^1^0 THE ELECTORS OF GLAMORGAN- X SHIRE. • GF^tlemtn,— Her Majesty's Ministers have advised an im- mediate Dissolution of Parliament; in so doing they have manifested the same earnest desire to adopt bold and vigorous measures for the coun try's good whudi has heretofore marked their brilliant career. They foIL thut their authority was inadequate to carry such measures as they deem nee; ssary for the welfare of the country, and they s"ck to obtain that authority by an ap- peal to the people. j I solicit at your hamls a renewal of the confi- dencc which you have, upon four previous oc- casions, and during nearly seventeen year- re- posed in me. I am not aware (hat I have swerved in any way from the principles of perfect civil, religious, and commercial freedom, which secured to mo your coufidence in 1857 and I would de- sire no better test of my earnest adherence to those principles than to be judged by the votes I have given during the twenty-two years of my Parliamentary career. If you do me the honour to re-elect me as one of your representatives, the same principles will be my guide. The Ballot, which from my first entrance into Parliament I heartily suppored, is now happily the law of the land, but the Franchise is still denied to many in Counties who are fully ûn- titled to exercise it. The difiicult question of National Education has been dealt with in a comprehensive manner, but the Act requires considerable modification, and I have oh two occasions voted for the re- peal of the 25th Clause, being decidedly opposed to the application of rates to dogmatic teaching. No one is more interested than myself in the establishment of a just and equitable law regu- lating the respective positions of Employer and Employed, and I am firmly convinced that much of the commercial greatness of this country will in future depend on a cordial and good under- standing subsisting between them. The Liceming Laws nped revision, and I be- lieve that a system may be devised which, while it will still further check intemperance, may be more acceptable to those who deal in spirituous liquors than the present low. The burden of Local Taxation has beccne grievous to boar, and I look with confidence to the promise conveyed by the address of the Prime Minister, that he is prepared to grant "relief, coupled with reform." I Iso view with satisfaction his announcement, guaranteed by his great financial expeiieitce, that he sees his way to the immediate "repeal of the Income Tax,"coupled with some marked re- lief in the class of articles of popular consump- tion." and that these great obj.-cts are to be atlaillPd" from judicious adjustments of existing taxes," and from a "wise economy." I have complete confidence in Mr Gladstone to fulfil his promises, aud shall be prepared to give him, as heretofore, my cordial support. The possibilty of conferring these great boons, arises from the prosperous financial condition of the country, which is due under Providence," to the legislation of the last 40 years, during which period the great Liberal party has for the most part governed the country. From its Go vernment, peace, contentment, and commercial and industrial prosperity have flowed. The ques- tion now submitted to the constituencies of the United Kingdom, and to yourselves as one of them, is whether you will intrust the future Government of the country to that Party from whom these great and beneficent measures have emanated, or the Party which lias persistently opposed them.
