholders, Tenant Farmers, and Labourers. Many Freeholders in Cardiganshire bought their farms, when times were better, and having borrowed the money at a high rate of interest, are now paying more money as interest than they did before as rent. I advocate Loans by Government to this class of Farmers at a low interest, believing that it would be a blessing to Freeholders and Labourers, would increase the prosperity of the country, bring back the labourers to the soil, and place the Farmer in a better position to cope with the present depression. I also advocate a Land Purchase Act for Wales, to enable the Welsh Tenant Farmer to become the owner of his farm on moderate and favourable terms. The Irish Tenant Farmers have received great benefit from the Irish Land Acts which were passed by a Unionist Government. Working Men should be assisted by loans from Government to become the owners of cottages and small holdings. The State being able, owing to our high credit, to borrow money cheaply, should lend it cheaply, and thus help Freeholders, Tenant Farmers, and Labourers. Any measures for guaranteeing to the Ten- ant Farmer full compensation for money spent on the improvement of his holding will be sup. ported by me. The Unionist policy of State aid for Light Railways has been so successful in Ireland that I would strongly support any measure to confer the same boon on Wales, provided that the cost of Light Railways 18 not put on the rates. It is my opinion that the state of the Lead Mining industry will require the most careful consideration, and that it will be the duty of the next Parliament to take steps to revive an industry which has brought, in the past, em- ployment to so many, and which is now languishing owing to Foreign competition. As a Cardiganshire Landowner and a Prac- tical Farmer, I appeal with confidence to the common sense of the Cardiganshire Electors to declare themselves,at this important General Election, in favour of the Unionist Policy of integrity of the Empire, commercial confidence, steady progress, practical patriotism, and jus- tice to agriculture. GENTLEMEN, Having been selected as the Liberal Candidate for our County, I come before you to ask for your hearty support by electing me as your Representative and, if elected, I shall, to the best of my ability support those great principles adopted by the Liberal Party. In asking you to send me to Parliament by a large majority, I do so in order to give a clear proof to the political world that Cardiganshire wishes those great questions settled which have been so prominent before the House of Commons. Those questions are The Disoatablishment and Disendowment of the Church of England in Wales, Home Rale, Land Reform, Local Veto, One Man One Vote, The Abolition of the House of Lords, Enfranchisement of Women, The Mineral Interest, Light Railways, and that Railway Companies should oe compelled by Law to give the same facilities for the transport of home produce to our great Markets as they give to Foreign Countries all of which, as your Representative, I shall do my utmost to help to pass into Jaw. I need hardly say that I am in thorough sympathy with Welsh Nationalism, an4 that I shall deem it my duty to support the questions which more immedi- atsly affect Wales when brought before the House of of Commons.
